TERMS OF REFERENCE CONSULTANTS TO TRAIN COFFEE COOPERATIVES ON COFFEE AGRONOMY IN ETHIOPIA

Solidaridad, in partnership with Nestlé, Coffee Research Institute (CRI), C. Dorman Limited, Coffee Management Services Ltd, Ecom Agro-industrial Corp. Ltd and, Sustainable Management Services Ltd, Yirgacheffe Coffee Farmers’ Cooperative Union, Sidama Coffee Farmers’ Cooperative Union and Oromia Coffee Farmers’ Cooperative Union are implementing the Food Security through Improved Resilience of Smallholder Coffee Farmers in Ethiopia and Kenya (“FOSEK”) project, financed by the Kingdom of the Netherlands. The program’s main objective is to improve food and nutrition security in East Africa by increasing local agricultural production and the income of small scale coffee farmers in Kenya and Ethiopia. The program demonstrates improved farmer resilience based upon combining coffee as a cash crop with the production of a considered selection of food crops, intercropped or side cropped with coffee, for farmers’ own consumption and also for sale to the local markets. This will generate a more stable income for coffee farmers throughout the year; contribute to access to improved and nutritious food and availability of food for the local markets. It will also include a dairy enterprise for increased revenues and improved nutrition.
Food insecurity is a major global problem. Based on the FOSEK baseline study findings in Ethiopia, most smallholder coffee farmers lack access to sufficient and healthy food in at least 3-4 months per year and this negatively affects their livelihood. This is despite the fact that regions where coffee is grown enjoy suitable agro-ecological conditions and enablers that can sufficiently support production and consumption of a wide range of food crops.
This project focuses on improving incomes, food and nutrition security as well as livelihood of small scale coffee farmers by sensitizing and building their capacity to adopt the good agricultural practices in coffee production. This will lead to an increased coffee production of high quality coffee that fetches relatively higher prices at the market thus improving farmer earnings. Stable supplies to both local and international markets will not only increase farmers’ household incomes but will as well improve the functioning of markets and build efficient supply chains with sustainable business relations.
The overall objective of the assignment is to enhance the capacity smallholder coffee farmers through training for adoption of Good Agricultural Practices on Coffee geared towards increased productivity, earnings and livelihood improvement. Solidaridad seeks to recruit a qualified firm/consultants to facilitate the training of TOTs on coffee Agronomy. The target is to train 475 TOTs who in turn train 1,417 Promoter Farmers who eventually reach out to 52,232 farmers targeted by the project as outlined in the project’s 3-tier training model.
The training sites will be in six (6) clusters as per the livelihood zones:
a) West Welega
d) East Harar
4.0 Expected outputs & Deliverables
The Consultant shall deliver on the following outputs:
a) Develop training aids to assist in the training of TOTs for effective adoption and transfer of the same to promoter farmers.
b) Develop pre and post training evaluation questionnaires to be used in each training session towards the assessment of the delivery and understanding of the trainees.
c) Design a training program using performance objectives provided as well as additional material contributed by the consultant out of their previous experience in handling similar assignments.
d) Deliver trainings to TOTs in the respective regions mentioned above guided by the training curriculum and materials provided.
e) Link the face-to-face training and mobile extension service provision methodology.
f) Develop and share training reports after every training sessions.
g) The consultant will present the manuscript flow for discussions during the inception meeting.
5.0 Coordination and cooperation
The Consultant undertaking the study will work under the coordination of Solidaridad East and Central Africa and in cooperation with the country office in Ethiopia and the regional office in Nairobi.
Solidaridad shall provide the consultant with background information on the FOSEK programme, as well as the curriculum to be utilized both in English and the local dialects. Solidaridad shall introduce the consultant to the relevant programme team for preparatory planning. It will be the responsibility of the consultant to make contact with any external relevant organization while keeping Solidaridad in correspondence. The consultant shall refer and adhere to statutory regulations of Cooperative Act in Ethiopia. Solidaridad in consultation with programme partners undertakes to mobilize and avail trainees for the particular exercise as per the schedule shared by the consultant and agreed with Solidaridad.
Expression of interests (EOIs) must include:
• A profile of the firm/consultancy team
• Firm/consultants statement on the interpretation of the TOR
• Curriculum vitae’s of consultant/firm outlining qualifications and demonstrable experience in training on coffee agronomy spanning not less than three (3) years’
• A description of the methodology
• At least three (3) references of similar assignments undertaken in the last three (3) years
• Sample of previous works delivered, including but not limited to, reports, presentations, training modules
• A detailed financial proposal (inclusive of relevant taxes) and a work plan for carrying out the assignment
The full EOI should be a maximum of 15 pages.
This assignment is expected to be carried out for a period not more than 30 days. The final report will be submitted by 31st March 2021.
