Farm Africa is seeking a Monitoring, Evaluation and Learning (MEL) Coordinator to provide technical coordination, strategic oversight and targeted support to project teams across the Ethiopian portfolio.

The MEL Coordinator will bring strong analytical and communication skills to support field teams to effectively monitor, evaluate and learn from their projects; ensuring timely collection, analysis and use of robust project monitoring data, effective evaluations and clear reporting of findings, both internally and externally. The post holder will ensure that all project teams develop and implement appropriate MEL plans, based on robust logical frameworks, and adhering to Farm Africa’s core standards and approaches, including the global indicators.

Providing technical as well as capacity building support to field staff and partner organisations, the MEL Coordinator will; ensure use of relevant Farm Africa standard data collection tools; provide critical analysis and technical input to project evaluation processes, and ensure the learning potential of all studies and evaluations undertaken is maximized.

Working closely with the Head of MEL, MEL Advisors, Programme Managers, Project Coordinators and Project M&E staff, this a fantastic opportunity for a passionate and experienced Monitoring and Evaluation professional with significant experience in MEL portfolio management and support in the International Development sector.


Provide coordination of Monitoring, Evaluation and Learning at country office level to ensure the organisation achieves its visions, goals, and minimum organisational MEL standards across all projects.

  • Lead the roll out and implementation of the organisational learning framework across the project portfolio, currently under development by the UK MEL team, ensuring clear understanding and internalisation by all field teams.
  • Drive the programme MEL cycle, ensuring all teams adhere to quarterly/biannual reporting cycles, and data is used for strategic decision-making and project planning at country office level.
  • Coordinate the bi-annual Project Performance Review (PPR) process, ensuring all teams successfully complete PPRs, generating and disseminating project learning amongst the wider country office and Head Office teams.
  • With the UK MEL team, lead the development of knowledge, learning and research components of consortium and flagship projects, developing core learning questions and multi-partner knowledge management strategies, ensuring robust systems and approaches are in place to deliver consolidated project learning and enable adaptive and agile project delivery.
  • With the UK MEL team, deliver strategic learning pieces, bringing together cross-project learning, in line with the organisational learning framework.

Provide targeted support to field teams to ensure achievement of minimum organisational MEL standards across all projects and implementation of effective MEL systems, such as:

  • Intensive start-up support to new projects to ensure appropriate MEL plans, tools and skills are in place to gather and use results data for effective results-based programming and wider organisational learning.
  • Supervise data collection exercises in field, including baselines, monitoring surveys and community feedback sessions, ensuring they are conducted as planned
  • Review existing project MEL systems to provide practical recommendations to strengthen the quality and use of evidence
  • Provide training and capacity building to field teams, implementing partners and head office staff on Farm Africa MEL best practices, tools, systems and approaches

  • Provide remote support, mentoring and backstopping to strengthen the availability and use of evidence, such as:

  • Conduct ad-hoc analysis of project monitoring data and communicate key findings both internally and externally, as required

  • Provide technical support to project evaluation processes, from ToR development to final reporting and dissemination, quality assuring all key inputs and outputs (ToRs, inception reports, data collection tools, data analysis and results, reports)

  • Provide editorial support to technical publications

Provide technical input to project design processes

  • With the UK MEL team, advise on developing project logic (including ‘log frames’ and indicators) during project design processes
  • Support MEL planning and budgeting of new projects/ bids

Other ad hoc tasks as required


Education, qualifications & other knowledge

  • Post-graduate degree in numerate discipline (e.g. economics, statistics, applied social sciences)
  • Knowledge and demonstrable interest in agriculture, NRM, Market Systems
  • Academic training in applied econometrics/ statistical analysis
  • Knowledge of project management systems and approaches
  • Demonstrable understanding of quantitative data collection methods and best practice
  • Knowledge of DfID and EU results frameworks
  • Applied knowledge of qualitative data collection/ social research methods
  • Fluency in written and spoken English


  • Minimum 5+ years’ experience delivering monitoring, evaluation, learning and research at an organisational level, for complex project portfolios
  • Experience working with individuals or institutions operating across multiple countries
  • Demonstrable understanding of monitoring and evaluation tools, principles and best practices
  • Experience of providing remote line management to teams in challenging contexts
  • Experience of line managing staff
  • Experience of working in a multidisciplinary team
  • Significant experience in drafting clear written reports/ briefings for both internal and external audiences
  • Fluency in Microsoft Office tools, particularly MS Excel and MS Word

  • Highly numerate, confident in synthesising data (both quantitative and qualitative) to draw and explain evidence-based conclusions
  • Strong written and verbal communications skills, particularly ability to communicate technical information clearly to a wide range of audiences
  • Ability to multi-task and work well under pressure, with a methodical approach and attention to detail. Highly driven and able to work with minimal supervision at times
  • Ability to build strong working relationships across cultures and to provide feedback in a sensitive and constructive manner
  • Confident, flexible and initiative-taking, with the ability to be proactive in working with others
  • Experience of training or mentoring others
  • Willingness to learn on the job and take strategic direction
  • Willingness to travel within east Africa
