Background

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. IRC has been working in Ethiopia since 1999 and is implementing coordinated, community-managed programs aimed at improving the quality of lives and recovery of livelihood of the disaster-affected population, including host communities, through promoting individual participation, strengthening institutions, and emergency response

 

Position Overview

The Emergency Response Coordinator provides leadership and coordination to all aspects of emergency projects managed by IRC. This requires planning, coordination, supervision, and monitoring of emergency responses to ensure robust emergency programming. The position involves working externally with a wide range of stakeholders including Clusters, UN agencies, international and local NGOs and government agencies. The Emergency Response Coordinator will also oversee project implemented directly by IRC and by partner agencies funded by IRC managed response mechanism. 

 

The position reports to the Deputy Director for Emergencies (DDE) and collaborate closely with the IRC’s programs departments, the Grants and Partnership department, and field-based staffs. The position is based in Addis Ababa, with up to 30% travel to the field sites.

 

Key Job functions/responsibilities

 

Technical and Capacity

  • Working with the DDE, plan and implement measures to enhance IRC's capacity to enable fast and quality responses.
  • Ensure IRC’s responses are designed to meet the assessed needs of clients.
  • Organizes and leads multi-disciplinary field assessment.
  • Ensure IRC teams are trained on and use context appropriate emergency assessment tools.
  • Manage IRC stocks of prepositioned response items, including responsibility of procurement planning, ensure quality of items taken into the stock, management of stock levels and onward donations to partners or deployment to IRC field teams.
  • Ensuring IRC teams have the ability to deliver cash based response in a timely manner , including up to date SOPs and master service agreements with money transfer agents.
  • Deploy to response hotspots to provide surge capacity to local leadership and technical and managerial mentorship to implementing team.
  • Works with HR, sector coordinators and Field Coordinators to ensure the timely recruitment of qualified staff for emergency response projects.
  • Coordinate with IRC Field coordinators and technical coordinators on deployment requests for staff on Internal Roster whenever needed.

 

Reports and Proposal

  • Support the DDE to prepare concept papers, proposals and budgets for future emergency responses.
  • Assist the Program Coordinators and other program unit staffs in drafting donor reports and proposals.
  • Ensure that monthly reports are submitted in a timely manner to the CD and DDE.

 

Monitoring and Evaluation

  • Prepare regular updates and reports as required by country or regional leadership or donors.
  • Work closely with the M&E Department to ensure all emergencies responses have in place adequate monitoring and evaluation procedures and staffing.
  • Ensure all IRC’s direct responses are supported by robust a Client Response Mechanism.

 

Representation, Coordination and Partnerships

  • Represent IRC externally when required.
  • Attend coordination meetings organized by Clusters, UN agencies, Government, and other NGOs.
  • Keep informed on issues related to developing and ongoing humanitarian situation in the country, ensuring triangulating for better and more reliable data. Ensure relevant information is communicated in a timely manner to IRC Senior Management Team.
  • Coordinates with government agencies and departments, at federal and regional level, for information sharing.
  • Coordinates with other NGOs for information sharing and planning for emergency and humanitarian responses.
  • Maintains an electronic database of information that would facilitate response to emergencies. Examples- information related to past emergencies in Ethiopia, demographics and vulnerability maps of different locations, library of related resource materials etc.
  • Identifies potential NGO partners in line with the needs and requirements of the various response mechanism IRC managers.
  • Under the supervisor of the DDE, oversee partners projects and ensure their adherence with the conditions and commitments of the contract and donor regulations

 

Qualifications

 

  • 6 years for BSC degree and 5 years for Master's degree holders in Social Science, Social Work, Humanities, Disaster Management Or other related field form a recognized university 
  • Demonstrated experience, in emergency response program management.
  • Demonstrated experience in project management, including monitoring budgetary spending and devising course-correction strategies, indicator tracking, and reporting.
  • Proven ability to convene/chair meetings and ability to productively interact with a wide range of organizations.
  • Demonstrated experience in managing and capacity strengthening of staff.
  • Strong ability to communicate concisely and with impact in English.
  • Consistent track record of proactively identifying and communicating potential problems and proposing solutions.
  • Must be able to function effectively in a sophisticated work environment and to set appropriate priorities and deal effectively with competing priorities and pressure.
