TARGET e.V. Ruediger Nehberg is looking for a medical doctor in the field of gynecology and obstetrics for coordination and patient care at our obstetrics clinic in northern Ethiopia.

TARGET is a German development aid organization based in Hamburg. We have been campaigning against female genital mutilation for more than a decade, working closely with Islamic representatives in their countries. TARGET is neither religiously nor politically motivated.

In cooperation with the German Professional Association of Gynecologists (Berufsverband der Frauenärzte e.V. - BVF), TARGET has been running a small obstetrics clinic on the edge of the Afar region in northeastern Ethiopia since mid-2015. The clinic addresses medical problems of genitally mutilated girls and women in Afar region (FGM II and III) and is the only professional medical facility in the close vicinity, with an operating theater, pharmacy, laboratory and 10 in-patient beds. With the help of the German BVF, the clinic is equipped and designed according to European standards. In addition to gynecological and obstetrics care, emergency procedures such as caesarean sections and minor obstetric and gynecological surgeries are also possible. Currently we have about 30 births and an average of 2 cesarean sections a month, with these figures set to increase in future.

The clinic is operated through a national team of anesthesiologists, nurse-midwives, pharmacist, laboratory assistant, as well as a German technician and a German-Ethiopian project coordinator. The team receives monthly support from dedicated gynecologists, midwives, nurses and anesthesiologists from Germany and other European countries.

For the succession of our international doctor and medical coordinator, we are looking for a surgically experienced gynecologist and obstetrician with European or Swiss medical licensure who is interested in being part of the clinic management and in being the senior physician for at least one year on-site.

As our medical coordinator you need:

  • a licensure as a medical doctor in Europe or Switzerland with specialization in gynecology/obstetrics and sound work experience in emergency obstetrics surgeries such as CS and related obstetrics and gynecological procedures
  • at least two years of work experience
  • ability to command authority and respect through assertiveness, through a sense of diplomacy and sensitivity to cultural differences as well as ability to prioritize and take initiative
  • willingness to assume responsibility for medical decisions as the leading doctor of the clinic
  • experience in administration and management or team leadership is an advantage
  • travel or work experience in a developing country is an advantage
  • good knowledge of written and spoken English is necessary; knowledge of German and/or Arabic is beneficial
  • knowledge of tropical medicine is an asset

BACKGROUND:
The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Minister of Agriculture and Livestock Resources and is Secretary to the Agricultural Transformation Council. 
The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars:  Crops & Natural Resources which includes Inputs and Plant Protection, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets including Market Development, Rural Finance, ICT, and Private Sector. Background

Founded in 2006, the Alliance for a Green Revolution in Africa (AGRA), is an African-led African-based organization that seeks to catalyze Agriculture Transformation in Africa. AGRA is focused on putting smallholder farmers at the center of the continent’s growing economy by transforming agriculture from a solitary struggle to survive into farming as a business that thrives. As the sector that employs the majority of Africa’s people, nearly all of them small-scale farmers, AGRA recognizes that developing smallholder agriculture into a productive, efficient, and sustainable system is essential to ensuring food security, lifting millions out of poverty, and driving equitable growth across the continent.

AGRA is rolling out a new 5-year strategy to catalyze and sustain an Inclusive Agricultural Transformation in Africa to increase incomes and improve food security for 30 million farmers. Under this strategy, AGRA will deliver through an approach that simultaneously catalyzes change at farmer level, strengthens input and output market systems and puts government at the center to enable and champion private-sector-led agricultural growth at national level.

The Alliance for a Green Revolution in Africa (AGRA) would like to support the Ministry of Agriculture and Livestock (MOAL) as part of the GOE-AGRA Cooperation Framework with an in-Kind Grant for the provision of technical assistance to enhance the capacity of the partners involved in the implementation of Participatory Small-scale Irrigation Development Programme (PASIDP II), the beneficiary communities as well as relevant actors in their value chains to engage in participatory planning towards the establishment of transparent, mutually beneficial (viable) commercial linkages, based on sound technical and financial analyses.

Objectives

The main objective of the TA is to ensure the delivery of strong programme results through the effective implementation of the critically required agribusiness components of PASIDP II while at the same time strengthening local capacity. The TA support seeks to provide critical programme implementation support to farmers and farmers' groups, including Water Users’ Associations, Cooperatives and/or Marketing Associations, and thus to minimize the substantial investment risks falling short of the Programme’s goal to engender thousands of small farmers with the skill to build thriving and sustained agribusiness enterprises.

