This Ethiopia-based Program Manager position supports the African Union Commission in developing staff capacity on Rule of Law, Justice, and Good Governance. The Manager will be responsible for program implementation and management, as well as oversight of strategic and tactical elements of the program. The Project Manager will assist the AU in leading the coordination, planning, and implementation of capacity building measures for staff within target AU institutions to promote the rule of law and human rights. As a normal course of business, this job will typically require travel of up to 20% of the time.

Principal Job Duties:

  • Oversees and is accountable for the development and deployment of substantive programming and activities, including, but not limited to convening, organizing and participating in training opportunities.
  • Liaise with key institutional, governmental and non-governmental partners to maintain buy-in.
  • Responsible for the day-to-day management of assigned project activities and for ensuring all program goals are met/exceeded according to ABA, ROLI, and grantor requirements.
  • Tracks, reports on, and develops updates that ensure dissemination of program timelines, workplans, deliverables, and successes. Maintains proactive communications with the DC office to ensure timely and accurate updates on programs’ activities, achievements, and shortcomings. In area where program shortcomings are identified, creates and implements corrective action plans to improve performance against standards.
  • Collaborates with the ABA ROLI staff to ensure that all programs and operations are compliant with all local laws/regulations and, if required, have received all regulatory licensing/registrations prior to offering the programs. Ensures compliance with all donor, ABA, federal, and state laws/regulations. Ensures personal and program compliance with the FCPA.
  • Advise on the development of learning curricula and the implementation of training courses.
  • Performs other related duties as required.

Required Qualifications:

  • U.S. Citizen or Third Country National with a minimum of three years of experience in working with legal, rule of law, and criminal justice capacity building.
  • Bachelor’s degree or higher, or equivalent, in Criminal Justice, Law, or related field.
  • At least two (2) years of experience conducting training for legal or judicial sector actors, with experience in both common and civil law contexts preferred.
  • Must demonstrate extensive knowledge of legal education, legal research, and practical experience in implementing mechanisms to promote rule of law norms.
  • Must have demonstrable experience working with international and foreign assistance entities, assistance missions, programs, and implementers.
  • Previous experience managing U.S. Government, USAID, NGO, or other similarly funded international grant programs.
  • Fluent in English (written and spoken)
  • A U.S. or home country driver’s license valid for the full period of the grant.

Preferred Qualifications:

  • Experience in curriculum development and training.
  • Experience working with an overseas justice sector or judicial system.
  • Language capability in one of the AU’s other official languages (French, Portuguese, Arabic, or Swahili)

Following the violent fight between the government of South Sudan and the rebel group on 15 December 2014 and subsequent continued fights, more than a half million people have been displaced in Southern Sudan. People have fled to Uganda and Ethiopia to save their lives. Ethiopia has so far received over 100,000 refugees in Gambella. Among the refugees the majority are women and children.

Oxfam is responding for emergency water provision, latrine construction and PHP in the refugee camps. As the refugees are being relocated, the services need scaling up to meet the urgent humanitarian needs of people. Oxfam is actively participating in the coordination forum. The other key stakeholders are UNHCR, UNICEF, World Vision and NRC who are involved in sustainable water systems and shelter/latrines constructions. Oxfam has provided Water Scheme at Jewi Camp and completed the project successfully and handed over to the local partner. The Jewi water scheme is benefiting both the refugees and the host community. Oxfam currently is undertaking integrated WASH in the Nguenyyiel camp and Pamdong reception centre and employed more than 45 staff members.

BACKGROUND:
 PURPOSE OF THE ROLE:
The purpose of the Admin Assistant and Cashier position is to provide secretarial, record keeping and office support services, handles & manage petty cash of the project. In addition, she/he supports the company Finance and Admin Officer to administer, control, monitor, and periodically summarizes the extent of financial operations and performance of the project. She/he provides effective and efficient support and advice to the immediate supervisor and project team as required.

