The overall purpose of this role is to strengthen Plans Monitoring, Evaluation and Learning (MEL) system of the LEGO Play Matters Project in support of programme development, learning and accountability (PALS) and quality improvements in Gambella, Afar and Benishanguel-Gumz. He/she ensures that program quality is reflected within the project cycle and the project implementation (in Gambella, Afar and Benishanguel-Gumz) is undertaken efficiently and effectively by reflecting that all M&E requirements are in place and that cross-cutting issues of inclusion and DRR are properly incorporated.

 

Key Responsibilities and Accountabilities

Follow-up rollout of PlayMatters projects MEL plan in line with the Standard Operation Procedures (SOPs) developed.

Participate in contextualization and testing of MEL tools.

Proactively support the PMT in updating project detail implementation plan, output tracker, beneficiary database, PMF/M&E Plan and other documents relevant for effective project management.

Conduct regular data quality checks/audit of data collected from all MEL activities and take actions to ensure data quality controls throughout the MEL process. 

Provide technical guidance to project teams including relevant stakeholder with planning, design and implementation of baseline/midline and other data requirements of PlayMatters project.

Facilitate/lead the implementation of baseline, midline and end-line data collection in line with detailed implementation plans also organize validation and learning workshops.

Provide support to PlayMatters consortium partners and research enumerators to undertake research activities in Plan International project areas.

Provide regular and timely project progress updates, performance reports and challenges to supervisor and other project team members, including also proposing remedial actions and innovative solutions.

Build capacity of staff, enumerators local communities, stakeholders on MEL requirements of the project, digital data collection, data management, data analysis.

Support knowledge management and learning efforts by producing periodic project monitoring reports, cases stories and articles related to PlayMatters project

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

Ensures that the team members under supervision are properly inducted on and understands their role in upholding Plan International's safeguarding and GEI policies;

Integrate safeguarding and gender issues within the M&E framework of PlayMatters project. 

Qualifications/ experience essential:

Bachelor Degree in fields such as Social science, Economics, Statistics or related fields.

At least six years relevant work experience.

Practical knowledge of monitoring and evaluation methodologies, including development of log frames, result chains, theories of change, and assessment/evaluations.

Experience in digital data gathering and analysis package is a plus.

MEL experience in coordination qualitative and quantitative tools

Experience in humanitarian contexts is preferable

Experience using and problem solving with digital data collection tools
