Alight, formerly the American Refugee Committee (ARC), is an international non-profit, nonsectarian organization that has been providing life-saving humanitarian assistance for refugees, disaster affected, and internally displaced people for over 40 years. Alight is helping millions in many countries in in Africa, Asia and Europe, including in Iraq, Kosovo, Haiti, Sudan, South Sudan, Rwanda, Somalia, and currently starting Ethiopia program. Alight was registered in Ethiopia under Civil Society Organizations Proclamation No. 1113/2019 on February 01, 2021, with registry number 5370.

The overall objective of ALIGHT Ethiopia/Tigray program is to provide life-saving assistance to the IDPs and conflict affected in Tigray through Shelter/NFI, WASH, Protection, Health and Nutrition interventions; enable them respond to recurring emergencies, help them build resiliency of communities through strengthening of existing social services such as health, water facilities/structures and support creation of durable solutions IDPs and conflict affected communities through a set of integrated activities. Alight Ethiopia Program has country office offices in Addis Ababa and regional office in Mekelle.


Reporting to Protection[project] Manager, Protection Officer would coordinate, manage & supervise direct implementation of Alight protection activities (CP, GBV prevention, Psychosocial support, advocacy and coordination, Protection monitoring,etc) activities in field. He/she will assist a team of project staff to effectively Design, Plan, implement, monitor & document protection activities targeting IDPs and host community members. The scope of the work would include staff supervision, development or adaptation of training & monitoring tools, trainings community members, monitoring program progress and adjusting as necessary. He/she is also tasked with providing technical assistance and guidance to mainstream protection related issues.



  • Give support in designing, planning & implementation of protection activities.
  • Ensure community members are mobilized to participate in anti-GBV activities in the camps.
  • Compiling and analyzing data, and related information on overall IDP, returnees and humanitarian crisis in the target area, with a specific focus on child protection/GBV, and prepare written inputs accordingly to inform effective program planning, development and management.
  • Plan attend & facilitate monthly meetings with community leaders, support groups and other stakeholders.
  • Develop interventions including, but not limited to, advocacy initiatives, awareness raising, targeted trainings, to strengthen protection response based on data.
  • Develop & implement innovative and sustainable GBV prevention strategies.
  • Monitor, analyses and evaluate project results to ensure achievement of objectives and take corrective action when necessary
  • Ensure application of standards, guidelines and good practices for children and women protection in emergency related activities
  • all planned training sessions take place as per work plan and objective intended.
  • Ensure coordination and collaboration on all protection related activities.
  • Ensure that the monthly GBV/CP sub cluster meetings as well as protection cluster meetings, will take place as planned with the participation of all agencies and the Ministry of Gender.
  • In coordination with protection manager and all relevant actors in the area, s/he shall organize & facilitate workshops, trainings for various community groups (community volunteers, change agents, support groups and agency workers, etc) on relevant topics of child protection and gender-based violence
  • Ensure representation of Alight at the Regional/zonal/local Inter Cluster Coordination and CP/GBV Technical Working Group meetings, as directed by regional office her/his supervisor
  • Develop and maintain positive and professional working relationship with other agencies.
  • Ensure weekly, monthly & quarterly reports are analysed, compiled and submitting to the Protection Manager for reviewing and sharing.
  • Contribute in the development of project proposal, concept notes & sector publications
  • Regularly monitor Project activities and provide feedback for adjustment as needed.
  • Ensuring that assigned projects achieve set goals, objectives and outcomes
  • With the support of other staff compile, analyse & share monthly data using GBVIMS to inform programming.
  • In collaboration with the Lead Counsellor and project staff analyse the GBV/CP data to inform program interventions
  • Assisting in mid-term or end of project evaluations.
  • Ensure weekly & monthly Situation Reports (SITREPs) are Prepared and submitted on time
  • Develop annual procurement plans and & ensure timely procurement of sector items
  • Keep inventory of all items in the sector & NFIs distributed disaggregated by age gender
  • Assisting in the preparation of sector operation plans/work plans & reviews
  • Ensure proper documentation of all project activities including case studies & human-interest stories.
  • Hold weekly & monthly planning sessions with staff and prepare work plans for all field.
  • Assign tasks to Assistant Officers to ensure effective, efficient and timely implementation.
  • Conduct regular site monitoring visit where necessary.
  • Provide support and mentorship to staff including Community Volunteer workers.
  • Provide objective feedback to staff performance evaluations as per staff job descriptions regarding performance, expectations and areas for growth and professional development.
  • Other tasks as assigned by the supervisor.


  • Bachelor’s degree in social work, sociology, psychology, child protection, public health, Law, political Science or related field.
  • Minimum 3 years’ experience in the field of protection (Gender-based violence, child protection, Psychosocial support, protection advocacy/coordination)) and related areas,
  • Experience of program/project development and management in emergency context
  • On hand experience in basic protection aspects.
  • A competent trainer with good experience of developing and implementing training plans.
  • Excellent report writing and fluency in both Somalia and English languages.
  • Proficient in use of computers, able to use - Microsoft Word, Excel and Epi-Info and relevant data processing software packages. Should be conversant with use of internet and email systems

  • Fluency in English & local language/Tigrigna

  • Fluency in other local and national languages is an advantage
