ETHIOPIAN AGRICULTURAL TRANSFORMATION AGENCY

BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Ministry of Agriculture and Livestock Resources, and is Secretary to the Agricultural Transformation Council.

The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Livestock Resources *and the Transformation Council. Within the Agency, issues are divided into three different pillars: Production and Productivity Projects which includes projects related to Agricultural Inputs, Irrigation and drainage, Livestock, Soil, Extension, and mechanization; Agribusiness and Markets Projects which includes ICT for Agriculture, Markets Development, Private Sector in Agriculture and Rural Financial Services; Implementation Support which includes program and project management, Evaluation and Learning, Analytics, and Cross cutting initiatives. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the Agency. Across the verticals, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.*

PURPOSE OF THE POSITION

The Senior Director of Production and Productivity Projects is a senior executive level management position within the ATA administration with the Senior Director serving on the senior management team of the Agency. His/her role will primarily involve managing and supporting Directors of Inputs, Irrigation & Drainage, and livestock Programs each of which has different projects. The senior director will also manage and support leads of specific projects that are related to Soil, Extension, and Mechanization.

The Senior Director will work closely with other senior directorial staff within the ATA, in order to leverage and maximize on synergies across different program types. To this effect, he/she must possess and be able to demonstrate strong verbal and written communication skills and relationship building abilities.

MAJOR DUTIES AND RESPONSIBLITIES

  • Supervise and performance manage the Directors of the various Production and Productivity projects within the ATA that are organized along key focus areas – Inputs, Irrigation & Drainage and Livestock, as well as the leads of projects focusing on Extension, soils, and mechanization.
  • Provide direction, guidance and support to the Directors and project leads under the vertical in order to ensure that high quality deliverables and outputs are created within each project, in line with the ATA’s overall goals
  • Support, enable and facilitate close and collaborative relationships between Directors and project leads and key stakeholders/partners in the course of implementation of projects
  • Critically assess capacity gaps that may hinder effective implementation of activities and develop solutions as required.
  • Coordinate and harmonize the design, implementation and monitoring and evaluation of projects within the ATA’s Production and productivity vertical
  • Support the organization in other operations or roles as required by the CEO

Key functions

  • Member of the Senior Management Team, which is responsible for organizational strategy within the ATA.
  • Direct supervisor of Directors and project leads under ATA’s Production and Productivity vertical, spearheading solution development, reporting and documentation of projects.
  • Facilitator of the required financial, human and organizational resources for the successful implementation of projects.
  • Supporter to the CEO in the creation and delivery of strategies to enhance the ATA, and where appropriate obtain external expertise and counsel
  • Provide guidance to and manage output of the staff within the Production and Productivity vertical and contribute to performance reviews and planning for their continued professional development

Required qualifications, competencies, skills, trainings and experience:

  • 12 years in a senior leadership role within government, an international agency or the private sector
  • Experience in a management or strategy consulting/fast-paced corporate environment

  • Deep understanding of Ethiopia’s agricultural system, with a good perspective on how the system operates and how public, private and informal actors interact within the system

  • Practical experience in implementing solutions at a local level

  • Experience in developing and building relationships between the public and private sector

  • Demonstrable track record of success with program design, performance management, learning systems and monitoring & evaluation

  • Strong team player with outstanding management skills

  • Excellent communication skills

  • Ability to work under pressure and in a constantly evolving and challenging environment

  • Self-starter and self-motivated person

  • At least an MSc degree in Agriculture, Rural Development, Development or other relevant subject. Fluency in Amharic and English is essential. Fluency in at least one additional Ethiopian language is a plus

  1. BACKGROUND

DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UKaid-funded Private Enterprise Program Ethiopia (PEEP) a seven-year £70 million program that aims to support and transform the private sector and Ethiopia’s continued economic growth implemented by Enterprise Partner (EP).

EP is utilising the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes. The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.

The EP pillars are:

  • The Finance Group is expected to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment.
  • The Agro-Industrial Group is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally, this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment.

