On behalf of the German government and the European Union GIZ is implementing the Skills Initiative for Africa (SIFA). SIFA is an African Union Commission (AUC) programme working both with AUC and the African Union Development Agency (AUDA-NEPAD). Within the scope of SIFA the African Continental Qualification Framework (ACQF) is in development with assistance of the European Training Foundation (ETF).

For the second phase of the ACQF-project GIZ is looking for consultancy services as part of Support to ACQF Capacity development programme and ACQF Policy and Technical Document.

1. LOT I - Elaboration of Guidelines and corresponding Training Modules on four domains: Learning outcomes, level descriptors, alignment / referencing criteria and communication, with a total of 130 working days. Individual experts can apply

Develop a package of a) Guidelines and b) training modules to complement the ACQF policy and technical document, provide clear information to stakeholders and all involved parts and support future operationalisation of the ACQF.

Period of assignment: From 30 June 2021 until 30 June 2022. Maximum total number of expert days: 130

Outputs:

  • Output 1: 4 (four) Guidelines (Nº 1, 2, 3 and 8 of the list presented in Tables 1, 2).
  • Output 2: Training modules – themes corresponding to the four guidelines (Table 2)
  • Output 3: Contribution to training sessions and peer learning webinars of the ACQF Capacity Development Programme – as trainer / coach; participation in meetings with ACQF Steering group.
  • Output 4: Review of ACQF policy and technical papers (drafted by experts through separate assignments)

The Guidelines and training modules will specifically address the four themes listed in the ToRs. For easier user reference, the Guidelines and training modules will be conceived as digital documents, for use in the context of online tools and e-learning. All Guidelines and Training Modules will be published on ACQF website, as part of ACQF´s instruments.

2. LOT II - Elaboration of Guidelines and corresponding Training Modules on four domains: Validation of learning, registration of qualifications, monitoring and evaluation in the context of NQFs / RQFs, innovation and technology in NQFs and RQFs, with a total of 125 working days. Companies can apply.

Develop a package of a) Guidelines and b) training modules to complement the ACQF policy and technical document, provide clear information to stakeholders and all involved parts and support future operationalisation of the ACQF.

Period of assignment: From June 2021 until 30 June 2022. Total number of expert-days: 125.

Outputs:

  • Output 1: 4 (four) Guidelines (Nº 4, 6, 7 and 9 of the list presented in Tables 1, 2).
  • Output 2: Training modules – themes corresponding to the four guidelines (Table 2)
  • Output 3: Contribution to training sessions and peer learning webinars of the ACQF Capacity Development Programme – as trainer / coach; participation in meetings with ACQF Steering group.
  • Output 4: Review of ACQF policy and technical papers (drafted by experts through separate assignments)

3. LOT III - Elaboration of Guidelines and corresponding Training Modules on four domains: qualifications and (National) Qualification Frameworks – a systemic perspective, with a total of 55 working days. Individual experts can apply.

Develop a package of a) Guidelines and b) training modules to complement the ACQF policy and technical document, provide clear information to stakeholders and all involved parts and support future operationalisation of the ACQF.

Period of assignment: From June 2021 until 30 June 2022. Total number of expert-days: 55.

Outputs:

  • Output 1: 4 (four) Guidelines (Nº 10 of the list presented in Table 2).
  • Output 2: Training modules – themes corresponding to the guidelines (Table 2)
  • Output 3: Contribution to training sessions and peer learning webinars of the ACQF Capacity Development Programme – as trainer / coach; participation in meetings with ACQF Steering group.

The Guidelines and training modules will specifically address the theme listed in the ToRs.   • For lot I and III Individual consultants can apply for more than one Lot for this assignment. If one individual expert wins for both lots (I and III), individual assessment and follow up interview will be conducted to ensure that the expert can guarantee the necessary time availability, which is indispensable to ensure high quality standards and timeliness.

How to apply:

The consultant will be required to submit a technical and financial offer. The financial offer should list the daily fees charged for this contract. Please note that this should not be specific to the task required, as a variety of tasks (as listed above) will have to be performed throughout the contract duration. The technical offer should include the approach taken by the consultant and showcase its previous work in the areas listed above.

All bids must be delivered/submitted via email address E_T_Quotation@giz.de. before 4:30pm GMT+3 on Monday May 17, 2021. All bids must include a full technical and financial offer. Technical and financial offers have to be submitted separately. Bidders should submit their Technical and Financial Proposals as per the issued tender document by indicating the reference No and the LOT/s they are participating.****

GIZ SIFA Project reserves the right to cancel the bid fully or partially.
