Consultant- A Model National Volunteering Policy Development Vacancy in Ethiopia

Job Description:

The consultant will be expected to produce a comprehensive model national volunteer policy to be used by the African Unio member states and CSOs as a reference and a hands-on guide in developing a national volunteer policy. The consultant will be expected to carry out the following specific tasks:
1) Produce an inception report indicating consultant’s understanding of the ToR and the assignment commissioned; and how to proceed;
2) Organizing assignment launching and sensitization virtual workshop in consultation of the Coordinator of the AU Continental Volunteer Linkage Platform;
3) Conduct extensive consultations with all the relevant stakeholders with a view to gathering the necessary data and information.
4) Conduct extensive desk-review of secondary data on the African and non-African national volunteer policies and programs; and the African Union initiatives, programmes and policy instruments on youth participation, empo werment and volunteerism which member states are required to implement, align or adhere to;
5) Undertake a rigors situation assessment of volunteerism in Africa (existing forms of volunteerism and the contribution of volunteerism to the AU Agenda 2063 and the UN Agenda 2030);
6) Produce a draft model national volunteering policy, which will be presented to a multi-stakeholders review and a validation workshop;
7) Incorporate views, comments, recommendations, and concerns in the final draft document

The consultant should be a highly knowledgeable person on volunteerism policy development. In addition, the consultant should possess the following skills and competencies:
• Minimum a master’s degree in Sociology, Policy Studies, law, and other related fields
• Minimum of 8 years’ experience in volunteerism policy development;
• Solid understanding of volunteerism in Africa;
• Good analytical and report writing skills;
• Fluent in spoken and written English and working knowledge of French is an added value;
• Good communication and facilitation skills;
• Good interpersonal skills and computer literacy.
