Operation Officer /Procurement & Administrative Coordinator/

Horti-LIFE II is a 3 years project (2019-2022) funded by the Embassy of the Kingdom of the Netherlands (EKN), implemented by SNV-Ethiopia in cooperation with the Ministry of Agriculture and Natural Resources. The aim of the program is to increase export and the food and nutritional security levels by supporting smallholder farmers in the horticulture sector. 

The main job Purpose of the Operation Officer (Procurement and  Administrative Coordinator) are: 

  • In cooperation with the project staff and the procurement department, ensure all procurement is completed timely and adequate (value for money). This covers a few hundreds of items per year; mostly agricultural inputs and materials as well as teaching materials for universities. Follow up on the printing of extension materials.
  • Support all project staff with the documentation of items purchased by the project and delivered to beneficiaries (ministry, A-TVETs, universities, etc.) and setup a system to track all items bought and distributed by the project. Ensure that the project has a complete inventory of all items bought, based on the SNV-Ethiopia system.
  • Review and ensure completeness of all purchase request of the Horti-LIFE technical team and communicates with Country Logistics Coordinator for inclusion into the SAP BD supply plan.
  •  Communicate with Deputy Team Leader and technical experts of the project on approvals and clarifications on their Request Orders. Provide weekly and monthly purchase report to the line manager and relevant programme managers.
  •  Preparation of realistic procurement plans and development of appropriate procurement strategies. Assign Logistics Assistants for each procurement assistants.
  • Establishment of Long-Term Agreements (LTAs) and/or service contracts as an when necessary either through standard or emergency procurement procedures in compliance with the Procurement Policy.
  • Maintain suppliers and supplies database which are up to date and appropriate to SNV policies and procedures. Maintain supplier performance database.
  • Coordinate all reporting and information dissemination and ensure respective staff maintain proper maintain filing system on purchases.
  •  Conceptualization, elaboration and implementation of procurement and contract strategy including tendering processes and evaluation, contractor appraisal, evaluation, and negotiation of offers, administration of the contract and the performance management of the contractors, legal considerations, and payment conditions as well as risk assessment.
  • Working with concerned stakeholders on procurement needs, providing technical support on specifications, cost implications and logistics for safe delivery both externally and internally.
  •  Finalizing specifications and preparing shortlists based on needs and investigation of related market, identify suitable vendors with due consideration to price, quality, delivery time, warranty and after sale servicing where applicable.
  •  Developing and issuing invitations to bid, requests for quotation, and requests for proposal.
  •  Publishing procurement advertisements and awards
  • Evaluating submissions to ensure technical compliance with the project’s needs and cost-effective purchase of goods and services.
  • Maintain a database on procurement activities; incl. all documentation.

  • A relevant MSc degree (or equivalent like a BSc with a lot of experience). This means MBA /Administration / Finance.
  • Solid knowledge of administrative procedures in Ethiopia

Work Experience

  •  A minimum of 10 years of work experience in administration.
  • Broad experience in project budgeting and procurement
  • Some knowledge of agricultural materials is an advantage. 
  • Broad experience in agricultural procurement
  • Knowledge of agricultural materials / tools/equipment is an advantage

This is a full-time position with the successful candidate being contracted on a 2 years contract with the possibility of renewal. Salary is competitive and commensurate with qualifications and experience with an attractive benefits package.
