CHAI Ethiopia is currently carrying out a wide range of programs to support the Ministry of Health in improving access to quality health services. As one of CHAI's largest field offices with more than 150 staff, the Ethiopia office operates programs across maternal, newborn and child health; HIV/AIDS; vaccines; essential medicines; health workforce; Woreda transformation, cancer and health financing. The health financing program aims to transform how the health system is financed to substantially and sustainably increase access to services, beginning with essential services for those most in need.
CHAI has been supporting the Government of Ethiopia in designing and implementing various health financing initiatives over the past years and has been asked by the Government to provide more comprehensive support at federal and regional levels. The health financing program aims to transform how the health system is financed towards the government’s goal of achieving universal health coverage by 2030. As part of its continued support to the Government of Ethiopia, CHAI has been supporting the Federal Ministry of Health (FMoH) and Regional Health Bureaus by recruiting and placing highly qualified professionals in health financing as secondees to help achieve their health financing and related goals. To support the Federal Ministry of Health in the implementation of the health care financing strategy and build technical expertise and processes within the Ministry of Health for economic evaluation and financial analysis, CHAI is seeking a highly motivated individual with outstanding technical capabilities to provide technical assistance to the Partnership and Cooperation Directorate (PCD) of the FMoH.
The Senior Analyst will support PCD through secondment to the Resource Mobilization Case Team. This individual will support FMOH and PCD leadership, and work with a range of partners and external experts, in order to build the capacity resource mobilization team and coordinate activities related to the proactive mobilization of resources through grants, external advocacy and internal efforts across the programmatic directorates of the FMOH. He/She will report to the Director of PCD at FMoH and/or Team Leader.

- Coordinate mobilization of funds from various sources like UN Agencies, Global Health Initiatives, bilateral sources, and local philanthropists, and prepare concept papers and project proposals including preparation of readymade proposals to mobilize resources;
- Support resource mobilization cycle including concept note and proposal development processes in collaboration with program directorates and case teams to ensure that they are properly coordinated and consistent with internal program priorities, cross cutting issues and overall health sector priorities and goals;
- Manage grant proposal processes from end-to-end as the focal person from the FRM directorate, including Global Fund, GAVI, local philanthropists and others as required;
- Provide assistance to partnership and cooperation directorate in coordination & management of overall resource mobilization efforts;
- Conduct regular mapping of resources from development partners, government and other sources;
- Perform strategic and annual financial gap analysis in order to utilize all possible supply of financial resources i.e. domestic revenue, taxes, private out of pocket, donors, NGOs etc. thus ensuring sustained financing of health systems;
- Develop a strategy for proactive mobilization (i.e. branding documents) of resources from external sources, including coordination between programmatic directorates and the FRM team;
- Conduct capacity building and technical needs assessments at the Partnership and Cooperation Directorate and support design of strategies to meet these needs;
- Work with CHAI staff to support the government in mobilizing resources for the health sector from donors and increasingly from domestic sources;
- Coordinate and participate in the preparation of health sector budget plan;
- Initiate new ways that can improve share of the health sector as the percentage of total government expenditure;
- Coordinates with grant management in establishing working modalities in the area of financial data tracking and analysis for budgeting, monitoring, and reporting in order to meet program objectives and requirements;
- Conduct branding/popularizing of remarkable achievements of the health sector for the international community;
- Develop monthly and annual work plan of HCF activities in line with the plan of FMoH and generate monthly, quarterly and annual reports for these activities;
- Engage with stakeholders, coordinating and participating in HCFS implementation;
- Work with different directorates of Federal Ministry of Health and Regional Health Bureaus;
- Adhere to Government of Ethiopia (Federal Ministry of Health) integrity and institutional standards and procedures;
- Transition all responsibilities assigned above to relevant and assigned FMOH team member;
- Other responsibilities as assigned by Director of Partnership and Cooperation and/or the Team Leader.
- Master’s degree in a related field such as economics, statistics, public health, financial management, public policy; An advanced degree is an advantage;
- Minimum of five years of professional experience in demanding, results-oriented environments in the public sector and/or private sector;
- Demonstrated experience in navigating political and strategic discussions objectively and diplomatically;
- Skills in proposal writing and report writing;
- Relevant experience working in planning of programs, management of projects and financial utilizations;
- Experience in coordination, communication decision making, committed to achieve results, relationship-building partnering and networking especially with government and International Development partners;
- Familiarity with health systems policies and sectoral reform processes; ability to promote team work between MOH and DPs;
- Ability to autonomously and successfully translate large and complex data sets into reports, charts and tables to inform decision-making, and to communicate results to general and technical audiences alike;
- Ability to solve problems and influence colleagues and decision-makers towards developing solutions;
- Excellent organizational and problem – solving skills;
- Ability to multi task and to be effective in high – pressure situations;
- Ability to work independently on complex situations and solve challenges with little structural or operational support;
- Able to adapt to fast-paced and changing environments, both internally and externally;
- Strong interpersonal skills and ability to build relationships;
- Excellent business – oriented verbal, visual and written communication skills in English and Amharic;
- Strong analytical skills and technical proficiency with MS Excel and PowerPoint, statistical packages (Stata, SPSS and CSPro, etc.);
- Willingness to travel within Ethiopia.
