Request for a Communication Agency for Design and deliver Gender Equality and Occupational Safety and Health campaign in the garment and textile industry


The International Labour Organization (ILO) is the only tripartite UN agency that brings together governments, employers and workers representative of 187 member states, to set labour standard, develop policies and devise programmes promoting decent work for all women and men.

The programme on Advancing descent work and inclusive industrialization in Ethiopia (SIRAYE) is a comprehensive and coordinated ILO response to a need expressed by the Ethiopian constituents and other key industry stakeholders to advance decent work and inclusive industrialization in key priority sectors identified in the Second Ethiopian Growth and Transformation Plan (GTP II). For the first phase, the programme is prioritizing the garment and textile industry.

The overarching development goal of the programme’s strategy is to see improved respect of workers’ rights leading to greater incomes and compensation, and enhanced safety, equality, voice, and representation. The programme also aims to lift Industrial productivity and competitiveness to enable a global competitive textile and garment sector and encourage accountable and transparent government institutions.

To curb the gender gap and OSH deficits in the garment and textile industry, the Siraye programme designed various interventions at the factory, sectorial, regional and national level. As part of the intervention at the factory level, the programme would like to design a multi-platform campaign targeting factory workers and employers to tackle the above mentioned OSH deficit and Gender equality in the garment and textile industry.


The selected service provider will be working very closely with ILOs communication officer and programme team to determine appropriate campaign strategy and implementation plan for the task at hand. The selected service provider is also expected to gather insight from workers and managers that will help inform the campaign strategy and implementation plan. We encourage service provider to prototype campaign format and messaging with target audience before final delivery.

Expected deliverables

  • Campaign strategy and implementation plan for Occupational safety and health
  • Campaign strategy and implementation plan for Gender Equality
  • Based on the approved campaign strategy, Production and delivery of campaign material that lives on print, TV, Radio and on the ground events (we expect the campaign to include –but not limited to- key visual A3 posters, short TV and radio PSAs, catchy jingles, mobilizing key Ethiopian influencers, flyer distribution, campaign event in and around industry parks)

  • Production of 3 short illustrative induction videos (max 3 min) on OSH, Gender equality and Ethiopian labour law proclamation

Qualification and Expertise:

  • Proven experience in developing and executing campaign plan.
  • Experienced staff on campaign strategy, design, creative concept development, and audio visual production.
  • Proven experience in conducting awareness creation campaign events
  • Understanding of the gender dynamic and OSH issues in the garment and textile industry.
  • Ability to juggle multiple tasks in a short amount of time
  • Experience working with UN agencies is an asset.
  • Working experience in the garment and textile industry is an asset

By no means, such a request will allow for a postponement of the submission deadline. Bidders who are not able to respect such deadlines will be disqualified from the tender.

Proposals must be received in two different files.

The first file named Technical Proposal + RFQ reference.

The second file named Financial Proposal + RFQ reference.

The financial proposal file must be password protected. The Password will be required by e-mail only if the technical proposal meet or exceed the minimum score during the evaluation of technical proposal.

Where there is any infringement of these instructions (e.g., financial proposal not password protected, or password transmitted together with the financial proposal, or references to prices are included in the Technical offer) the proposal will be rejected.

Proposal must be submitted using the double envelope system i.e., the outer parcel containing two separate, sealed envelopes, one bearing the words “Envelope A – Technical Proposal” and the other “**Envelope B- Financial offer**”.

Where there is any infringement of these instructions (e.g., envelopes are unsealed or references to prices are included in the Technical offer) the proposal will be rejected.

The outer parcel should bear the following information:

a) The address for submission of proposals indicated above

b) The reference to the RFP to which the Bidder is responding

c) The name and address of the Bidder to enable the Proposal to be returned unopened if it is declared to have been received “late”.
