Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home country upon completion of their services.

UNDP will also cover any official travel expected to be associated with performing the functions during the assignment.

OFFICE/UNIT/PROJECT DESCRIPTION

In this context, UNDP invests in the Global Policy Network (GPN), a network of field- based, regional and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. UNDP’s corporate development-related strategies and vision for gender equality is a key component of sustainable development and ensuring no one is left behind.

 

Addressing gender equality and women’s empowerment is a key aspect of UNDP’s approach to achieving its core vision. Gender equality and women’s empowerment are seen as goals in their own right and are also central to the achievement of UNDPs development mandate. UNDP is guided in its work by its Gender Equality Strategy 2018-2021 which details how UNDP works towards gender equality in each of the goals and key results.

 

With the generous funding of the Government of Canada, UNDP-RSCA has launched a four year (2020-2024) Regional Project on Advancing Gender Equality and Women’s Empowerment in Africa. The project aims to enhance the capacity of the Regional Economic Communities (RECs) and other regional partners (CSO’s) to have enhanced evidence-based knowledge and capacity to advocate and support their Member States to fulfil their gender equality and women’s empowerment commitments in the realization of Agenda 2063. This will be achieved through working on four intermediate outcomes focusing on: (i) Strengthened institutional capacity of RECs to monitor and advocate for gender equality and women’s empowerment within their institutions and with their Member States; (ii) Strengthened engagement of RECs and CSO’s with

 

Member States to help them promote women’s leadership and participation in governance and peacebuilding; (iii) Improved capacity of RECs to monitor and influence their Member States on the ratification, domestication and implementation of regional and global instruments on women’s rights and gender equality; and (iv) Strengthened engagement of RECs and CSOs with their Member States to help them advocate for women’s economic empowerment.

 

The Gender Equality Seal in Public and Private Sector are a big component of the GEWE (Canada) project and are currently being implemented by the RSCA Gender Team with the technical support of the Global and Panama Regional Hub Gender Teams. The RSCA UNDP in collaboration with the Global Gender Team is recruiting a Gender Expert to provide technical and coordination support to both the Gender Seal in Public Institutions and in Private Secor. The Gender Expert will report to the RSCA Gender Team Leader working closely with the Global Gender Team and the Panama HB GT and the the RSCA Gender Team.

 

INSTITUTIONAL ARRANGEMENTS

The incumbent will provide critical support to the RBA Gender Team and will be directly supervised by the Team Leader and Regional Programme Advisor -GEWE-of the Regional Bureau for Africa, working closely with the RBA, Panama and Global Gender Teams.

 

 

Duties and Responsibilities

 

SCOPE OF WORK

 

The overall scope of this assignment will focus on providing technical, advisory and coordination support on the rollout and implementation of the Gender Equality Seal for public Institutions and private sector under the Regional Project on Advancing GEWE in Africa.

 

 Technical, advisory and coordination support for the implementation of the Gender Equality Seal for Public Institutions in Africa.

 

Contribute and facilitate the process leading to the rollout and implementation of Gender Equality Seal for Public Institutions in RECs and Member States including organizing meetings, adapting and validating the online assessment tool, conducting self- assessment, developing and implementing an action plan;

Liaise with the Regional Gender Specialists and GFP to organize and coordinate regional consultations and bilateral meetings with RECs Secretariats and member states;

Provide timely support for the participanting RECs and Member States including facilitation of online and in person advisory missions to GES participant public institutions;

In collaboration with the Global Genter Team, contribute towards the development of global platform and tools of the GES for Public Institutions taking into consideration regional context;

Support and contribute to the development and adaption of a regional platform and tools on GES for Public Institutions in Africa;

Maintain a permanent and fluent communication and coordination with the Gender Equality Seal for Public Institutions Global Team;

Coodinate and support the establishment of a core team of regional experts on GES for public Institutions for Africa, through knowledge transfer;

Support in facilitating the development and implementation of a learning and capacity development plan including training, learning materiales and supporting tools;

Contribute to resource mobilisation and building of partnerhips for the Gender Equality Seal for Public Institutions;

Initiate the establishment of a regional community of practice for knowledge and experience sharing on GES for Public Institutions in collaboration with the RECs and Member States in Africa;

Submit periodic brief narrative update reports on the status of implementation of GES for Public Institutions.

