Purpose of the position

The Deputy Country Representative (DCR) will have both internal and external responsibilities, ranging from project management, resource mobilization, grant management, administration and human resources to donor relations.

The DCR will support the Country Representative (CR) to develop LWF’s future growth and strategic response to humanitarian and development needs in Ethiopia. The responsibilities of the role are varied, challenging, and require the ability to operate effectively in a fast paced, and multicultural environment.

Required Qualifications

University degree in humanitarian or development work, and/or other related technical or social studies.

Strong computer literacy and digital media skills.

Knowledge, skills and experience

Minimum of 5 years international experience in managing large development and humanitarian projects.

Minimum 5 years of successful experience in senior leadership/management position(s) in the fields of refugee/IDPs humanitarian response, WASH, food security and livelihoods, protection, climate/gender justice, preferably within an international environment.

Knowledge of and experience in cooperating with governments, the United Nations system, institutional donors and inter-agency coordination clusters and Working Groups at national level.

Demonstrated experience and proficiency in resource mobilization, grants management.

Demonstrated interest in and sound understanding of peace and conflict issues in the Africa;

Knowledge of Ethiopia is advantageous.

Team-oriented, flexible and excellent communication skills.

Language Skills

Arabic: working knowledge would be an added advantage.

Position environment and dimensions

The Deputy Country Representative is responsible for resource mobilization and overall deputizing and supporting the Country representative to ensure the overall management and proper functioning of the LWF Ethiopia programme, and shall be based in Addis Ababa.

Internally, mainly interacts with members of the Country Management team (Program Coordinator, Finance Manager, Human Resource Manager) other LWF senior staff at country office level and in the field locations (currently in Northern Ethiopia (Tigray, Amahara), Eastern Ethiopia (Jijiga, Gursum, Kebrebeya), Southeastern Ethiopia (Bale), and Addis Ababa.

Externally, liaison and networking with key in-country donors, UN agencies, Clusters, government agencies, donors and NGO partners to position LWF strategically as a key partner in bilateral and consortium initiatives. This responsibility is in support of the CR.

Main duties

Leadership and strategic management

Provide leadership in strategic planning and leading teams to deliver outstanding work on a wide range of projects;

Supervise managers responsible for supporting and delivering programs

Support and deputize the Country Representative in providing direction in the areas of resource mobilization, program management, operations and administration, procurement and financial management;

Establish and enforce quality assurance and accountability standards ensuring high quality, timely and impactful programs, in line with LWF policies, grant management procedures and donor regulations;

Monitor and manage risks in close liaison with the Country Office leadership, implement agreed risk mitigation strategies; and escalate issues as appropriate.

New business development

Lead resource mobilization and grant management duties;

Lead prepositioning and reaching out to in-country donors to identify and negotiate for opportunities. Lead the go-no-go process from the LWF side. Secure all needed approvals prior to submission;

Lead the process of developing and submitting high quality and compliant concept notes and proposals that are aligned with LWF’s response strategy and donor priorities, in line with LWF’s Standard Operating Procedures;

Work closely with the Program, Finance and Administration teams in coordinating proposal development timelines, roles and responsibilities;

Maintain knowledge management systems around resource development (ensuring documents are posted on SharePoint, NEWDEA as applicable, maintaining proposal libraries, documenting lessons learned, etc.);

Oversee donor communications, requests and amendments to ensure they are communicated effectively and oversee completion of resulting actions; coordinate response to donor queries as needed;

Problem-solve grants implementation issues with the country team to instill overall health of grants, escalating issues to supervisor as needed;

Monitor donor compliance responsibilities for assigned portfolio, including working with the Humanitarian Finance and Compliance Units to monitor award implementation, supporting reporting and procurements to ensure compliance with donor requirements, and providing needed compliance support to country offices;

Provide leadership to project kick-off for grants in portfolio, including planning and facilitating startup calls/meetings with Geneva teams, and reviewing project timeline, deliverables, and donor requirements in detail;

Ensure completion of program-specific components of the grant closeout process, including the submission of narrative reports and disposition requests;

Support the Program Unit to maintain knowledge management systems for portfolio of grants (ensuring documents are posted on the LWF MEL system (NEWDEA), document repository in SharePoint, One Drive and others as required under LWF and donor regulations and processes.

Coordination and accountability

Take a leading role in the mapping of key networks, partners and donors for the purposes of coordination and negotiating and developing new grants. These includes in-country humanitarian coordination mechanisms, relevant clusters and task forces;

Builds effective networking / collaboration relations, communication and partnerships with implementing partners, communities, NGOs and local and State level Government stakeholders and protects LWF integrity and accountability;

Ensures that projects are implemented according to the Core Humanitarian Standards;

Takes prompt and appropriate action to resolve existing and anticipated problems and address the concerns and complaints of stakeholders;

Facilitates formulation of a practical Complaints and Response Mechanism (CRM) suited to the local context.

Strengthening support services

Monitors closely project expenditures against the approved budgets;

Ensures effective application of adequate internal control and risk management procedures;

Ensures good management of resources, operations and partnerships with special emphasis on capacity building and continuous improvement.

Ensures continuous strengthening of programme management systems for accountable, effective, and quality delivery of programs to the focus groups.

Manage the performance of staff under his/her direct supervision;

Maintain team work and an enabling working environment for field teams including ensuring clear reporting and communication channels and regular documented meetings;

Ensures that learning and capacity building are institutionalized in the program;

Promotes a culture of safety and security in the organization and helps in upholding LWF’s duty of care responsibility through the enforcement of SOPs, development of new and relevant procedures and safety.

Major Challenges

Ensuring the program remains viable and is well-funded in an increasingly competitive and insecure environment by ensuring LWF is well positioned to acquire and effectively execute new grants.

Balancing between the resource mobilization key focus for the DCR position on the one hand, and the responsibility of supporting and deputizing the Country Representative and supporting all units to effectively, on the other hand. The incumbent will need to be flexible and experienced in carefully assessing when to focus on either of the responsibilities, in close communication with the supervisor.
