CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in the implementation of health-related projects in both humanitarian and development contexts.

Over the past years, CCM has been engaged in Liben Zone of Somali Region of Ethiopia, partnering local authorities to enhance primary health care services, with particular focus on Mother and Child Health (MCH). In January 2016, a 3-year initiative funded by the Italian Development Cooperation has been started, aiming at improving maternal and child health services and reproductive health services in Liben Zone (specifically in Filtu and Dekasuftu districts), by (i) supporting Primary Health Care Services in the catchment area and (ii) engaging local communities in the promotion of health seeking behaviors and in the dissemination of health and hygiene-related best practices. Health Facilities have been adequately supplied and supervised and health staff trained in order children and women in reproductive age to have the opportunity to access quality care even in remote areas. Community dialogue has been promoted through empowering community groups and women’s associations and through stimulating peer-to-peer education. Targeted messages for dissemination through local media will be developed to reach out isolated communities. The main project partner are Woreda Health Offices (WoHO) of Filtu and Dekasuftu, which proactive involvement in the project planning, implementation and supervision is key to sustainability purposes.

Location: Filtu Woreda (Somali Region, Ethiopia). Frequent missions to CCM office in Addis Abeba

Duration: until end of April 2019 with possible extension until end of June 2019

Main Responsibilities

(S)he is in charge of implementing Project’s Activities, working also on financial accounting

(S)he responds to the Country Representative.

(S)he collaborate with the Desk Officer (based at the HQ Office) on monitoring the project, planning activities and budgeting.

Main tasks

  • (S)he represents CCM to project’s partners and donors at the field level as appropriate
  • (S)he ensures the project is implemented according to the donor rules and guidelines (e.g. visibility, documentation, monitoring and evaluation)
  • (S)he recruits new staff members in line with CCM policies, supported by the HQ Office or a HR Consultant. (S)he ensures that they have the necessary induction, training and support as requested
  • (S)he is charge of:

Managing international and local staff members’ team

  • Managing the project’s budget, applying for fund requests to the HQ Office. Reporting also on project’s activities as requested by the donors and the CCM HQ Office

  • Collecting all the financial documents for the reports requested

  • (S)he works on identifying and writing new humanitarian project’s proposal

Profile Requirements

Qualification

· Relevant Academic Degree

· Postgraduate studies in International Humanitarian Development or equivalent studies is an asset

The United States Peace Corps seeks a Medical Doctor or Nurse Practitioner to serve as a contracted Peace Corps Medical Officer (PCMO) based in Addis Ababa, Ethiopia. Objectives

Provide child protection in emergencies technical support and facilitate the process to ensure a well-coordinated, strategic, adequate, coherent and effective preparedness and response by the zonal and woreda level CP and GBV coordination mechanisms.

Justification

Specific Tasks

Under the guidance and supervision of the Child Protection Specialist in CLIENT Oromia FO, and in close consultation and cooperation with the Child Protection in Emergencies Consultant, the Child Protection in Emergencies Officer is responsible for the following key areas in the assigned zones and woredas:

CLIENT Child Protection in Emergencies Response Programme:

  • Develop and submit a work plan for the consultancy period.
  • Provide technical and management support for the implementation, monitoring and reporting of child protection in emergency programmes, child protection component of the CLIENT regional emergency response plan and ensuring that the following interventions included in the  child protection priority focus areas are implemented, monitored and managed in a timely and effective manner.
  • CLIENT emergency response plan: Provide technical support to zones and woredas to implement the emergency child protection response plan. This includes ensuring that the efforts are aligned with existing BoWCA mechanisms and services to strengthen the sustainability of efforts.
  • Capacity Building: Based on needs assessment, support and facilitate capacity building of BoWCA and front line workers on violence, referral pathways, case management, community based child protection systems, community mobilization,  integration of child protection into other programmes (multi sectoral programming);  and psychosocial support as per capacity building plans. Monitor and report on results of capacity building efforts.
  • Provide technical support for the adherence of BoWCA to relevant CPiE standards, including the Minimum Standards for CP in Humanitarian Action (2012), the IASC Guidelines for Integrating GBV into Humanitarian Interventions (2015), and the SoPs on Child Protection Case management Services in Emergency Response in Ethiopia (2016).
  • Delivery of child protection response services, with a focus on delivery through multi-sectoral platforms (including education, health and nutrition and WASH).
  • Support the provision of psychological first aid and psychosocial support services with a focus on a package of services extending from safe spaces into the community coping mechanisms, also with a focus on psychological first aid.
  • Child Protection in Emergencies situation and response monitoring and reporting including regular Situation Reports: Regularly collect, analyse and report against the zonal and woreda level child protection including gender based violence situation and response and submit weekly updates. .
  • Reports: Ensure accurate and timely reporting requirements from zones and woredas are met (as per the established format) and systematic coordination of appropriate responses on child protection in emergency operational response plan, with other relevant sectors, especially health, nutrition, education and WASH.

CP GBV coordination at zonal and woreda levels:

  • Provide support for the zonal and woreda level BoWCA led coordination mechanisms for effective implementation of emergency child protection interventions at zone, woreda and site level.
  • Participate in the zonal and woreda level child protection and IDP emergency response related meetings and share minutes of such meetings with CLIENT Oromia FO.
  • Support the zonal and woreda level information management including collecting, analysing, and reporting of child protection in emergencies situation and response interventions.
  • Monitor the coverage and complementarity of zonal and woreda level child protection activities and recommend for corrective actions to be taken in a timely manner.
  • Contribute to and facilitate the mainstreaming of child protection in other coordination mechanisms and sectors through information exchange and joint mapping.
  • Support to strengthen the birth registration programme coverage to make sure that children born in IDPs sites are registered and certified and reporting on results.
  • Undertake other relevant tasks as directed by her/ his supervisor and assist with other duties in support of the CLIENT Child Protection programmes in Oromia FO.

Submit report on actions taken.MonthlyRegular visits to emergency affected woredas and IDP sites in the targeted zones and provide updates to the FO and the regional sub cluster. (60% of sites to be visited in a month).OtherOther tasks related to the dynamic humanitarian situation as requested by the supervisor.

  • The consultant will send monthly reports to her /his supervisor based on agreed deliverables and submit a final written report.

Expected background, Experience and Competencies

Background and Experience

  • University degree at an advanced level in the field of Sociology, Social Work, Psychology, Social Anthropology, Community Development and related.
  • Extensive work experience relevant to CP in both development and emergencies may be considered as a replacement for formal qualifications for an advanced level;
  • At least 2 years progressively responsible humanitarian and development work experience in child protection and gender based violence including in emergencies with UN Agencies and/or INGOs.
  • Previous experience in child protection program coordination.
  • Familiarity and experience working with government counterparts
  • Strong knowledge and experience in establishing coordination architecture especially at zone and woreda levels.
  • Fluency in written and verbal English and Afaan Oromo required.
