UNICEF is supporting the government of Ethiopia towards achieving the National WASH programme designed to achieve the second phase of GTP-II. The programme is intended to increase the number of people having access to water and sanitation, through strengthening the service delivery, enabling environment, and knowledge management of the WASH sector

In order to achieve the planned results, UNICEF is supporting the WASH component of the national Growth and Transformation Plan-II in five principal areas:

  • Advance sanitation and hygiene promotion and marketing (including adolescent and BABY-WASH) in zones with high stunting, diarrhoea and trachoma prevalence;
  • Leverage resources from the ONEWASH pooled fund for accelerated institutional WASH coverage;
  • Innovate to improve the functionality and resilience of water supply in water insecure districts;
  • Intensify urban sanitation and pro-poor water service delivery; and
  • Strengthen sector coordination for development and emergency programming through innovative research and knowledge generation.

How can you make a difference?

The UNICEF Ethiopia Water Supply, Sanitation and Hygiene (WASH) Chief is responsible to lead and manage one of the largest and diverse UN WASH programme

Responsible as the WASH sector co-chair for both the Donor Assistance Group (DAG) and the ONEWASH Sector Wide Approach, the WASH Chief will lead the WASH enabling environment towards the goals of SDG 6.1 and SDG 6.2.

Responsible under the overall guidance of the Deputy Representative for development, planning, design, implementation and management of the UNICEF assisted Water Supply, Sanitation and HygieneProgramme throughout Ethiopia.

The post administers an annual programme budget of USD 40 million and includes Urban, Rural, Emergency and Refugee WASH interventions through 40 UNICEF WASH staff in 8 field offices.

Specific Responsibilities :

Managerial leadership

  • Establish the annual work plan, determining priorities and performance measurements. Monitor workplan implementation, to ensure that WASH output results are achieved to schedule and performance standards and sector humanitarian /cluster leadership and alignment. Report critical issues to the Deputy and Representative for timely action.
  • Establish the annual workplan outputs, activities and developmental priorities of the WASH section staff. Provide timely guidance to enable the WASH section staff to perform their duties responsibly and efficiently.
  • Manage WASH team results orientation, building, motivation and knowledge management. Signal potential conflicts and take preventive action, in coordination with Human Resources staff.

Programme development and planning

  • Oversee the preparation of the WASH inputs for the situation analysis. Ensure that comprehensive and current data / trends/ innovations is used to inform climate resilient and financially sustainable WASH policy and programme development, planning, management and implementation. Keep abreast of global, regional and national WASH sector developments, for maximum efficiency and effectiveness in WASH programme design, management and implementation.
  • Collaborate with colleagues and partners to discuss national WASH priorities, resources, strategies and methodologies to ensure the most strategic use of the collective resources of external support agencies, including government leadership of the sector, especially in disaster risk preparedness, planning and response.
  • Lead the development of the WASH outcome and output results of the country programme (or CCPD), along with related background, strategic analysis and delivery strategies, ensuring alignment with the UNICEF’s Strategic Plan, UNICEF’s global WASH strategy and the country programme as well as government plans and priorities, and the role of other WASH external support agencies. Lead the development of output-related indicators, baselines, targets and means of verification. Lead the development of the WASH content of the CPAP.

Programme management, monitoring and quality control of results

  • Prepare documentation for programme reviews and analytical statements on progress and constraints of WASH outcome and output results.
  • Provide technical and operational support throughout all stages of programming processes for the achievement of the WASH output results, including through innovation. Ensure effective collaboration with other UNICEF sectors,.
  • With other external support agencies, analyze national government WASH sector programmes and projects, with a focus on WASH outcomes (behaviors), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs).
  • Manage monitoring and evaluation of the WASH programme and its components in line with latest trends and developments in the sector, programme reviews and annual sectoral reviews with government and other partners and prepare reports for CO management and WASH sector coordination bodies.
  • Monitor, report and certify the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity.
  • Ensure timely donor reporting, negotiate any changes required to agreements with donor in a timely manner. Ensure systems are in place for HACT compliance
  • Ensure the development and management of a fund-raising strategy for WASH, aligned with the WASH output results in the country programme, and lead interactions with senior staff of donor agencies.

