Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS\u0027 relief and development work is accomplished through programs in emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

The Humanitarian Response Department (HRD) provides leadership and support to CRS emergency programming. The HRD strengthens CRS\u0027 impact through high quality, innovative programs; improved technical and management capacity at the field level; and active engagement in global efforts to promote excellence and learning in humanitarian response. The HRD has technical staff that supports emergency program planning, rapid response, and capacity strengthening of staff and partners worldwide.

The OFDA-funded East and Central Africa Rapid Response Fund for Acute Humanitarian Needs Resulting from New Internal Displacement program is a three-year project covering seven countries ((Tanzania, Uganda, Rwanda, Burundi, Republic of Congo, Djibouti, and Eritrea). Under this project, CRS will:

  • support short-term, effective, and quick-impact interventions to meet acute emergency humanitarian needs related to the impacts of new internal displacement as they emerge; and
  • build and strengthen the humanitarian response capacity of national non-governmental organizations (NGOs) to respond effectively and efficiently to emergency needs of target IDP populations and host communities.

Job Summary
In this role, you will be responsible for the administration of a regional emergency rapid response fund (RRF) which will provide immediate support to vulnerable, crisis-affected populations in seven countries in East and Central Africa. You will be responsible for the high-quality implementation of administrative elements of the project, proactively managing and mitigating risks within the project to ensure that results are achieved and learning is well documented. As this project will be piloting a new USG mechanism for providing quick access to funding in emergencies, on-going learning from this project may be used to enhance humanitarian approaches on a large scale. Your role within this project will contribute to determining how effective, adaptive and innovative CRS\u0027 Emergency Response programming will be.

Roles and Key Responsibilities:

  • Develop the ECA RRF project granting system, including all associated protocols, processes and tools (i.e., RRF proposal, monitoring and reporting templates; contracting mechanism for implementing partners; etc.), .), in line with CRS program and management quality standards.
  • Work closely with CRS Country Programs and selected partners in the targeted ECA RRF countries to strengthen their emergency rapid response capacities in operations, including administration, supply chain and finance. Capacity strengthening may include various approaches, such as formal and on-the-job training; development/streamlining of operational policies/systems; etc.
  • Manage disbursement(s) of ECA RRF funds to implementing organizations when a rapid response is triggered, in direct coordination with the CRS Country Program offices or related partner offices present in the target countries.
  • Work closely with the CRS Country Program teams and Partner field teams during start-up, implementation and closing processes, ensuring all necessary financial documents are in order and that ECA RRF partners adhere to their grant obligations, in compliance with donor rules/regulations.
  • Work closely with HRD and ECA RRF country program-based colleagues to promote learning and continuous improvement around emergency rapid response capacity building, contracting mechanisms and field implementation. Support the ECA RRF Program Director in establishing a safe environment for sharing of ideas, challenges and solutions and foster a capacity to detect, analyze and respond quickly to deficiencies, and ensuring documentation of experiences, achievements, good practices and lessons learned for sharing within the project as well as within wider humanitarian programming.
  • Ensure compliance to donor rules/regulations and reporting requirements.

Basic Qualifications

  • Masters\u0027 Degree or equivalent field experience in international development or related field.
  • More than five years of experience in managing operations within emergency response and recovery programs, preferably including multi-sectoral projects and rapid responses. Experience with supporting programs in the following technical sectors a plus: Multipurpose Cash, WASH, Shelter/Settlements and Logistics.
  • Track record of successful management of USAID OFDA and/or FFP-funded programs.
  • Experience with emergency supply chain; administration and financial oversight; information management; and monitoring, evaluation, accountability and learning (MEAL). Knowledge of CRS and Caritas Internationalis emergency programming and management standards a plus.
  • Experience working with large and multi-cultural teams.
  • Experience working with and through local partner organizations and in building the capacity of local organization to manage programs/resources, preferably in emergency situations.
  • Highly proficient in security protocols and management of emergency programs in insecure environments.
  • Experience with and enthusiasm for coaching, mentoring and on the job training.
  • Experience with promoting staff care in emergency settings.
  • Experience working in East and/or Central Africa a plus.

Required Foreign Language:

  • Fluency in English required; proficiency in French preferred.

Required Travel:

  • Travel is expected to be approximately 50% (i.e., six months of the year).
  • Candidates should have capacity to live and work in difficult/stressful environments and serve wherever agency needs dictate.

Knowledge, Skills and Abilities

  • Knowledge of humanitarian codes, principles and practice and experience in their use
  • Knowledge of design requirements and regulations for USG emergency donors required; knowledge of same for other emergency donors such as Caritas, the EU/ECHO, DfID and UN agencies a plus
  • Strong partnership and capacity development skills
  • Excellent oral/written communication skills
  • Strong negotiation and persuasion skills.
  • Ability to maintain performance expectations and strong working relationships in diverse cultural contexts and psychologically/physically stressful environments.
