Junior Consultants to support the AfCFTA Secretariat on phase II and III topics

Background

The African Continental Free Trade Area (AfCFTA) is one of the African Union’s (AU) flagship projects for the implementation of its 2063 Agenda. The AfCFTA creates an internal African market for 1.3 billion people and is the largest Free Trade Area since the creation of the WTO in terms of signature countries. It is expected that, with the introduction of the free trade zone, intra-African trade will increase significantly. The AfCFTA agreement is currently signed by 54 of the 55 African Union Member States (MS) and became effective under international law in May 2019.

The GIZ African Continental Free Trade Area programme aims to support improving the framework conditions for the AfCFTA. The programme follows a multilevel approach on the continental, regional and national level: It supports the AfCFTA Secretariat in Accra, Ghana, at the continental level in the ongoing negotiations and implementation of the AfCFTA agreement. On the regional level the programme cooperates with Regional Economic Communities, specifically EAC and ECOWAS. The programme also supports Member States (mainly Ethiopia, Tunisia, Rwanda, Ghana) by working with national institutions, like trade ministries and customs to implement the agreement. The main areas of intervention of the programme are institutional support, trade in services, trade in goods, investment, competition policy and digital trade as well as mainstreaming sustainability issues and stakeholder engagement.

Requested services

Phase II and III negotiations of the AfCFTA will provide a more conducive environment for facilitating intra-African investment, recognizing African intellectual property rights, addressing anti-competitive challenges and fostering digital trade. The different protocols, described as an integral part of the AfCFTA, will contribute to the attainment of AfCFTA General Objectives, lead to industrial and agricultural development and enhanced competitiveness.

It is in this context that the GIZ “Support Programme to the African Continental Free Trade Area” on behalf of the AfCFTA Secretariat seeks the services of four junior consultants for a period of 12 months to facilitate and provide technical assistance in the ongoing phase II and III negotiations, split into four lots according to the following four protocols:

  • Sustainable Investment Protocol (lot 1)

  • Intellectual Property Rights Protocol (lot 2)

  • Competition Policy Protocol (lot 3)

  • E-Commerce / Digital Trade Protocol (lot 4)

Interested parties are allowed to bid for one lot only.

Deadline for submitting bids will be July 12, 2021 at 16:30 hrs.

Contracts will be concluded by the GIZ office in the country of residence. Consultants are expected to start working on August 1, 2021.