Advisory services and technical support

  • Participate in strategic discussions to influence national WASH policies and strategies, including the reduction of inequalities, contributing to global sector learning.
  • Support government to co-lead the WASH sector, incorporating humanitarian preparedness, planning, financing, implementation and monitoring, resilience building as part of the sector plan
  • Advise senior officials in government, NGOs, UN agencies and WASH sector donors on WASH policies, strategies and best practices.
  • Lead the preparation of policy papers, reports, briefing notes and other strategic materials for use by management, donors, UNICEF regional offices and headquarters.
  • Coordinate the use of technical experts from the Regional Office and HQ, as and where appropriate in the WASH programme, through remote support and on-site visits.

Advocacy, networking and partnership building

  • Build and strengthen strategic partnerships with government counterparts, UN agencies, donor agencies, WASH institutions, NGOs, research institutes and the private sector to stimulate coordination and collaboration.
  • Oversee the analysis of national budgets for WASH, cost analysis and value-for-money studies, to advocate for improvements in sector efficiency along side climate resilient and financially sustainable options .
  • Produce materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising.
  • Represent UNICEF in inter-agency discussions, ensuring that UNICEF’s position, interests and priorities are fully considered and integrated in planning and agenda setting.
  • Interact with global and regional initiatives and partnerships for WASH, contributing to global knowledge management

Humanitarian WASH preparedness and response

  • Support government to co-lead the WASH sector, incorporating humanitarian preparedness, planning, financing, implementation and monitoring, resilience building as part of the sector plan
  • Ensure the annual preparation/revision of UNICEF’s preparedness for WASH in emergencies.
  • Ensure the coordination arrangements for humanitarian WASH are in place, for instant robust coordination in case of an emergency.
  • Ensure that all UNICEF WASH staff are familiar with UNICEF’s procedures for responding in an emergency.
  • In case of an emergency, ensure that UNICEF meets its commitments for WASH in the response and early recovery.
  • Support government to strengthen WASH emergency preparedness

Innovation, knowledge management and capacity building

  • Ensure robust knowledge management through documentation, dialogue and linking up with regional and global developments in WASH
  • Organize and lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems), ensuring rigorous monitoring and wide sharing of results.
  • Determine priorities for learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
  • Systematically plan, support and monitor the professional development of UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments.
  • Organize the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiatives to strengthen capacities systematically

To qualify as an advocate for every child you will have…

An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.Additional relevant post-graduate courses that complement/supplement the main degree are required

DEVELOPMENTAL: a minimum of ten years of professional experience in WASH-related programmes for developing countries is required.One year of deployment in a developing country is required.Proven ability to effectively lead a team to deliver results is required

HUMANITARIAN: At least one year of work in humanitarian situations, including one three-month mission deployment is required (with UN-Govt-INGO).

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Background

COOPI Cooperazione Internazionale is a humanitarian, non-confessional and independent organization founded in 1965 in Milan, Italy. For more than 50 years we have been dedicated to breaking the cycle of poverty and to supporting populations affected by wars, socio-economic crises or natural disasters in their path to recovery and sustainable development, by making use of the professionalism of local and international operators, and through our partnerships with public and private bodies and civil society organizations.

COOPI has been present in Ethiopia since 1994. The recent history of Ethiopia is marked by a great crisis due to drought, internal disorder, illegal migration and refugees. COOPI’s interventions focused in three region of the Country: Afar, Oromia and Somali region that for a has been the scene of armed clashes and particularly hit by periods of severe drought. To allow the management of these activities and to ensure access to basic services for the population, different interventions were carried out, in the field of water-hygiene and food security both on humanitarian and development perspective.

