MISSION CONTEXT **

The conflict in Tigray started in November 2020, between the Federal Government of Ethiopia and Tigray People's Liberation Front (TPLF). Since then, the humanitarian situation in Tigray worsened, with around 5,1 million persons in need of humanitarian assistance, around 2 million internally displaced and 63,000 refugees in Sudan. Needs include food, water, sanitation and hygiene, protection, health (including psychosocial support), safety and security, and access to public services.

The humanitarian community support high-level advocacy, negotiating access to scale up operational capacity. The insecurity, the ongoing fighting, the bureaucratic hurdles and the telecommunications cuts off are the main challenges for humanitarian actors.

DESCRIPTION OF THE MISSION

In view of the dire humanitarian crisis taking place in Tigray, HI Ethiopia has launched an initial assessment in March 2021 to support the definition of an operational strategy.

Following this needs assessment, HI designed a global strategic operational framework to address the identified needs with the following pillars:

  • Pillar 1 : Integrated approach between Mental Health Psycho Social Support, Protection, Inclusive Humanitarian Action and Functional & Physical Rehabilitation, to improve access to services and wellbeing of the conflict affected populations including the most vulnerable and persons with specific needs
  • Pillar 2: Contribute to improve access and ensure delivery of assistance to the most vulnerable living in Tigray while limiting the use of logistics negative coping mechanisms.

HI is therefore mobilizing resources to open its program based on this strategy.

THE POSITION

Reporting to the Regional Logistics Manager and the Operations Manager and in collaboration with Addis Office, the Emergency Supply Chain Expert ensures the efficient management of logistics resources for Tigray operations.

He/she will support in procurements, establishing supply routes via available corridors (i.e. Semera / others as they open up). This could include supply chain linkage between Addis – Semera – Mekelle – Shire, vehicle rental fleet management and coordination of travel movements and access in/out of the operational zone.

He/she will support to overcome access challenges, proceeding with all the necessary administrative procedures, re-supply of essential commodities and resources.

Finally, he/she will support the finalization of the logistic team recruitment, the office set-up and supply.

He or she is the point person for the Logistics Manager and the Operations Manager and as such informs them of any problems that fall within his or her remit and suggests solutions.

Mission 1: Implement the Tigray response logistics action plan

· Representation: represents hi externally on logistical issues concerning tigray operations, develops the local partnerships necessary for his or her fields of activity.

· Purchase management

· Vehicle management and maintenance

· Stocks management

PROFILE SOUGHT

Qualification(s):

Essential

  • Bachelor's or Master's degree in logistics, supply chain or equivalent**Experience (type and amount of experience) :**

  • Professional experience of 5 years minimum in a logistics position (including procurement and fleet management), including at least three year as field logistician in emergency setting with an INGO, Work experience with several departments, sites and countries

Preferable

Knowledge on information system would be a plus

Ability to deploy immediately (1-2 weeks), with previous knowledge/experience with HI.

DETAILS RELATING TO SECURITY RISKS, ISOLATION, TRAVEL AND LIVING CONDITIONS:

HI exact setup in Tigray is under development.

Shire is 8 hours (310km) drive from Mekele (Capital of Tigray Region) which is linked to Addis Ababa by UNHAS flight of 1 hour. Recurrent movement are to be planned between Shire and Addis because of administrative access constraint during the first months of contract but should be reduced once work permit is secured.

In Tigray, HI has an office/guest house in Shire town to cover operation in Shire town, North western and central Tigray. HI planned to have a logistic base in Semera to facilitate the operations in Tigray.

Security risk are considered high in Tigray and Afar (Semera). In Shire town, the security risk related are more limited. HI security framework is currently under development and aim at mitigating identified risks.

Electricity and communication network are limited in North Ethiopia. Communication constraint include phone and internet interruption.

CONDITIONS

Position : Unaccompanied

Accomodation : Shared

Amount of per diem : € 472.90 paid in the field

Amount of hardship allowance : € 500

R & R status : 5 days per month as six weeks
