Associate Development Officer (Coordination and Partnerships)
The position of Associate Development Officer (Coordination and Partnerships) supports coordination functions in order to ensure UNHCR’s role as in playing a supportive and catalytic role’ with Ethiopia’s commimtments under the Global Compact on Refugees (GCR) and the related Comprehensive Refugee Response Framework (CRRF).
As a field-based poistion supporting cohesion between all units of the UNHCR sub-office, the position will report to the Head of Sub-Office. The incumbent will liaise with, and be further supported by, the Senior Coordinator (Comprehensive Response) based in Addis Ababa.
As with UNHCR’s support to ‘clusters’, the Associate Development Officer (Coordination and Partnerships) contributes to cross-sectoral coordination with all sections of Programme, Protection, Admin./Finance and External Relations in UNHCR, as well as a wide range of humanitarian and development parters. Moreover, the Associate Development Officer (Coordination and Partnerships) will work closely with local government sectoral specialists, local Bureaus of Fianance and Development (BoFEDs) and the Agency for Refugee and Returnee Affairs (ARRA) to ensure that coordination is locally owened and capcitated – with local response plans based on Government’s development plans and the incorporation of refugee issues into such plans.
- The comprehensive needs of populations of concern (refugees and host communities) are known through timely, appropriate data collection and analysis, and evidence-based coordinated action by all stakeholders.
- Local government / ARRA is supported to coordinate local area response plans, incorporating refugee needs.
- UNHCR is able to advocate for and influence incoming investments of humanitarian / development funds with data and evidence-based plans – which are fully owned at the woreda / regional level. Additioanl resources are, thus, applied in the most effecitve way possible for refugees and host communities in the area of operations.
- UNHCR becomes more systematic and predictable in a supportive and catalytic role in the GCR / CRRF – acknowledged for its on-the-ground knoweldge and respected in its analysis.
- Directly support the UNHCR Head of Sub-Office and substantive team to play a fully informed coordination and advocacy role in the Area of Operations (AoO), relating to refugees, IDPs of concern, and hosting communities.
- Pursue relevant data collection (especially indicators related to service delivery, with SDGs / AGD).
- Develop and design various coordination-related documents and tools for application at the woreda / regional level (pledge reports, 5W mapping).
- Support local authorities and ARRA to organise coordination meetings and events, ensuring calendars are updated and that meetings are effectively scheduled and run - and minuted and followed up
- Support data analysis and information and knowledge management - sharing in a form compatible with the CRRF Steering Committee (SC) and its secretariat / coordination functions, with the other sectors, the government, with the overall humanitarian and development community including donors, and within UNHCR.
- Ensure effective links with all stakeholders, and related projects (eg DRDIP, RDPP, Prospects…)
- In consultation with stakeholders, ensure that all responses in the AoO are informed by relevant technical standards including, among others, sphere, SDGs, UNHCR’s AGD policy and good practice.
- Through sector-wide and area-based consultative processes, provide input into the development of local area and regional plans – ensuring as much as possible the inclusion of refugees and others of concern.
- Contribute to strong and effective working relationships with all projects and sector specialist members in order to facilitate effective collaboration and communication.
- Support development partner mission and assessments in the AoO, facilitating information and logistics.
- Assess and develop capacity building initiatives for local authorities and ARRA.
- Contribute to the delivery of training activities for local partners, relevant authorities, staff and stakeholders.
- Contribute to preparation of reports and relevant analytical documents.
- Perform other related functions as required.
- Represent the SC in meetings with sectoral and external partners, authorities and other relevant interlocutors.
ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE
- Undergraduate degree (equivalent of a BA/BS) preferably in data and information management or practical social sciences (e.g. development studies, civil engineering, public infrastructure development) plus minimum of 3 years of previous relevant work experience. Graduate degree (equivalent of a Master’s) plus 2 years or Doctorate degree (equivalent of a PhD) plus 1 year of previous relevant work experience may also be accepted.
- Knowledge of Ethiopian government local service delivery and public service systems
- Humanitarian reform process and the role of the humanitarian community (UN System, Red Cross Red Crescent Movement, and NGO)
- Good knowledge of SDGs and related data and information gathering and analysis
- Knowledge of English and UN working language of the duty station if not English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Related knowledge and training on Coordination (Humanitarian / Development Coordination training or Coordination and Leadership training) and related data / information management.
- Ability to use Geographic Information Systems (GIS) an advantage
- Applied knowledge in Ethiopian Government local development systems and mandate, its policies and priorities
- Demonstrated expertise in program management and reporting.
- Work experience in Ethiopia.
- Knowledge of local languages and advantage.
