Context:

The EU-IOM Joint Initiative on Migrant Protection and Reintegration is the first comprehensive programme to save lives, protect and assist migrants along key migration routes in Africa. It enables migrants who decide to return to their countries of origin to do so in a safe and dignified way, and to help them restart their lives in their countries of origin. This is done through an integrated approach to reintegration that supports both migrants and their communities. The Joint Initiative covers and closely cooperates with 26 African countries in the Horn of Africa, the Sahel and Lake Chad, and North Africa.

In the Horn of Africa, the Joint Initiative (JI-HoA) commenced in March 2017 with an overall objective to contribute to facilitating orderly, safe, regular and rights-based migration through the facilitation of dignified voluntary return and the implementation of development-focused and sustainable reintegration policies and processes.

With the Regional Coordination Unit (RCU) based at IOM’s Regional Office for the East and Horn of Africa in Nairobi, Kenya, JI-HOA is implemented in key Khartoum Process countries of Djibouti, Ethiopia, Somalia, and Sudan.

Under the direct supervision of the EU-IOM Joint Initiative on Migration Protection and Reintegration (EUTF) Programme Coordinator in Ethiopia and the technical supervision of the Regional Monitoring and Evaluation Officer in Nairobi, the successful candidate will be responsible for supporting the coordination and implementation of the JI-HOA Monitoring and Evaluation (M&E) activities in Ethiopia. The candidate will also work closely with other JI-HOA M&E focal persons.

Core Functions / Responsibilities:

  1. Regularly collect data, assess data, and report on logframe indicators in line with JI-HoA M&E Framework and the Country Plan in close coordination with RCU.

  2. Provide guidance and technical support to project staff on M&E activities, including survey design, data collection and analysis.

  3. In close coordination with the Information and Data Management team, monitor and support the appropriate and timely entry of required data on MiMOSA.

  4. Produce and provide country specific data and information for internal and external reports (e.g., monthly and quarterly internal reports, annual donor reports, Monitoring and Learning System reporting contracted by EU through Altai, and bi-annual Institutional Questionnaire, etc.) and other information requests.

  5. Facilitate compliance with and implementation of IOM’s Institutional Guidance Note on M&E for AVR(R)/PARA under JI-HoA.

  6. Provide in-country operational and logistical support for joint monitoring visits with DEVCO as well as internal and external evaluations under the JI-HoA, and ensure timely and adequate implementation of related action points and recommendations.

  7. Review and provide comments to methodologies, tools, inception and final reports on relevant assessments and research carried out under JI-HoA mid-point and final evaluations.

  8. Continuously assess the country’s internal capacity for M&E and provide related capacity enhancement training and workshops.

  9. Enhance the capacity of relevant government and non-government stakeholders in Ethiopia in monitoring the return and reintegration of Ethiopian migrants.

  10. Participate in learning events under the JI-HoA and other JI programmes as appropriate.

  11. Prepare M&E information and knowledge products tailored for return and reintegration issues.

  12. Conduct monitoring visits to field sites under the JI-HoA in Ethiopia to identify and track follow-up actions related to the JI-HoA M&E Plan, the Country Plan and suggest corrective actions as necessary.

  13. Support the country’s communications focal point to document success stories such as capturing case studies for donor reports, website and newsletters.

  14. Undertake duty travel.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development, Management, Political or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project implementation and management, preferably in the field of research, M&E or information management;

• Proven experience in: the logical framework approach, Result Based Management and other strategic planning approaches; M&E methods and approaches (including quantitative, qualitative and participatory); implementation of M&E systems and plans; training in M&E development and implementation; information analysis and report writing;

• Proven experience in data management, analysis and reporting in a humanitarian or development context;

• Experience with handling confidential data.

Skills

• Strong analytical skills and demonstrated managerial and organizational ability;

• Expert knowledge of MS office and advanced statistical skills including knowledge of database management, statistical and project management software is a strong advantage;

• Demonstrated ability to meet deadlines and to write clearly and accurately;

• Knowledge and understanding of the migration issues, return and reintegration in the region is an advantage;

• Demonstrated ability for leadership in the context of partnership building and consensual decision-making;

• Ability to compile and holistically analyze diverse datasets;

• Demonstrated understanding of different data collection methodologies;

• Ability to work in a multicultural environment.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

Working knowledge of French, Arabic and/or Ethiopian local languages is an advantage.
