Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
The Humanitarian Gender-based Violence (GBV) Advisor will provide both technical support and strategic leadership to ensure the humanitarian response identifies and addresses gender based violence in a humanitarian crises. They will lead on the systematic integration of gender based violence into strategic, technical and operational processes according to SCI standards. The post holder will work with all sectors and parts of the organisation to mainstream gender and mitigate and prevent GBV across the programme cycle. In addition, they will regularly consult women, girls, men and boys to identify targeted GBV interventions and support existing sectors to protect and empower girls.
KEY AREAS OF RESPONSIBILITY:
Lead on strategic, technical and operational processes for delivery of GBV services
-Input into SCI humanitarian response strategies, sectoral plans, emergency preparedness and contingency plans ensuring focused and integrated GBV considerations;
-Work with colleagues to ensure GBV considerations are adequately reflected in the HR structure and master budget.
-providing evidence-based input in the development of new proposals and concept notes for GBV.
-Suggest budget development for proposal budgets and the master budget to ensure proposed action is resourced and appropriate.
-Develop GBV project detailed implementation plans and tools to ensure monitoring and evaluation.
-Work with MEAL colleagues to ensure GBV considerations are captured in MEAL processes including gender equality specific indicators and sex disaggregation of all data.
-Contribute towards monthly, quarterly and annual reports.
Provide technical leadership, advice and capacity building for quality programming
-Provide technical support to field staff and quality oversight during implementation and ensuring that all activities are in line with GBV standards and global guiding principles.
-Train and mentor Save the Children staff and partners on GBV, specifically on GBV Minimum Actions.
-Ensure GBV processes are in place for GBV data and case files.
-Develop training manuals and facilitate trainings on GBV prevention and response, including training support to AoR partners where required.
-Lead on the design and guide implementation of GBV activities at the project level, including working with CSOs, women’s groups, girl friendly spaces and other community groups.
-Conduct continuous analysis of the achievements of the project and undertake field monitoring visits to identify technical quality of services, evaluate gaps in performance of team and amend/adjust work plan accordingly.
-Provide technical support to colleagues and partners, including psychosocial and awareness-raising on matters related to medical services for survivors of gender violence and ensure that they provide the right information to survivors.
-Develop and support implementation of standard SOPs that will guide case management and clinical management in compliance with best-practice and international standards of GBV response, including mandatory reporting requirements.
-Input where appropriate into the development of GBV psychosocial programming, including direct individual and group counselling support.
-Train each sector on the IASC GBV Guidelines including for frontline staff on making safe and ethical referrals in case of disclosures.
-Lead on ensuring Safety Audits are regularly conducted – including through training for MEAL colleagues on the SCI Safety Audit and Assessment Tool.
Design gender-based violence interventions
-Support integration of GBV response within Child Protection and Health sectors by developing the necessary tools and processes, including response-wide GBV SOPs, and building staff capacity, including supporting Contribute to the implementation of GBV strategies at the project sites, including working with CSOs, women’s groups, and other community groups to develop processes the work of case workers on Caring for Child Survivors-
-Support the identification and development of strategic partnerships with women’s rights organisations-
-Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and ensure that staff and communities are informed about the available- -Support the preparation of SGBV advocacy materials.
-Conduct continuous program assessments on prevention and response to SGBV and provide constructive feedback to inform quality interventions.
-To represent SCI at AoR and cluster meetings-
-To coordinate with the GBV AoR and other relevant clusters to ensure SCI services are integrated in IA referral pathways and that SCI staff have access to updated referral pathways.
-To coordinate internally with and between all sectors and functions.
-To advocate where necessary for safe and appropriate access to GBV services.
-Engage pro-actively with external stakeholders to improve referral pathway and services mapping for survivors of GBV.
-Maintain a strong working relationship with Ministry of Health and other partners to support the provision of quality care to all survivors.
-Develop and maintain effective working relationships with all stakeholders, including community members and leaders, NGOs, UN agencies, and other IRC team members to enhance multi-agency and multi-sectoral cooperation and coordination.
QUALIFICATIONS AND EXPERIENCE
-5+ years experiences of working in a technical GBV role.**
-5+ years experience in humanitarian responses, including rapid onsets or conflict settings.
-Demonstrated experience of mitigating GBV in a response.
-Demonstrated ability to design and implement GBV response programming.
-Experience conducting assessments using child or female-friendly and safe participatory methodologies.
-Proven capacity to build capacity of staff and partners.
-Excellent communication, influencing and presentation skills.
-Proven record of enabling/facilitating change through influencing, inspiring and mobilising others;
-Effective communication skills, written and verbal, and the ability to present arguments clearly and effectively to a wide range of internal and external audiences.
-Creative, strategic and analytical thinker.
-Commitment to and understanding of gender equality, child rights, GBV Guiding Principles, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the IASC Guidelines.
-Commitment to comply with Save the Children policies and practice with respect to child safeguarding, PSEA, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