The services include

o Quickly assess key site-specific market opportunities by identifying and engaging with interested off-takers;

o Assess technical and financial viability of market opportunities through data collection and analysis;

o Evaluate current production and marketing systems and identify opportunities for developing and/or enhancing businesses;

o Engage with farmers and their organizations to make the choices on the major crops to be cultivated and technologies to be applied based on an informed analysis of their options, which depend on market demand, technical capability, access to technologies and finance and other relevant factors;

o Support the development of business plans at household and scheme level, including strategies for strengthening the farmers cooperatives’ and Water Users Association’s organizational capacity and management;

o Guide cooperatives and marketing associations to be effectively managed, with emerging entrepreneurial leadership, as well as sound and transparent management;

o Support farmers’ groups with any other related technical issues as they emerge. AGRA now invites eligible consultants (firms) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications of key staff, and so forth). Brooke’s mission is to reduce the suffering of vulnerable working horses, donkeys and mules. We launched an ambitious Global Strategy in April 2016 which sets out our priorities and plans for the next five years. Our theory of change recognises that these animals are key livelihood assets and that sustainable change in their welfare rests in understanding and supporting change that is linked to the interplay of community empowerment, sustainable livelihoods and the provision of appropriate and timely services.

Brooke has been active in Ethiopia since 2006. Ethiopia has one of the largest populations of working equines (est. 9 million). Our present agreement with the Government of Ethiopia (GoE) runs until April 2019 and we are presently renewing separate agreements with SSNPR and Oromia regional governments after positive evaluations. Our interventions have grown over the years and we presently operate in 16 rural, urban and peri-urban woredas across SSNPR and Oromia with current discussions to develop a project in Addis Ababa. The programme portfolio and budget is worth c£1.56 million annually. We work equine owners and users in communities and we work alongside government animal health providers to create real change for the welfare of working horses, donkeys and mules.

Brooke’s Country Representative, is based in Addis Ababa and is Brooke’s key representative in Ethiopia. S/he is part of a global programme management team. S/he has responsibility for the leadership of a strategically cost-effective organisation, reflecting Brooke’s brand and delivering programmes that further the achievement of Brooke’s global strategy by increasing our impact; securing funding; delivering quality programme work and demonstrating accountability. In particular the post holder will demonstrate competency and be held accountable for:

Expression of Interest

DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UKaid-funded organisation Enterprise Partners (EP), which aims to support and transform Ethiopia’s private sector with continued economic growth. Enterprise Partners is utilising the Making Markets Work for the Poor approach (M4P) and has two main pillars focused to facilitate agro-industrial growth and access to finance in Ethiopia.

This call for Expression of Interest is directed for consultancy service firms, with a minimum of 10 years or more experience in supply chain management and strategy development. Enterprise Partners is searching for a highly efficient consultancy firm to support in developing a comprehensive business strategy and an implementation roadmap for the Ethiopian Industrial Inputs Development Enterprise (EEIDE) and effectively serve Ethiopian industries. The selected firm should be able to formulate the enterprises institutional set-up and financing policy to ensure the availability of required resources.

The prospective service provider should include a statement detailing suitability for the role and all relevant experience in the field (required to have undertaken similar assignments in at least 3 countries). Proven resourcefulness; demonstrate verbal and written communication in Amharic and English. The service provider(s) must submit samples of related-work from previous held postings.

To provide support on Drought Emergency Deployment to control and prevent multiple outbreaks such as AWD, measles and scabies, and support internal displaced population (IDP) due to conflict, drought and flooding.

How can you make a difference?

Tasks to be performed

Under the administrative guidance of the UNICEF Health Chief of section, the Consultant will work closely with the UNICEF AA Health Emergency Team, Field Office Teams, Health, WASH clusters at National/Regional level Clusters and focal points, RHBs, WHO, other partners (INGOs, LNGOs/CBOs/FBOs) to channel UNICEF support to disease outbreak and IDP response as well as emerging diseases preparedness and contingency planning as needed.