KEY TASKS AND RESPONSIBILITY:
Key areas of responsibilities are:
  • Prepare payments documents , attendance sheets and others on all payments the projects is making 
  • Manage the company bank account, including preparation and recording of payments, preparation of monthly bank reconciliation.
  • Handles and manage company’s petty cash in a generally accepted standard norm.
  • Prepare monthly account reports to submit to supervisor
  • Review all payments against the budget and established rules and regulations.
  • Assist the supervisor to review/ analyse monthly budget monitoring report for timely comment and if any adjustment
  • Manage the operations of the project compound including telephone, electricity and water, manage office transport
  • Handle all materials purchased and stored in proper manner including fuel coupon and follow up for on time utilization of the materials with the respective staff
  • Conduct payment, purchase and collect project materials, deliver all materials purchased and stored to be used for intended purpose with a checking by project Finance and Admin Office and approved by PC.
  • Verifies source documents for proper approval/authorization before they are filed and recorded;
  • Assist in staff recruitment and disciplinary issues
  • Develop close working relationships with all staff
  • Conduct payment for different purchases, community and partners staff training, project staff and any other payments checked by accountant and approved by project coordinator. 
  • Ensures that all unused official documents and vouchers of the organization are properly registered and are available in sufficient quantity.
  • Maintains filing of all financial documents and reports;
  • Reports and follows up outstanding & unsettled payments and receipts.
  • Monitor and follow-up receipt and answering of letters;
  • Maintain office records and reference files on various subjects for easy access and reference;
  • Submits monthly financial documents and reports.
  • Handle all incoming and outgoing correspondences, file in a chronological order
  • Ensure that all procurement documents field in a good manner;
  • Keeps projects plan document for procurement in a separate file for reference;
  • Ensures that accuracy of procurement documents and integrity of the procurement process;
  • Make sure to follow the procedures of the procurement Manual;
  • Perform other duties assigned by the supervisor

Responsibilities

Manage a company's financial reporting, accounting, billing, budgeting, collections and payroll
Conduct reviews and evaluations for cost-reduction opportunities
Produce accurate financial reports to specific deadlines
Ensure that sufficient funds are available to meet ongoing operational and capital investment requirements
Keep abreast of changes in financial regulations, legislation and accounting standards
Develop financial management mechanisms that minimize financial risk
Monitor and interpret cash flows and predict future trends

Key Skills and Competences

The incumbent candidate will be directly responsible to the company’s Managing Director and he/she will have the following, but not limited to, qualities:

  • At least five years of high level managerial experience, preferably in steel and plastic, as a CEO with discretionary operations and leadership powers in areas that have very strong relevance knowledge of ever expanding both technology and manufacturing businesses;

  • A balanced combination of technical knowledge related to technology application and business running and management skills and ability to enthuse and develop staff;

  • Experience at regional and international level, including working in multi-cultural, multi-national environments;  

  • Experience at a globally competitive manufacturing company with a record of demonstrated management skill;

  • A self-motivated and output-oriented person with good leadership and inter-personal skills;

  • Excellent communication and report writing skills; very good command of English language and proven high level negotiation skill;

  • Proven history of successful goal setting, achievement, and human resource management;

  • Sound strategic and business process planning knowledge;

  • Strong interpersonal and communication skills (oral and written) and the ability to motivate and lead a diverse work force to achieve desired results;

  • Ability to travel, use initiative and work independently; and

  • Problem-solver and pro-active solution seeker.

 

Duties and Responsibilities


The duties and responsibilities of the incumbent CEO include (but not limited to) the following:

  • Ensuring that the company is functioning most efficiently with special care to maintaining good quality and safe work environment meeting the overall business objectives, maintain customer resource management, sustain healthy financial performances, risk management and human resource development;

  • Implementing state-of-the-art practices/metrics to measure and drive company-wide improvement in all functional areas

  • Developing and implementing the Group’s business plan and strategy; 

  • Enhancing leadership on business planning and implementing of human resource development;

  • Coordinating and monitoring of subsidiaries;

  • Presiding and managing of the day-to-day the Group’s organizational activities

  • Developing and sustaining relations with business partners, suppliers, and stake holders;

  • Preparing overall annual business operation, and managerial plan that include the strategy and functional planning at high level and monitor its implementation;

  • Developing and improving business process efficiency and maintain quality standards;

  • Improving and introducing technology based the Company’s overall marketing principles and its applications;

  • Managing, monitoring, designing and improving of the current procurement system;

  • Implementing and maintaining the ISO quality standards in all subsidiaries;

  • Evaluating employee performance and motivating to achieve peak productivity.

  • Monitoring and recommending proactive corrective and preventive maintenance workable system.

• Establish and maintain a healthy and professional relationship with customers

• Complete any petty cash recons and slip submissions timeously

• Establish and maintain a good time and attendance record with regards to customer call cycles

• Any other ad-hoc duties

 

Qualifications / Skills required:

  • Identifies the types of tender systems to be applied and prepares tender documents,
  • Follows up tender process, analyses terms and conditions of suppliers specifications and ensures that they are adhered to,
  • Prepares bid analysis for Purchase Committee when instructed,
  • Prepares and submits offer analyses to user departments for comment immediately after opening and signing of completed proformas.
  • Drafts purchase orders in favor of the accepted supplier& distributes the signed purchase orders to suppliers and users
  • Delivers on time purchased items to the store against proper documents,
  • Follows up and delivers goods as per the details in purchase order
  • Takes minutes of the purchase committee meetings;
  • Maintains list of major suppliers and develops suppliers selection criteria for management proposals
  • Drafts contract agreements, prepares technical and financial evaluation summaries,
  • Handles and monitors procurement of major items,i.e, machineries, vehicles, equipment and services,