COOPI is currently seeking a Head of Mission for its activities in Ethiopia.

Responsibilities

The Head of Mission is responsible for the country coordination in its different aspects: staff, logistics, budget and procedures’ respect. He/she represents COOPI inits relations with the donors, institutions, NGOs,local government and international agencies. He/she cooperates with the AM and DCC in the definition of the Country Strategy and the intervention priorities. He/she guarantees the correct project implementation and ensures the Country Regulation presence and respect. He/she guarantees the compliance with the organization and the donors’ procedures.

Institutional relations: He/she manages relations with the main institutional donors and with potential ones. He/she represents COOPI in the country/area by engaging in relations with institutions, NGOs, local and international organizations and partners. He/she also is responsible of the organization’s reputation in the country.

Strategy and planning: He/she verifies and proposes to the AM/DCC the intervention priorities to consolidate the organization’s opportunity to be more involved in the country. He/she contributes to the definition of the Country Strategy and proposes the country planning (projects and coordination).

Projects’ management: He/she coordinates and directly monitors projects, guaranteeing the correct implementation in conformity with the contractual obligations and donors’ procedures, and in line withCOOPI’s procedures and management standards. He/she coordinates the elaboration, writing and documents’ preparation for presenting new projects, referring to the AM/DCC and the headquarters support offices. He/she is responsible for the preparation of projects reports and all the monitoring documents requested by the central headquarters. He/she ensures the transmission of all official and administrative project documents to the central headquarters.

Country office management: He/she is responsible for all different aspects related to the country office management: economic and financial situation, local regulations, office organization charts, logistics, local and expatriate personnel management, in conformity with the organization’s guidelines. He/she guarantees the respect of the country’s legislation and administrative regulation.

Staff management: He/she is responsible for the local staff management. He/she supports upon request the AM/DCC and the Human Resources office in the selection of the expatriate staff. He/she coordinates and monitors the country’s expatriate staff management.

Safety: He/she is responsible for the expatriate staff security, for the correct implementation and respect of the general security rules.

Economic and financial management: He/she is responsible for the country’s economic result. He/she supervises the financial management and ensures – through the administrative function – that all financial reporting deadlines and donor/COOPI’s procedures are respected. He/she participates to the projects/coordination budget preparation. He/she has the signature for all COOPI’s bank accounts in the country.

Visibility: He/she cooperates with the Communication and Fund-Raising office for all communication, awareness and fund raising activities implemented in and for the country.

Requirements

  • Degree in Climate Change, Disaster Risk Reduction and Management, Agriculture or Sustainable Development and Sustainable Agriculture or a related field or equivalent work.
  • Minimum 5 years experience in the humanitarian field and in a similar position, with a track record of success and results achieved;
  • Previous experience with an international humanitarian NGO;
  • Previous working experience with main donors (specifically EU) is mandatory
  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management.
  • Strong analytical and practical problem-solving skills;
  • Strong supervisory abilities, and demonstrated capacity of teamwork and of coordination with the relevant actors;
  • Very good inter-personal and writing communication skills;
  • Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints;
  • Proficiency in written and spoken English;
  • Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint);
  • Valid driving license.

Job Summary   

To provide Emergency WASH officer with required technical skills to support AWD response in AWD affected areas in Afar regional state.

Justification

CLIENT has been providing considerable emergency support to improve access to safe water and sanitation to emergency affected communities and institutions in all the emergency affected regions in the country. As part of the current AWD, response in Afar CLIENT is planning to recruit WASH officer, who will be deployed to areas in need of quick response in water supply, sanitation and hygiene. The intervention is aimed to support the AWD response efforts of the Afar regional Water and Health Bureaus and CLIENT field officers, in coordination with other partners, and to provide technical support in the response, control and preventions measures of AWD outbreak. Therefore, in consultation with CLIENT Afar, Afar regional water and health bureaus, CLIENT is looking to contract a highly qualified WASH Officer for AWD response in Afar region.

