The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Position overview

The PlayMatters MEAL Officer will work directly for the PlayMatters Project under the day-to-day supervision by Field coordinator and technical reporting to PlayMatters MEAL Manager based in Addis. The PlayMatters project is an initiative to increase play-based learning opportunities for nearly 1 million pre-primary and primary school aged refugee and host community children impacted. The PM MEAL Officer will be responsible for routine monitoring of the project, digital data collection, quality assurance, design and implementation of key M&E tools and establishment of client feedback channels. The MEAL Officer will strengthen MEAL capacity and maintain effective close working with PlayMatters staffs  in the field to ensure high quality and coordinated implementation of the PlayMatters MEAL functions. The MEAL Officer will also be responsible for recording and monitoring feedback, and for ensuring that the loop is closed, and clients are informed of decisions taken.

Specific Responsibilities:

Monitoring and Evaluation

  • Conduct different assessments and surveys through mobile data collection; using Kobo Collect, Commcare, and the IRC apps to collect and analyze data.
  • Collect data and routinely monitor project implementation.
  • Support Pilot and contextualization of data collection tools.  
  • Actively engage and provide support on pilot and prototype contents to adopt learning through Play approach.
  • Assist in mapping pilot location and select settlement, recruit respondents for project related mapping.
  • Lead and ensure timely and accurate consolidation/analysis of project related data, information, and reports.
  • Train staff and local officials in the correct use of digital data collection tools.
  • Ensure data quality of routine monitoring and evaluation data.
  • Support local management teams with ad-hoc data requests and analysis.   
  • Present statistics on monitoring data in clear formats to highlight feedback trends to the program team, as well as synthesize qualitative feedback in ways which provide the detail that the program team will need to design an appropriate response.
  • Analyze key themes, challenges, and opportunities for program improvement.
  • Support and train enumerators or data collectors as needed.

Feedback Planning and Implementation

  • Work with the other MEAL functions to collect client feedback through various channels that IRC PlayMatters will install, it may include community meetings, surveys, discussions, phone lines, suggestion boxes, SMS, among others.
  • Work with other MEAL function in updating the Feedback Registry and raise cases including breach of IRC code of conduct, allegations of child abuse or sexual exploitation and other major programmatic complaints.
  • Collect response from the program staff on the feedback and communicate back to client
  • Work with other MEAL function officer in the field office to analyze and compile feedback and complaints.
  • Collect feedbacks on use of developed contents to adopt learn through Play. 

Additional Tasks

  • Provide support to the other MEAL functions to conduct ongoing monitoring and evaluation activities.
  • Other duties as assigned by the supervisor to enable and develop IRC programs




  • Bachelor’s degree in social sciences, Statistics, Economics and/or other relevant fields.
  • Minimum of 3 years of proven experience with the first degree and 2 years of relevant experience for postgraduate degree holders preferably in an international NGO, in a similar role/with similar responsibilities.
  • Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context.
  • Proven experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.
  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
  • Proven experience of implementing beneficiary complaint and feedback mechanisms.
  • High proficiency in Microsoft Word and Microsoft Excel.
  • Preferred knowledge of mobile data collection tools such as Kobo Collect or Commcare.
  • Familiarity with information management systems and analysis software is a plus.
  • Effective, high-quality communication, writing, and interpersonal skills are crucial.
