83383096 Regional Consultant to Develop a Study on Lessons Learned in the Management and Auditing of COVID-19 Pandemic Funds

The GIZ implemented Programme, Strengthening Good Governance and Human Rights in Africa – African Governance Architecture, in collaboration with AUABC seeks services of a Consultant to develop a Study on Lessons Learned in the Management and Auditing of COVID-19 Pandemic Funds in Africa. The overall objective of the service is to critically examine the continental measures are contributing to transparency and accountability in the management of COVID-19 dedicated funds by Member States. The outputs of the Study will include a comprehensive report, recommendations, and a tool that would guide policy engagements Tasks to be performed by the contractor.

  1. Consultancy qualification:

The Consultant should have:

  • Education/training (2.1.1): At least a master’s degree or equivalent in Public Health, Social Sciences such as Political Science, Law, Health Economics, Management or related fields;

  • Language (2.1.2): Excellent oral and written communication skills in English or French. Knowledge of any other AU working language is an advantage.

  • General professional experience (2.1.3): At least 10 years’ experience in anti-corruption work, public health research, policy analysis and development, governance, provision of consultancy and advisory services or related expertise;

  • Specific professional experience (2.1.4): Demonstrable experience in undertaking similar research, information gathering and synthesizing the perspectives of various stakeholders;

  • Regional experience (2.1.6): Knowledge of the continental and regional anti-corruption policies, normative frameworks and institutions as well as demonstrable knowledge and understanding of the AU; Other (2.1.8): Excellent analytical skills, using both qualitative and quantitative methods, proven report writing skills, and ability to deliver quality products on time with respect to core values of integrity, professionalism and respect for diversity.

Number of work days: 42 days

Flexible work days (the tasks are to be completed within 3 months)

Period of assignment: From 6 August 2021 until 8 November 2021
