The Ethiopian Red Cross Society (ERCS) is established on the eve of Ethio- Italian war, on July, 8, 1935 and signed the Geneva Convention July 25 of the same year and became 48th member of League of Red Cross/ Red Crescent Societies on 25, September 1935. Main Tasks

  • Coordinate, organize and facilitate meetings and workshop.
  • Document the impact from the implementation related activities.
  • Prepare procurement plan of the project in consultation with concerned bodies.

The Norwegian Refugee Council in Ethiopia is looking for an Education Specialist to provide the technical development of the NRC Education Program in Ethiopia, as well as providing strategic direction and quality assurance. The position is based in Addis Ababa, but will require significant travel to field sites to provide technical oversight of all education activities across the country.

Job description

• Develop the Education Core Competence (CC) Strategy, technical guidance and Macro Logframe;
• Provide technical oversight of the Education Program in Ethiopia
• Contribute to fundraising, develop and revise funding proposals, budgets and donor reports;
• Identify trends, technical standards and donor priorities;
• Follow up on compliance with contractual commitments within the Education programme, ensure high technical quality and synergies in project implementation;
• Provide technical direction and project implementation support;
• Ensure that key learnings are extracted from implementation of education projects, and incorporate them in the programme design and staff development processes;
• Provide systematic training and build capacity of technical staff;
• Represent NRC in relevant forums/clusters, including with national authorities and donors;
• Promote the rights of IDPs/returnees in line with the advocacy strategy.

Qualifications

• First level university degree in Education/Qualified teacher with a minimum of a Certificate in Education from a recognised institution, and a minimum of three years’ teaching experience, including in minimally resourced education systems. Experience teaching large classes and developing own teaching and learning materials is an advantage.
• At least five years of relevant field experience in international project management, with technical expertise in a humanitarian/recovery context; including experience of proposal development and report writing.
• Strong co-ordination competence, with the ability to establish and supervise technical lines, promote communication and knowledge sharing, manage multiple work streams, and ensure quality.
• Ability to use child-centred, process-oriented teaching and learning methodologies, positive discipline, inclusive classroom management and curriculum strategies (including gender and children with disabilities or special educational needs), formative and summative assessment, and lesson planning and schemes of work, along with understanding of ‘traditional’ modes of delivery.
• Solid understanding of adult learning methodologies, with experience in delivering a range of teacher development activities.
• Ability to assess institutional and professional capacity, design capacity development strategies through participatory mechanisms, and deliver organisational and staff development through a variety of means, including formal and informal training, mentoring, coaching and workshop facilitation.
• Ability to rapidly understand the policy, strategic and institutional environment and to provide contextually appropriate and achievable technical advice.
• Understanding and experience of programme monitoring, evaluation and reporting, with the ability to design effective M&E tools and train implementation staff in their use, and to use evidence to inform programme design and management
• Knowledge of the context in Ethiopia is an advantage

Request for support for the reintegration of Returnees in Ethiopia

Background & Justification

With the financial support of the EU and in collaboration with the Ethiopian Government, the ILO has been providing (through its technical cooperation project “Support to the reintegration of returnees in Ethiopia”) support to address some of the challenges experienced by Ethiopian migrant returnees from Kingdom of Saudi Arabia (KSA) in 2013/2014 to reintegrate them economically and socially. The ILO is providing tailored services responding to the returnees’ needs and is offering a package of interventions that include financial services as well as skills development interventions (life skills, financial literacy, entrepreneurship skills and vocational skills training). To effectively complement these interventions and strengthen the reintegration effort for returnees the ILO would like to partner with a local Nongovernmental Organization to organize returnees into savings and credit cooperatives (SACCOs).

Objective

The overall objective of this assignment is to provide Business Management Skills, (using ILO Generate your Business, Start your Business and Improve your Business tools), financial education and Life Skills training to 3,000 KSA returnees and establish savings and credit cooperatives in the target woredas of Oromia, Tigray and Amhara regions.

