FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster or displacement. FHI 360’s Crisis Response Team is looking to expand operations and technical programming in Tigray, Ethiopia to respond to the current crisis. FHI 360 is responding to the conflict by intervening in the health, nutrition, and WASH sectors.

Scope of Work

In this particular context, the Crisis Response Team requires the services of a highly skilled Emergency Nutrition Technical Manager to support the ongoing health, nutrition, and WASH integrated response of FHI 360. The consultant will also provide the technical support to the nutrition in emergency component of the response. The Emergency Nutrition Technical Manager will support the various teams working within the Mobile Medical Teams and the static health facility, as well as provide support to health and nutrition workers working directly at the community level.

The Emergency Nutrition Technical Manager will lead the technical tasks and will supervise the implementation of the nutrition response. The Emergency Nutrition Technical Manager will mentor and supervise the Health and Nutrition team to ensure coverage and high-quality programming. The candidate will also have to support capacity development activities and have some understanding of SMART surveys.

Specific Tasks and Responsibilities:


· Ensure quality and timely field level implementation of the Nutrition programme (CMAM, IYCF-E and Micronutrient Supplementation), against set objectives, targets, work plans.

· Conduct supportive supervisory visits, identifying potential needs in the field and proposing immediate and effective solutions

· Mentor and coach, the nutrition teams to address capacity gaps on CMAM, IYCF-E and micronutrient supplementation

· Coordinate with the Health, WASH, Nutrition and Protection Coordinator to ensure an effective integrated responses and for tracking progress of the response

· Conduct nutrition sector assessments, provide technical guidance on emergency activities and devise sector-specific response strategies

· Coordinate with the Monitoring and Evaluation Coordinator to ensure the timely provision of weekly reports, and also on the implementation of nutrition assessments (e.g. SMART, SQUEAC, KPC)

· Support regular nutrition programme evaluations, rapid assessments identifying needs and making practical recommendations on to address them

· Enhance integration of nutrition activities with other key health programs and coordinate with the various coordinators on establishing strong SBCC and outreach activities.

· Contribute to concept note, program budget and technical narrative proposal design for nutrition related programming

· Attend nutrition and food security meetings and meet with implementing partners to gather intel on nutritional challenges and best practices

· Work with operations staff to ensure nutrition commodities are procured, handled and managed properly in accordance with FHI 360 protocols

· Work with technical and management coordinators of FHI 360’s Crisis Response team in identifying needs


· Lead the nutrition team, and working with the Nutrition Coordination and the health and nutrition officers and assistants to supervise and support the whole nutrition response

· Oversee the recruitment, orientation and performance reviews for the nutrition team.

· Develop nutrition activity work plans based on the approved grants and ensure the implementation of the activities in a timely manner

· Coordinate with the Monitoring and Evaluation Manager to review nutrition reporting indicators and reporting tools

· Coordinate with the Response Coordinator and the other technical leads to improve supply chain management and accountability for nutrition supplies


· Participate in relevant coordination meetings, collaborate and build strong relationships with other implementing partners

· Support local programme supervision visits from donors, MoH or authorities or any other relevant parties as assigned by the Response coordinator

· Support any other tasks provided by the Response Coordinator aimed at improving the quality and coverage of the nutrition response


· Inception report

· Produce monthly reports highlighting the progress made and plans for the succeeding period.

Location of Work

Mekele, Tigray, Ethiopia with travel within the region of Tigray

  • Master’s degree or its International Equivalent, experience in Nutrition, Public Health or related technical field
  • At least 8 years of professional experience in designing, implementing, or supporting nutrition programming, specifically within a humanitarian context
  • Experience in establishing and leading successful nutrition in emergencies responses across humanitarian contexts
  • Expertise in providing technical leadership and support on the Community-based Management of Acute Malnutrition (CMAM) and Infant and Young Child Feeding (IYCF) in emergencies, maternal nutrition and micronutrient supplementation for children and PLWs
  • Strong technical skills in multi-sectoral nutrition programming, including health, WASH and food security are preferred
  • Prior experience in a non-governmental organization (NGO), government agency or related industry experience

  • Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned area

  • Excellent written and oral communication skills in English

Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria:

  • Expertise in humanitarian nutrition programming, with proven field experience
  • Knowledge of humanitarian nutrition initiatives and implementation
  • Consultancy experience with similar organizations
