Background

The Housing, Land and Property Working Group is a technical and participatory forum which is comprised of UN Agencies, international, national non-governmental and humanitarian organisations, research and academic institutions,development agencies and representatives of relevant sectors operating inside Ethiopia. Its role is to facilitate and provide technical support on Housing, Land and Property rights, issues and concerns of immediate relevance to the realisation of current humanitarian programming in Ethiopia, enabling a more informed, predictable, accountable and efficient humanitarian response to Housing, Land and Property issues, arising in the context of the humanitarian crisis in Ethiopia.

NRC is seeking a National Housing, Land and Property Information Management Officer (IMO) to assist in the production and delivery of Information Management products and services. She/He will be part of the Housing, Land and Property Working Group, working in close relationship with the HLP Working Group Coordinator.

Presentation

The Housing, Land and Property Working Group work plan for 2021 is based on four strategic orientations: (1) strengthening the coordination mechanisms of the WG, (2) Information and Knowledge Sharing for Evidence Based Programming, (3) Capacity building and (4) Advocacy. The support of a dedicated IMO to the Housing, Land and Property Working Group will be crucial to allow such development and required growth of the Working Group.

Under the supervision of the Housing, Land and Property Working Group Coordinator, the National Housing, Land and Property Working Group Information Management Officer will be expected to support the implementation of data management and data analysis.

Ø Support in producing quantitative evidence of Housing, Land and Property issues in the country.

Ø support the Housing, Land and Property Working Group members in their systematic reports through the Protection Cluster 5W as well as compiling other Housing, Land and Property related activity.

Ø Document and map qualitative data and quantitative markers related to Housing, Land and Property. The analysis of these materials will contribute to the ongoing mapping of Housing, Land and Property issues and will therefore provide a throughout analysis of the situation, for a the ongoing mapping of Housing, Land and Property issues and will therefore provide a throughout analysis of the situation, for a better response by Housing, Land and Property actors.

Ø Housing, Land and Property Working Group IMO will produce 5 researches and analysis disseminated and used by targeted stakeholders to remove barriers to Housing, Land and Property rights.

Ø Housing, Land and Property Working Group IMO will produce 1 map update, to be shared with Housing, Land and Property Working Group members

Ø Support the development of inter-agency assessment tools, Housing, Land and Property Working Group assessment and undertake analysis of the assessment findings.

Ø Identify, seek out, and analyse different types and combinations of data sources (quantitative and qualitative) to improve understanding of the service delivery environment and gaps.

Ø Ensure that analysis from assessments is communicated to all partners in order to avoid duplication of information.

Ø Build/ maintain regular contacts with partners in the area of coverage to collect operational data and to ensure it meets relevant standards and is available for exchange;

Ø Produce 5W data analysis and present the data using tabular/ graphical representation;

Ø Work closely with clients to identify their needs and advise on the information products and services that NRC can offer to enhance their work;

Ø Develop strong links with other IM staff in the humanitarian community to promote coordination and information-sharing between organizations, specially Protection Cluster IMOs;

Ø Participate in coordination meetings to identify information needs and provide technical support;

Ø Ensure appropriate dissemination of meeting minutes, assessment reports and other information products to relevant partners;

Ø Maintain contact and distribution lists;

Any other duties as may be requested by the HLP WG Coordinator.

Requirements

Professionalism

Knowledge of the use of information management in humanitarian response; ability to analyze and articulate the information management requirements of complex situations requiring a coordinated response between disparate actors; demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters).

Communication

Excellent communication and training (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood by non-information management practitioners.

Teamwork

Works collaboratively with colleagues to achieve organizational goals; places team agenda before personal agenda; supports and acts in accordance with the final group decision.
