Background

The office/unit/project structure and context:

The Federal Democratic Republic of Ethiopia Ministry of Finance is mandated to formulate economic cooperation and fiscal policies that particularly serve as a basis for taxes, development plan and budget, mobilizing and administering external resources, installing modern, efficient, effective and accountable public finance and property administration and controlling system.

The Ministry of Finance is principally responsible for formulating economic cooperation policies and strategies, lead and coordinate bilateral and multilateral economic cooperation, and manage partnerships with international and regional organizations. It has the essential role to mobilize, consolidate and blend financial resources from development partners to sustainably finance national development priorities.

The Government of Ethiopia is striving to address the challenges posed by climate change through its Climate Resilient Green Economy (CRGE) strategy. The Ministry of Finance has established a CRGE Facility in order to mobilize and access climate finance from various sources to achieve the CRGE vision.

Additionally, the Ministry of Finance was accredited by the Green Climate Fund (GCF) and Adaptation Fund in 2016 as a direct access national entity for projects sized up to USD 50 million and 10 million respectively. Currently, MoF intends to upgrade its GCF accreditation level and manage /projects of medium (up to USD 250 million) in size.

On the basis of the ongoing ,the CRGE Facility under the UN Agencies, CRGE Facility and Regional Economic Cooperation directorate of MoF would want to strengthen its resource mobilization efforts and partnership management .

Rationale / background and the objectives of the unit or project:

This TOR defines the role and responsibilities of Resource Mobilization and Partnership Specialist who under the supervision of Director of the UN Agencies, CRGE Facility and Regional Economic Cooperation directorate of MoF is expected to play a key role in the overall effort to build partnerships and mobilize sustainable resource from traditional and non traditional development partners.

The required services will contribute to the work of the unit/project:

The Resource Mobilization & Partnerships Specialist is expected to develop the resource mobilization and partnership strategy, tools and procedures and coordinates their implementation with traditional and non traditional partners aligned with the mandate of the Ministry of Finance and the CRGE Facility in particular .

Duties and Responsibilities
Develop and implement Partnership Management and Resource Mobilization Strategy with a particular focus on climate finance;
Lead and coordinate, provide technical support in the design of bankable investment proposal and concept notes for resource mobilization;
Mobilizes grant and non-grant climate finance including concessional loan and technical assistance from bilateral and multilateral development partners, philanthropies’ as well as from private and public sources for climate change mitigation and adaptation actions. Ensure gender equality considerations and environment and social safeguards to be integrated in the resource mobilization and partnership management of the CRGE Facility;
Undertake technical appraisal of projects/programs and quality assurance of periodic reports to development partners;
Provide strategic advise to the management of CRGE Facility on ensuring effective mobilization and develop new and innovative partnerships. Identify strategic partnership opportunities to secure additional climate finance from traditional and non-traditional sources through innovative financing mechanisms;
Provide strategic guidance and support on CRGE Facility M & E system requirements (including results based planning, monitoring and reporting, as well as evaluation). Support the line ministries on the integration of the CRGE priorities and targets into the national and regional development agenda for the effective implementation and achievement of better results;
Provide strategic guidance and technical support on the operations of the CRGE Facility in strengthening the capacity of CRGE Sector Ministries , implementing and excuting entitites at the regional & woreda level.

Good knowledge of the government operations at the national, regional and woreda level;
Strong self-motivation and innovative skills, with capacity to work independently and meet deadlines;
Excellent interpersonal, negotiation, networking and communication skills.
Required Skills and Experience
Min. Academic Education:
At least a Master’s Degree qualifications in Economics, International Relations, Development Studies, Environment and Natural Resource Management or other related fields.
Minimum years of relevant Work experience:
At least five years of experience in the field of resource mobilization, partnership management, development effectiveness, public finance in climate change context;
Required skills and experiences:
Demonstrated ability and experience in partnership building, negotiations and resource mobilization of climate finance ;
Track record of successfully working with governments on climate change particularly the CRGE and sustainable development agenda is preferable;
Experience in leading and managing a multi-disciplinary team;
Knowledge of grant management, monitoring and evaluation practices;
Demonstrable knowledge of international development financing and the global funding architecture, particularly as related to the climate finance;
Good knowledge of the government operations at the national, regional and woreda level;
Having private sector experience will be an added advantage;
Excellent interpersonal, negotiation, networking and communication skills;
Experience in development policy advisory, strategy formulation and analytical work;
Ability to integrate gender equality and social inclusion in resource mobilization efforts and partnership building;
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Required Language(s) (at working level):

Proficiency in oral and written English and Amharic.