Technical, advisory and coordination support for the implementation of the Gender Equality Seal for the Private Sector in Africa.

 

Coordinate and facilitate the process towards the development and adaption of a regional platform and tools on GES for the Private Sector in Africa;

Support the engagement of the four RECs (ECCAS, ECOWAS, IGAD and SADC) to contribute towards the rollout and implementation of the GES in the Private Sector in their member states;

Facilitate the development and implementation of a regional strategy for the engagement of the private sector in Africa;

Provide technical support towards the finalization of the Regional Standard for Africa on GES for the Private Sector;

Facilitate the capacitation of a core team of regional Advisors to support the rollout and implementation of the GES for the Private Sector;

Initiate the establishment of a regional community of practice for knowledge and experience sharing on GES for Private Sector in Africa;

Provide strategic and substantive support to selected MS in the design and implementation of the Gender Equality Seal for the private sector programmes;

Strengthen partnerships and coordination with regional partners on GEWE with the private sector including UN Women, AfDb and World Bank;

Support advocacy and resource mobilization efforts to advance the gender and private sector agenda in Africa;

Build synergy and complemetarity between the Public and Private Sector Seal in Africa to measure progress and success towards achieving gender equality;

Liaise with Regional Gender Specialist to organize and coordinate regional consultations and bilateral meetings with the secretariat and member states;

Submit periodic brief narrative update reports on the status of implementation of GES for the Private Sector

Required Skills and Experience

 

Min. Academic Education

 

Master’s degree in a development related discipline: gender and inclusive governance, women’s studies, gender and development, Human Rights and other related disciplines.

Min. years of relevant Work experience

 

Minimum of 5 years of professional work experience in development cooperation, delivering programmes/projects in the area of gender and governance and/or gender and economic development and/or women’s economic empowerment in the African region.

Demonstrate a solid professional competence and expert knowledge in the area of Gender Equality and Women’s Empowerment.

Project managament and coordination experience in governance and public administration and gender equality and/or gender and private sector (UN, multilaterals, government and/or NGOs).

Required skills and competencies

 

Sound knowledge of regional partners in Africa incluing the AU, RECs structures, how they work and coordination mechanisms therein. Previous experience working with regional parners in Africa particularly the RECs and AUC will be an advantage.

Sound knowledge and experience in working with the public and private sector in Africa

Comprehensive knowledge on gender and development, gender and inclusive governance, gender and public institutions and gender mainstreaming or related fields.

Comprehensive knowledge of gender and labour market and gender in the business sector.

Coordination skills and experience liaising and coordinating with regional partners and member states on GEWE in Africa.

Knowledge of gender equality assessment and evaluation programmes/methodologies such as; the GES Certification programme, Gender Audit, Gender Impact assessment, Gender marker, gender evaluations etc will be an added advacntage

Ability to develop, maintain, and strengthen partnerships with others inside (Programmes/projects) or outside the organization who can provide information, assistance, and support.

Experience in designing and implementing learning and capacity development programmes on gender equality and women’s empowerment.

Proven capacity to produce high quality reports and comply with tight deadlines.

Ability and willingness to work with people of different cultural, ethnic and religious background, different gender, and diverse political views.

 

 

Desired additional skills and competencies

 

Current knowledge and understanding of the latest developments and evidence on GEWE in Africa

Sound knowledge and experience in managing and using virtual platforms for meetings at regional and member state level in Africa.

Computer skills: full command of Microsoft applications (word,excel, PowerPoint) and common internet applications will be required.

 

 

Required Language(s) (at working level)

 

Proficiency in spoken and written English required, including report writing. Fluent in spoken and written French is an advantage,
