Job Description


The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. IRC has been working in Ethiopia since 1999 and is implementing integrated, community-managed programs aimed at improving the quality of lives and recover of livelihood of disaster-affected population’s through promoting individual participation, strengthening institutions and emergency response. Currently, IRC is operating in the Oromia, Benishangul, Tigray, SNNPR and Somali regions on Emergency Response, refugee’s assistance and livelihood projects.

Title: Senior Health Officer
Duty Station:  Ginnir, East Bale Zone
Contract Duration: for 6 months with possibility of extension

Position Overview:

The Senior Health Officer (SHO) will be primarily responsible for supporting Emergency health response and implementation. In addition he/she is responsible to coordinate and guide a team working on emergency health services projects as well as she/he is responsible for proper planning, coordination, supervision and monitoring of emergency health response interventions. He/she with the health manager select, train, and supervise Emergency Health Officers (EHO).  

The position will be under Adama Field Office, based in  Ginir  and will be responsible frequently visit emergency project sites (Lega Hida, Sawena, Rayitu, Dalo Mena and Meda Walabu districts) for assessment, assistance and support to field teams and monitoring of program activities and summarize and share weekly update activity update, monthly and quarterly reports. The SHNO will report to the Health Manager and will closely work with field team. In addition, s/he will be focal person for both East and West Bale zones to collect and share situation update, participate on coordination (ICCM) meeting and share minutes.

Key Responsibilities:

  • Ensure implementation of emergency health response project through planning, monitor progress against grant work plan and on time delivery of emergency health response activities.
  • Prepare regular updates and share with health manager, Health manager and Field coordinator, other colleagues and donor as required.
  • Compile emergency health response activities, monthly report from field and forward to Health Manager and other appropriate departments
  • Assist in collecting necessary data for drafting concept papers, proposals and budgets for future emergency responses by IRC Ethiopia as required.
  • Follow all IRC’S standard grant Management tools as recommended by the Addis based health unit and M & E unit
  • Work closely with the Health Manager in management of the grant budget and track budget expenditure on a monthly basis and report appropriately.
  • Prepare Purchase Requests for program supplies/activities and undertake field procurement as designated and authorized.
  • Regular field monitoring visit to emergency hotspot areas where IRC is responding for emergencies health responses activities and provide technical and managerial guidance.
  • Actively participate in internal and external evaluation of emergency response interventions.
  • Maintain the quality of project data.
  • Attend and represent IRC Health Rapid Response in relevant coordination meetings organized by UN, Government, donors, clusters and other NGOs. Prepare meeting notes as required and share these with all concerned.
  • Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation.
  • Supervise Emergency Health Response Team (EHRT), organize training sessions based on the needs assessment and review and evaluate the performance the team.
  • Work closely with other sectorial staff– WASH, CWI, NFIs and Education to ensure integrated approach in programme implementation in his/her woredas.
  • Ensure integration of child protection, and child safeguarding principles and provide support in developing and implement a community based communication strategy.
  • Stay up-to-date on health related humanitarian/emergency situations in the country specifically on about region he/she deployed and actively share that with supervisors and other colleagues
  • Identify training needs and organize trainings for IRC and partner staffs in emergency health situations and nutrition at woreda, zonal and regional level when assigned.
  • The senior Health and Nutrition officer will take additional responsibilities as required by the Health Manager and field coordinator.




BSc Degree/Post Graduate Degree in Public Health, Nutrition or Reproductive Health.

Minimum experience of 4 years for BSc Degree and 3 year for MSc/MPH Degree holders.

Basic managerial and supervisory skill in NGO context is plus. 

Experience of project management and ability to plan, organize, and supervise implementation of emergency health response projects.

Thorough knowledge and understanding of current disaster management issues in Ethiopia and understanding of role of different stakeholders.

Demonstrated experience in staff management, budget management and building effective teams.

Excellent of coordination and representation skills with different stakeholders.

Excellent technical and report writing skills and with excellent computer knowledge.

Excellent verbal and written communication and fluent spoken and written English. Knowledge of Afan Oromo is mandatory.

Ability to work under pressure and travel frequently to project sites.
