Senior Policy Officer - Compliance AUC Addis Ababa P3 NORDEM

We are seeking a Senior Policy Officer - Compliance to be based in Addis Ababa, Ethiopia for a period of 12 months. This is a English speaking role and to be eligible to apply, you must be fluent in English (written and verbal) and be a African Citizen.

Duties and responsibilities

  • To provide support to processes for enhancing compliance with International Humanitarian Law and Human Rights Law (IHL/IHRL) and conduct and discipline in the African Union (AU) Peace Support Operations (PSOs)
  • To provide support to the development and review of relevant policies, guidelines, SOPs and mechanisms for the implementation of the AU Compliance and Accountability Framework
  • To support the African Union Work on Protection of Civilians in PSOs, including review of the draft Guidelines for the Protection of Civilians in AU PSOs - and its implementation subsequently
  • To provide support to the development and implementation of relevant strategies for preventing misconduct and IHL-IHRL violations in AU PSO in consultation with other relevant AU department and offices
  • To provide support to the development of guidelines for the conduct of risk assessment to pre-empt and prevent possible violations of IHL/IHRL and conduct and discipline in PSOs
  • To provide support to capacity-building and awareness raising activities on AU Compliance and Accountability Framework
  • To provide support to AU mandated and authorised missions in integrating the African Union policies into mission specific documents and processes
  • To provide support in the development of implementation plans and mechanisms and providing training support on the AU Compliance and Accountability Framework as required in the missions
  • To assist in enhancing coordination with AU PSOs and in responding, in a timely and efficient manner, to various requests from AU PSOs and prepare related correspondence as required
  • To participate in relevant meetings and workshops specific aimed at facilitating development and review of mission documents
  • To perform other duties as required.

Qualifications and experience

  • An advanced University degree (Master’s Degree or equivalent) in International Humanitarian Law or International Human Rights law, political science or public administration, or other related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree
  • A minimum of 7 years of relevant work experience. Previous experience with African Union and its peace support operations is highly desirable – particularly previous experience working on Human Rights and IHL issues and Compliance Frameworks of the AU and other similar and relevant organisations like the UN.
  • Fluency in written and spoken English