  • Review/analyze most recent AWD situation, measles, and scabies using available data and disaggregate per region. Be ready to be deployed to the region immediately with high case load and low capacity.
  • Conduct field monitoring in the priority region as assigned by the supervisor and participate in rapid assessments the situation and management of CTC sites using standard indicators. Review existing regional response and, operational plans, SOPs, training package, key IPC messages, monitoring tools, job aids for rapid mentoring of health workers onsite in the CTC sites. Provide brief analysis, identify gaps, challenges, key actions.
  • Engage and advocate with the regional Health cluster and technical working group on the prioritization exercise where to focus the technical support on case management based on the results of the rapid assessments. Advocate and influence for technical adjustments and use of new tools as relevant or as needed per National Guidance and or Global Standards.
  • Provide direct technical assistance on AWD case management onsite in the priority CTC sites with the highest gaps in coordination with the UNICEF FO, RHB and Health Cluster.
  • Provide weekly CTC situation summary report using standard format to UNICEF FO and AA levels, include improvements and gaps through established CTC management indicators. Use the information on the gaps for immediate advocacy to health and WASH clusters for actions towards improvements.
  • As needed, in collaboration with RHB, Partners, support the dissemination of improved and blended simple tools or job aids to ensure rapid skills improvement capacity of the health workers in CTC sites in low resource settings.
  • Participate actively in health cluster meetings/incident command post at regional and lower levels to share and obtain information for action and for ensuring coordinated support to achieve better results on the control of the outbreak.
  • Provide technical support on Communication for Behavior change among health workers using the integrated C4D approach both in CTC sites and in neighboring communities. Conduct focus group discussions to get beneficiary feedback and human interest stories using standard templates. Submit these reports to the supervisor as they come.
  • In regions where there are existing scabies cases, coordinate with the regional, zonal, woreda health offices to collect most recent reported data on scabies cases, number of drugs ( e.g. Permethrin tubes) distributed, and current stock, estimated needs, challenges and recommendations to the woreda level.
  • Support health interventions and monitoring of its implementations to IDPs in Somali, Oromia and SNNP regions.
  • Perform technical assistance in case other disease outbreaks such as measles, and outbreak may occur e.g. viral hemorrhagic fever, meningitis, etc.

Methodology

1) Participation to regional and sub regional health cluster meetings, incident command post meetings

2) Desk review and analysis of relevant data

3) Direct field CTC site visits and on site mentoring with health workers

4) Guidance on use of standard simple tools, training package in coordination with the RHB, FO, partners

5) Close coordination with UNICEF colleagues, RHB/FMOH, WHO and other partners

6) Focus group discussions among beneficiary communities, report and human interest stories writing

7) Weekly submission of brief reports

Expected Deliverables

  • Brief summary of AWD and other disease outbreaks Epidemiological Situation Report, national level
  • CTC sites management status with key indicators, analysis, recommendations upon initial engagement
  • Weekly CTC sites management matrix situation report using agreed monitoring tools, with actions taken and results, include epidemiological AWD data
  • IDP Response health interventions monitoring of implementation
  • Other weekly Disease outbreak reports, other inputs to humanitarian performance monitoring, Humanitarian Action for Children (HAC) reporting, infographics, donor proposals and donor reports
  • Human Interest Stories using standard template and Beneficiary Feedback for donor reporting ( Supervisor to provide the templates)
  • Weekly inputs for sitreps, EMTs, brief summary of minutes of meetings attended, etc.
  • Final Simple CTC Monitoring Tools, Job Aids and Training package for HWs ( induction for new untrained HW and refresher for previously trained ) package
  • Final report upon completion of the mission.

Reporting

The Consultant will report on a day to day basis to the UNICEF DPC cluster Head in health section.

The Consultant will closely collaborate and coordinate regularly with CO Health section Team led by the Chief of Health in Addis Ababa; will be deployed to any region with the most need on a specific duration as determined by the supervisor. Therefore, the Consultants time will be mostly at field level. When the Consultant is deployed to the field office, the administrative related supervision will be under the chief of field office while the technical supervision maintain as above.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Medicine, Public Health, Community Health or related fields (preferably with specialized training on public health in complex emergencies, in epidemiology and Cholera disease control)*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Eight years of professional work experience at the national and international levels in coordination, planning, programming, implementation monitoring and evaluation of public health emergency programs relevant to communicable disease control.
  • Professional work experience in a managerial position, or a technical expert position in health.
  • Working experience with UNICEF, international health NGOs and other relevant agencies is desirable;
  • Ability to work under tight schedule and respond to multiple demands;
  • Very good analytical and computer skills; is a result driven and can work with minimum supervision.
  • Excellent writing skills and demonstrable experience in qualitative and quantitative epidemiological information analysis, program monitoring and reporting.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
