IOM Ethiopia’s Migration Management Unit (MMU) works closely with the Government of Ethiopia (GoE) to improve migration management and governance including Countering Trafficking in Persons (TiP), Smuggling of Migrants (SoM) and promoting regular labour migration channels as well as the migration-development nexus. In response to the challenges posed by irregular migration, TiP and SoM, MMU implements programmes with a focus on migrant protection and assistance including assisted voluntary return and reintegration (AVRR), voluntary humanitarian return (VHR), Counter-trafficking (CT), humanitarian assistance to migrants in situations of vulnerability. In order to promote better migration governance and to foster the developmental potential of migration, MMU also works on technical cooperation and capacity building of government and non-government stakeholders with migration management mandates, labour migration and human development (LHD), and Immigration and Border Management (IBM). The diversity of its programming makes it crucial for MMU to ensure the mainstreaming of crosscutting issues such as migrant protection and the adoption of a right-based approach throughout project cycles.

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Coordinator (Migration Management), the successful candidate will be accountable and responsible for developing, implementing and monitoring IOM Ethiopia’s Migrant Assistance portfolio.

Core Functions / Responsibilities:

  1. Support the Programme Coordinator (MMU) to develop the County Office’s (COs) Migrant Protection and Assistance (MPA) strategy, focusing on addressing vulnerability, building migrant resilience, and alignment with GoE strategies.

  2. Oversee, in close coordination with the Programme Coordinator (MMU), the timely implementation of migrant protection projects, ensuring technical soundness, alignment with donor requirements and relevant IOM resources management procedures, and synergy with other MMU projects and relevant protection actors.

  3. Support the systematic application of participatory, community, rights based, child-focused and gender responsive protection approaches across the CO’s migration management work.

  4. Supervise migrant protection staff and consultants to ensure effective identification of beneficiaries and delivery of tailored and specialized protection assistance.

  5. Guide the provision of assistance to vulnerable migrants through the Migrant Response Centres (MRC), including registration and screening, direct assistance, case management, data management, and referrals, to ensure alignment with human rights principles, MRC standard operating procedures (SOPs), Minimum Service Standards and best practices.

  6. Ensure timely development and submission of internal and external reports, including the donor reports and their supplementary documents, in close coordination with the Programme Coordinator, Programme Support Unit (PSU), and monitoring and evaluation team.

  7. Maintain strong partnerships with traditional and non-traditional donors to expand the CO’s migrant protection portfolio and foster broad-based cooperation.

  8. Conceptualize and develop migrant protection projects related, in close coordination with co-ordination with the PSU and IOM Regional Office in Nairobi.

  9. Support the implementation of the National Referral Mechanism (NRM) for victims of trafficking and other vulnerable populations by ensuring that the necessary referral relationships and systems (MOUs, SOPs, case management frameworks, etc.) are developed and implemented by IOM, GoE and implementing partners.

  10. Build capacity of IOM staff on IOM protection commitments and international protection standards and tools (IOM’s Principles for Humanitarian Action, Inter-Agency Standing Committee (IASC) Protection Policy, Sphere Standards, Child Protection Minimum Standards, International Committee of the Red Cross (ICRC) Professional Protection Standards, gender-based violence (GBV) Standard Operating Procedures; IASC GBV Guidelines, etc.).

  11. Provide technical inputs into the design and delivery of demand-driven and evidence-informed migrant protection capacity development support to the GoE, implementing partners, UN Agencies and other relevant actors.

  12. Coordinate the production and distribution of an annual migrant protection publication informed by migration trends and lessons from IOM programming.

  13. Facilitate internal and external visibility of Migrant Protection Assistance programming in co-ordination with the MMU Programme Coordinator and PSU, ensuring IOM and donor visibility, accuracy, clarity and effectiveness of the communication materials, and adherence to the IOM Data Protection Policy.

  14. Represent MMU in national inter-agency protection fora (e.g. protection cluster and sub-clusters, inter-agency forums on Accountability to Affected Populations (AAP)/ Protection from Sexual Exploitation and Abuse (PSEA), etc.).

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:


• Master’s degree in Migration Studies, Development Studies, Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.


• Experience as protection officer/specialist/project manager or equivalent in migration or humanitarian fields;

• Proficiency in project management and monitoring;

• Advanced analytical skills;

• Experience in multi-stakeholder coordination and ability to liaise with governmental authorities, other national/international institutions and NGOs;

• Strong interpersonal and communication skills in a multi-cultural setting; and

• Advanced understanding of migrant protection in mixed migration contexts.


IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
