Background

FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster or displacement. FHI 360’s Crisis Response Team is looking to expand operations and technical programming into both Sudan and Ethiopia, which are currently on the 2021 Crisis Watchlist, and potential locations for BHA to expand partner coverage. Therefore, FHI 360 plans to conduct a scoping mission to assess feasibility of health, WASH, and nutrition programming and submit proposals to expand the Crisis Response portfolio.

Scope of Work

In this particular context, the Crisis Response Team requires the services of a highly skilled Proposal Writer to support HQ staff by completing full written technical proposals for upcoming potential grant opportunities. The consultant will be responsible for liaising with technical leads to write a full proposal with appropriate design that aligns with solicitation requirements and feedback from BHA. The consultant must be a skilled written communicator and have a strong understanding of humanitarian contexts and proposal writing.

Specific Tasks and Responsibilities:

· Coordinate and support aspects of technical proposal preparation, including gathering inputs from HQ and field level staff, preparing drafts and incorporating reviewer comments.

· Work with proposal teams to review solicitations, determine technical strategies and approaches, develop outlines, write and edit proposals.

· Support the design of the technical approach, ensuring it responds to donor requirements and programmatic contexts.

· Contribute to identifying and reviewing background materials to use in writing technical proposals.

Deliverables:

· Produce full written technical proposal for BHA or other donor as per solicitation requirements.

Level of Effort: 1. 5 Months

Period of Engagement: Early-to-mid February to the end of March

Location: Remote

Travel

This position will not require any travel and will be a remote position.

Qualifications

  • Bachelor’s Degree or its International Equivalent, experience with global health programming desired
  • 5 – 7 years of professional work experience related to proposal writing
  • Experience in technical proposal writing for USAID/BHA
  • Professional experience in humanitarian program design
  • Prior experience in a non-governmental organization (NGO)
  • Proven ability to create compelling text while maintaining technical accuracy and adhering to donor requirements

  • Excellent written communication skills with the ability to synthesize information for proposal documents

  • Ability to work based on deadlines and write effectively for the appropriate audience.

  • Fluency in verbal and written English

Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria:

  • Proposal writing experience and knowledge of proposal management conventions

  • Humanitarian principles knowledge and expertise

  • Consultancy experience with similar organizations

  • Cover letter (max one page) summarizing experience
  • Name and contract details of two professional references
  • Writing Sample

  • Your consulting daily rate. Please note that rate should be all inclusive; no separate hazard pay or daily allowance will be provided.
