Job Description

 

The IRC began work in Ethiopia in 2000 in response to severe drought in Ethiopia's Somali region. The IRC currently provides assistance to Ethiopians in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women's protection and empowerment, education, child protection, and multi-sectoral emergency response. In the health sector, IRC Ethiopia currently implements programs in emergency primary healthcare, reproductive health and family planning, HIV/AIDS care and prevention, and disease surveillance. These activities are implemented in local communities and refugee camps in Benishangul Gumuz, Oromia, Somali, Tigray, Gambella, and SNNP regions of Ethiopia.

 

 Scope of Work:

The IRC seeks a dynamic public health specialist to lead its health program in Ethiopia. The Health Coordinator will run a nearly $4M annual health program portfolio and be responsible       for  fulfilling the IRC's strategic objectives for the health sector.  He/she will collaborate closely with other program and support departments so that our collective project portfolio produces   positive outcomes for our clients. The health Coordinator will design and fundraise for new health programs and maintain regular contact with all health partners, including the Ministry of      Health, UN agencies, and other NGOs. She/He will directly supervise two Assistant Coordinators and two health managers and indirectly supervise over 100 health staff. The Health           Coordinator reports to the Deputy Director of Programs and is based in Addis Ababa with regular monitoring visits to IRC's programs throughout Ethiopia. 

Program and Grant Management

  • Manage the implementation of IRC Ethiopia's health projects including primary healthcare, family planning, reproductive health, disease surveillance, and child survival, as well as any other health projects.
  • Adhere to (and update, as needed) the IRC's health sector priorities, ensuring that program growth is in line with IRC Ethiopia's Strategy Action Plan (SAP).
  • Ensure that health programs utilize standardized protocols, policies, and guidelines, as outlined by the Ministry of Health and WHO.
  • Develop and oversee quality assurance mechanisms within the health program.
  • Design and conduct health assessments as needed.
  • Ensure data collection, information management systems, and monitoring, evaluation, accountability, and learning (MEAL) systems are in place for ongoing performance analysis and programmatic adjustments.
  • Review Budget vs. Actual expenditure for health program grants monthly with staff.
  • Actively participate in Project Cycle Meetings (Grant Opening, Review, Closing) Provide timely review of all reports prepared by the field staff, provide appropriate feedback, and ensure that high quality reports are written and submitted to concerned bodies (the IRC's Grants Unit, HQ, etc.) in a timely manner.
  • Ensure that the stated goals and objectives of all health projects are met
  • Review sub-award proposals and project reports.

 

People Management and Training

 

  • Provide supportive supervision to health program staff to ensure professional management of health projects, skill development, and career pathing.
  • Hold regular one-to-one meetings with direct reports including health program focal points in field offices.
  • Craft staff development plans for health program staff based on regular performance reviews and provide supportive approaches to address issues identified
  • Develop/organize trainings for national health staff from the IRC, the Ministry of Health, and other NGOs to share and transfer skills.
  • Lead the recruitment of new or replacement health staff in collaboration with the HR department.
  • Support the field teams in the implementation and monitoring of work plans.
  • Lead with commitment, integrity, and accountability to the “IRC Way” – Global Standards for Professional Conduct.

 

New Business Development

  • Oversee and give technical lead on the design, writing, and budgeting of new health proposals.
  • Contribute to go/no go decisions on new health program funding opportunities.
  • Ensure that new programming follows the IRC program design guidelines and Outcomes and Evidence Framework and is informed by input from the clients and includes field staff participation.
  • Assess and recommend formation of new consortia and partnerships with other NGOs.
  • Contribute as technical lead on prepositioning for potential opportunities at country level
  • Participate in donor meetings to advocate for the IRC's health programs and defend health proposals.

 

Liaison and Special Tasks

 

  • Actively communicate and coordinate with IRC HQ and the Health Technical Unit.
  • Build and maintain effective working relationships with donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Represent IRC on coordination platforms such as national health cluster coordination
  • Develop strategic partnerships with local organizations, wherever possible.
  • Lead or assist in organizing donor site visits to health program activities; travel with donors as necessary.
  • Upon request and in coordination with the Communications Manager, support development of communication materials relevant to the health sector.

 

 

Qualifications

 

  • MPH, MD, or RN degree required.
  • At least five years’ experience designing and implementing health programs in developing countries.
  • Excellent written and oral English skills; fluency in both English and Amharic is an advantage.
  • Previous experience supervising and managing a large team in a cross-cultural setting.
  • Experience implementing health programs in community-based and refugee settings.
  • Demonstrated skills in project design/proposal development and grant management.
  • Experience in capacity building and mentoring of national and international staff.
  • Willingness to travel extensively throughout Ethiopia.
  • Excellent computer skills in programs such as: MS Word, Excel, Power point.
