BACKGROUND
The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.
The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.
Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

Position summary
The ACC Director will lead the refinement of ACC strategies, integrate ACC strategies with national priorities (Agro-industrial parks, AGP and others), represent ACC in strategic platforms (Inter-ministerial, parliament , command post etc.), develop capacity building plan for regional ACC, serve as an independent voice to ATA senior management team and the CEO to gage the progress of cluster strategies implementation on ATA priorities and act as a risk mitigating agent in the project management office (PMO).  In addition, the ACC Director will create national level platforms to bridge the gap of public and private sector to maximize the commercialization of small farmers output. The ACC director will report to the Senior Director of the CEO office

ESSENTIAL DUTIES:
The main responsibilities of the ACC Director include:
  • Lead the refinement of ACC/cluster strategies with the support of ATA senior management team and the CEO
  • Align ACC strategies with national priorities and flagship programs to enhance the integration of ACC strategies to the transformation of the agricultural sector
  • Lead ACC stakeholder interaction with federal, regional and other implementation partners
  • Plan and deploy technical expertise to the regions in an optimal manner to ensure Value chain interventions are executed in a pre-set standards
  • Develop capacity building plans to ensure skill transfer in increasing production and productivity and  marketing while transformational mindset  is instilled in regional staff
  • Co-coordinating  public-private stakeholders' alignment on ACC strategies and deliverables
  • Ensure effective regular communication with the various government offices,  the  private sector and development partner
  • Support the Project Management Office to achieve its intended results
  • Support the mobilization of domestic and external resources for the ACC Initiative, including development of project proposals, as necessary
  • Support the facilitation of  private sector investments and provide on-going problem-solving support by closely working with the concerned stakeholders

  • Reconcile processed work by verifying entries and comparing system reports to balances
  • Match invoices to checks, obtain all signatures for checks and distribute checks accordingly
  • Respond to all vendor payment related inquiries
  • Reconcile vendor statements, research and correct discrepancies
  • Prioritize invoices according to cash discount potential and payment terms
  • Process employees expenses by receiving and verifying expense reports and requests for advances; preparing checks
  • Maintain accounting ledgers by verifying and posting account transactions; perform month-end closing
  • Maintain files and documentation thoroughly and accurately, in accordance with company policy and accepted accounting practices
  • Utilize computerized accounting software programs to perform duties and responsibilities.

Accountability

  • Support the annual planning and budgeting process.

  • Support the periodic and annual inventory count process.

  • Manage the process of monitoring emerging cost behavior and provide advice on cost containment.
  • Work closely with other finance units to achieve the objectives of the Finance department.
  • Work closely with operations, production and procurement teams to contribute to cost planning process.
  • Join various management meetings to support the decision-making process.
  • Provide advice to production, operations, and procurement departments on cost containment.
  • Support the negotiation of purchasing materials and services with vendors if needed
  • Analyze, verify and validated historical cost data as received from the accounting and reporting unit.
  • Fill in the established costing models with verified historical data to produce costing reports.

  • Produce cost variance reports
  • Identify and report on new cost behavior trends