Objective

The intervention is aimed to support the AWD response, control and prevention efforts of the Afar regional Water and Health Bureaus and CLIENT field officers, in coordination with other partners, and to provide technical support in the response, control and preventions measures of AWD outbreak. This will be through ensuring safe WASH services in communities and CTCs, provision of strong support in Hygiene and sanitation promotion and coordination in AWD affected areas of Afar Region of Ethiopia. The Consultant also will support emergency assessments and immediate actions during emergencies, as required and directed.

Specific tasks:

  • Provide technical support to Afar AWD technical working groups, Afar regional water and health bureaus and WASH partners on AWD response.
  • Help collate and process emergency data, in particular relating to AWD location, case load, case fatality rate, case treatment centres (CTC) establishment and related monitoring reports.
  • Support the functioning of the AWD technical working groups/coordination forums/daily taskforce meetings
  • Support Afar regional water bureau to develop and revise preparedness and response plans and strategies.
  • Identify the WASH related resources/supply gaps, and quickly report to relevant stakeholders RWB, RHB and CLIENT for immediate response and support
  • Assist Afar regional water and health bureaus with emergency procurement, distribution of supplies to woredas, communities. Support the distribution and end-user monitoring of NFI (non-food items) such as jerry cans, soap, household water treatment chemicals. During distributions of HH water treatment chemicals, demonstrate the use and explain to the communities how to use it
  • Report to RWB and CLIENT FO when non-functional infrastructures need a major repair, or could be upgraded to provide water to a larger group
  • Regular monitor and follow-up of the implementation of hygiene promotion activities including capacity building and community participation
  • Assure multi-level mix of communication approaches are applied (IPC, participatory drama, community media, mass media, peer education etc. ) and regular behaviour changes are captured and reported
  • Support the activities carried out by local facilitators (i.e. HEW, local leaders, religious leaders, School communities, food and water vendors and different community service providers) and activities carried out by CLIENT ’s C4D (Communication for Development) and/or the RHB staff.

Methodology

  • Work closely with Afar regional water and health bureaus to provide necessary technical support and guidance
  • Provide support and guidance to the health workers, sanitation and hygiene promoters and community representatives at AWD affected areas and CTCs to establish and maintain standards and protocols.
  • Conduct regular visits to the AWD affected sites, preferably with woreda water, health officers and provide on-site guidance and advice on the corrective measures to be taken in health, water, sanitation and hygiene areas.
  • Ensure that the support provided and implementation of the sanitation and hygiene activities both at community and CTCs adhere to the national and or SPHERE standard.
  • Provide on the job refresher training to health extension workers/ sanitation and hygiene promoters
  • Identify the WASH related resources/supply gaps, and quickly report to relevant stakeholders RWB, RHB and CLIENT for immediate response and support

Expected Deliverables

  • During the peak of the AWD response daily brief and communication is needed with CLIENT Afar WASH Officer.
  • Update on the follow up action points from command post/ technical working group and accomplishment related to AWD response shall be reported as needed
  • Activity Report detailing activities undertaken and results achieved, also detailing the subsequent month’s work-plan.
  • The Report and work plan shall be endorsed by CLIENT Afar WASH officer.
  • The Activity Report shall also include the minutes of any meetings held during the month
  • Any other key documents or outputs developed by the Consultant as part of his/her responsibilities (annexed to monthly Activity Reports).

Location and duration

The consultant will be recruited for three months and will be based in Afar region; Afar regional water bureau, Semera

Expected Background and experience

  • Minimum Bachelor’s degree in water supply, sanitation, public health or related field
  • At least 5 years’ experience in planning, supervision and monitoring of water supply and sanitation, including two years in an emergency context
  • Specialist knowledge of AWD response and management
  • Strong analytical and networking skills
  • Capable organizer, self-reliant, able to deliver results on time
  • Computer skill

Language proficiency

  • Fluency in English with excellent writing skills and Knowledge of Afar language -Afaraf is a must.
