ILRI Ethiopia Vacancy 2021, Program Management Officer

The Position: The International Potato Centre (CIP) under the International Livestock Research Institute (ILRI) seeks to recruit a Program Management Officer who will be responsible of financial and administration information, Human Resource Management policies and procedures and other areas of administration of CIP Ethiopia office. General: CIP is a non-profit international agricultural research-for-development organization with a focus on potato, sweetpotato and Andean roots and tubers. Its science is carried out by the 15 research centers that are members of the CGIAR Consortium in collaboration with hundreds of partner organizations. Main duties and responsibilities: Finance Oversees the financial operations of the country office and ensure timely delivery of financial reports, including cash and bank management, payroll, ledgers and other aspects of the country’s financial management; Responsible for entering financial information, timely month end close, and maintaining all financial records for projects and for the organization; Prepares, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards; Liaises with the Projects Finance Specialists in the monitoring and reviews of partners reports; Manages financial controls, analyze office and project budgets, and makes recommendations on budget expenditures. Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year; Supports the Country Manager and Project Managers, in coordination with the Project Finance Specialist, with project budget monitoring and review; Ensures that all financial reporting is completed on time; Oversees the country statutory annual audits. Administration: Responsible for the administration of insurances, contracting and administrating services in according to the Center’s standards and policies; Responsible for country legal and statutory compliance; Computes taxes owed and prepares tax returns, ensuring compliance with payment, reporting or other tax requirements; Project Implementation Responsible in doing pre-award partnership capacity assessment and made timely recommendations to the country manager and to other principal investigators (PIs); Responsible to establish appropriate systems and tools to manage the portfolios of the country office; Responsible in managing and administration of the contractual agreements entered with ILRI, partners, suppliers, subgrantees and others; Responsible to monitor with timely liquidation of advances granted to partners, subgrantees, staff and deal with any anomalies there; Supervises staff and temporary staffs at Country and project offices; Responsible for country legal, statutory and donor compliance; Manages fixed assets of the Center, review and support the preparation of inventories Responsible for procurement of goods and services Responsible for the coordination of IT issues with ILRI, headquarters serving as IT Key proxy for the country office. Academic and professional qualifications: Education: Bachelor’s degree in Business Administration, Accounting, Financial Management or related field. Relevant professional certification Broad / specialized knowledge of methods, techniques and processes Experience: 7 years’ of relevant experience in financial management and administration working in international research/development or similar organizations, professional certification Additional Skills: Required for this job (communication, report writing, computer and electronic media skills etc.) Knowledge of administrative/financial management of donor funded projects/programs; Experienced in developing and managing work plans, results-based budgets and monitoring and reporting progress and reviewing proposals; Fluency in oral and written English Experience in Finance and Administration with numerous partners; Team player with good communication and coordination skills; Attention to detail is essential Duty Station: Addis Ababa, Ethiopia Grade: HG 15 Minimum Monthly Base Salary: Birr 41,572 (negotiable depending on salary history of the candidate) Terms of appointment: This is a National Staff (NS) position, initial appointment is for one year with the possibility of renewal, contingent upon individual performance and the availability of funding.
