About the Position

Dexis is seeking a Short-Term Technical Assistance (STTA) Psychosocial Support (PSS) Specialist to support a project with USAID’s Office of Transition Initiatives (OTI) in Ethiopia. This is a five-year contract to support activities that will strengthen democracy and national stability in Ethiopia.

The PSS Specialist will assist USAID/OTI and Dexis Consulting Group (Dexis) in integrating assessment and integration of psychosocial support needs into OTI programming in Ethiopia, with a focus on ensuring that activities appropriately take into account and sensitively address the potentially traumatic effects of recent and historic conflict, violence, and atrocities perpetrated against communities in Tigray and elsewhere in Ethiopia.

This is a six-month position with travel to Ethiopia, including Tigray, expected during a portion of the consultancy.


  • Facilitate assessments of psychosocial needs among communities targeted as beneficiaries of OTI programming in the Tigray region and other conflict/violence-affected regions of Ethiopia;
  • Take part in and report on coordination among actors in the area of psychosocial support in the Tigray emergency response specifically and more broadly as appropriate;
  • Assist in making recommendations on how to integrate context-appropriate psychosocial support into activities developed by OTI in Tigray and elsewhere in Ethiopia.
  • With the Program Development Officer, develop community self-help and social support activities and help identify & develop local partnerships in PSS with CBOs/CSOs, NGOs (local or international), government, academic, religious and any other relevant institutions;
  • Facilitate integration of specific psychological and social considerations into planned interventions, using trauma-informed approaches;
  • Contribute to development of appropriate plans for to monitor and evaluate PSS components of activities, supporting the M&E Unit;
  • Working with the Communications Officer, contribute to the context analysis in the region and reporting on PSS-related issues for bi-weekly, and other reporting requirements;
  • Actively participate in relevant coordination meetings;
  • Identify the training needs of staff and partners on trauma-aware and trauma-informed approaches and psychosocial support, and organize relevant trainings (directly or through external resources);
  • Review and provide input on training designs, manuals, and protocols from partners on PSS (i.e. activity deliverables related to PSS).


Minimum Requirements:

  • Degree in public health, behavioral science, social science, or medicine (post-graduate level preferred);
  • Demonstrated professional experience working with international organizations in emergency situations dealing with various aspects of mental health and/or psychosocial support in humanitarian and conflict settings;
  • Demonstrated knowledge about mental health and psychosocial support as emergency response (as outlined in IASC Guidelines);
  • Demonstrated knowledge about different cultural attitudes, practices and systems of social support in the field of psychosocial support and trauma-informed programming;
  • Demonstrated knowledge of the functions and roles of the U.S. Government, UN, and NGO humanitarian community in emergency and crisis stabilization environments.
  • Maturity, initiative, tact and a high sense of responsibility;
  • Willingness and ability to work in hardship environment;
  • Readily available for deployment in an emergency situation;
  • Ability to work in close collaboration with different nationalities and cultural backgrounds;
  • Fluency in English.

Preferred Requirements:

  • Knowledge of and experience working in the Ethiopian context in government or nongovernmental context;
  • Knowledge of Tigrinya and/or Amharic would be an advantage.
