GIZ (Gesellschaft für Internationale Zusammenarbeit GmbH) is looking for:

Consultancy Services to support the Structural Vulnerability Assessment within the Continental Early Warning System of the African Union.

The GIZ project Support to the African Union for the prevention and management of violent conflict and consolidation of peace within the framework of the African Peace and Security Architecture (APSA)” is implemented with funding from the German Ministry for Development Cooperation and Economic Affairs. In particular the GIZ project supports the Continental Early Warning System (CEWS) Structural Vulnerability Assessment (SVA) methodology. The conduct of the CSVRA is anchored in the Continental Early Warning System (CEWS) Structural Vulnerability Assessment (SVA) methodology which forecasts structural vulnerability to conflict using the Africa Prospects tool. This tool is designed to assess the vulnerability of countries to conflict, based on country profiles or set of structural indicators.

The consultant will support the AUC CEWS through remote support for provision of advanced technical support for the software to enhance the Africa Prospect tool including the upgrade of the technologies. Furthermore, the consultant will support through on- site support for SVA training and Africa Reporter migration.

REQUIRED QUALIFICATIONS

The consultant is expected to fit the following profile:

  • Applied Social Science Analysis: Minimum of 10 years of professional experience in conflict analysis, conflict and crisis prevention and management, strategic conflict assessment, and related areas, most importantly relevant field experience working with AU and RECs.
  • IT Expertise: Minimum of 10 years of progressive experience in the design, development, deployment and support of operational tools for conflict prevention and field reporting.
  • Field Training: Minimum 10 years of conducting and facilitating relevant field training workshops as well as the design and production of curriculum materials and documentation for system administrators, field monitors, analysts, and decision-makers.
  • Remote Support: Minimum ten years relevant experience in distance-mentoring and e-learning and the provision of capacity building services in support of sustained theory-informed, data-driven, scientific analysis, interpretation and reporting.
  • Program Coordination: Minimum 10 years relevant experience in working together in multi-agency, complex projects to design, implement, monitor, and report on mandated activities in a timely manner.