The support should specifically aim at:

a) Identifying returnees and providing entrepreneurship (Start and Improve you Business), financial education and life skills training;

b) Providing business development services including mentoring and coaching support for 3.5 months; and

c) Support returnees in establishing savings and credit cooperatives by providing seed money and linking them up to regional cooperative bureaus.

Expected Output

· 3,000 returnees equipped with the necessary knowledge, skills and attitude on Entrepreneurship Skills training (deploying ILO GYB, SYB and IYB tools), financial education and Life Skills training;

· 3,000 trainees coached to be visionary businesspersons;

· Capacity of trainees built to generate business ideas, and change their problems to business opportunities;

· Trainees enabled to review their businesses, identify challenges and draw opportunities;

· Trainees equipped with the knowledge, skills and attitude of Asset Based Community Development (ABCD) concepts;

· Returnees engaged in income generating activities (IGAs)

· Experience sharing opportunities among returnees created

· Technical support provided to establish SACCOs in collaboration with Cooperative offices;

· Business development services including mentoring and coaching support for 3.5 months provided; and

· Returnees are provided sustainable BDS support mechanism through different level SACCOs bureaus.

Target

The beneficiaries will be 3000 KSA returnees (of year 2013) from the three regions namely Amhara, Oromia and Tigray (1000 returnees per region). Specific target Woredas are:

· Amhara: North Shewa zone (Yifat and Ataye), North wollo (Kobo and Mersa), South wollo (Mekane Selam and Kelela) and Oromia special zone (Chefe Robit and Kemisse)

· Oromia: Arsi zone (Sherka and Jeju), West Arsi zone (Gedeb Asasa and Adaba), and Jimma zone (Setema and Sigmo)

· Tigray: Atsbi Wumberta, Wukro, Ahferom, Saesie Tsaeda Emba, Hintalo Wajirat, Raya Alemata, Raya Azebo

Deliverables

· An Inception Report complete with methodology for undertaking the assignment; key resources/materials employed and detailed work plan within one week following the signing of the agreement.

· A Progress Report which summarizes activities implemented and finances utilized.

· A Final technical and financial report once businesses and SACCOs have been established, outputs are delivered and a sustainable support mechanism has been but in place.

Time Frame

The Nongovernmental Organization’s engagement will be for 5.5 months after the signing of the agreement between the two parties. The task will be projected to commence as shortly as possible after the signing of the agreement and approval of the inception phase report.

Required Qualifications/Eligibility

· The Nongovernmental Organization should be capable of assembling/ providing a team of technical experts that can deliver the above activities and outputs. It is expected that the leader of the team will need to have a post graduate Degree in Social Sciences or Development Studies, or another relevant field, with 5 years’ experience.

· Experience working with government and relevant bodies as well as target communities, preferably returnees;

· Knowledge and proven experience in providing life skills training, and business development skills (BDS) and financial literacy training to low-income or vulnerable groups;

· Knowledge of the Savings and Credit Cooperative system in the Country, and proven experience in establishing vulnerable groups and their businesses in the form of SACCOs, and in provision of BDS/coaching support;

· Capacity and mandate to work in the regions of Amhara, Oromia & Tigray;

· Preferably a proven knowledge of the UN system in general and the ILO in particular and their working procedures.

· A local Non-Governmental Organization with a legal status in Ethiopia.

The Fred Hollows Foundation, an international NGO founded in 1992 has been a driving force in the development and implementation of blindness prevention programs in some of the poorest and most isolated regions in the world. Under the guidance and technical support of the MDA Program Coordinator will be responsible for coordinating the implementation of SAFE strategy for trachoma control in all assigned zones of Oromia regional state. S/he provides support to the Oromia Regional Health Bureau in strengthening the implementation of the WHO endorsed SAFE strategy for the elimination of blinding trachoma. S/he will be based in Addis Ababa and is required to travel extensively to project areas.

To be successful in this position, you need to have at least a BSc Degree in Public Health or related fields from a recognized institution and a minimum of five years of relevant experience in public health, eye health or disease prevention and control programs.