Background specific to this assignment

Ethiopia has embarked an endeavour of setting up industrial parks to spur industrialization and economic growth. Hawasa Industrial Park (HIP) is the flagship park set up by the government which focuses on Garments export. There are currently 18 factories operating in the park. However, the factories in the park are faced with challenges of high labour turnover and low labour productivity. This is mainly owing to the fact that employees are coming from agricultural background and do not see a future for themselves in the industrial settings. EP has designed an intervention to address these challenges faced by factories in the HIP and beyond.

The intervention designed is an integrated package of savings, loan and entrepreneurship. The integrated scheme aims to increase worker retention and productivity by building a long-term purpose and plan for workers of becoming owners and managers of SME businesses. The intervention also aims to addresses issues related to workers weak capacity on financial awareness, SME business development & market linkages, as well as FDI knowledge and technology transfer. The Brand name of the intervention is ‘TATARI’, Amharic for hard-working or industrious with a caption የነገ ሥራ ፈጣሪ”. A Technical Working Group (TWG) comprised of EP, Commercial Bank of Ethiopia (CBE), Development Bank of Ethiopia(DBE) and Federal Small and Medium Manufacturing Agency (FeSMMIDA) is set up to coordinate the successful implementation of Tatari. Please review the concept note in the annex for more information on the intervention.

2. PURPOSE

The purpose of the assignment is to contract a strategic communication partner to develop a communication strategy, and a campaign plan on various outreach platforms. The immediate purpose of the communication strategy is greater understanding and uptake of Tatari by workers. The long-term goal is to create an awareness among job seekers about the potential career path of working in industrial set-up and how it can impact their life. Potentially using Tatari as a pulling factor for new joiners in to the HIP.

3. SPECIFIC TASKS

The communication partner is responsible for advising, guiding and developing the overall Tatari communication strategy along with related promotion materials design and delivery. The communication partner will also be responsible for ensuring quality delivery of the communication strategy and related materials.

Expected outputs include

Pre-assignment

  1. Proposal
    1. Technical proposal with a proposed communication strategy, a detailed work plan and timeline
    2. Financial proposal with 3 set of budgets as applicable to a small scale, medium scale and large scale implementation plan for the communication strategy

Post-assignment

  1. Inception report detailing understanding of the assignment and related approach to be taken.
  2. Preliminary assessment and a workshop to validate findings
  3. Communication strategy development
  4. Implementation plan which includes production phase and communication tools

Note: Selection criteria will be based on the innovativeness and efficiency of the submitted proposal.

4. QUALIFICATION

Job Experience

  • Minimum 5 years of relevant work experience working as a communication partner for development projects, similar in nature and level of complexity as EP. Please refer to our website www.enterprisepartners.org for more information on EP.
  • Experience in running media promotional campaigns and developing motion graphics to raise awareness for various development partner affiliates, a UN agency or similar international organizations is highly desirable.

Essential Competencies

  • Registered business license for media campaign promotions.
  • Advanced design skills in motion graphics, particularly character animation.
  • Advanced skills working with Illustrator, In-Design and Adobe after Effects and Cinema 4D

5. WORKING ARRANGEMENTS:

A working group (TWG) comprising of EP, Commercial Bank of Ethiopia (CBE), Development bank of Ethiopia(DBE) and Federal Small and Medium Manufacturing Agency (FeSMMIDA) is set up to coordinate the implementation of the Tatari Intervention.

The communication partner shall work with the TWG at all stages of the development process; reporting to Enterprise Partners.

6. TIMELINE:

The Tatari scheme will have a six-month period of pilot projected to take place between July to December, 2018. Following the successful implementation of the pilot, scale up is expected to take place to all factories in HIP and other parks in the country. Accordingly, the communication partner will be critical in designing the communication strategy and related materials in the first three months of the pilot. Learnings from the pilot are also expected to be captured by the communication campaign for continuous communication.

The bidding process and related selection of communication partner is expected to be finalized within the month of June 2018. This allows for two weeks for technical and financial proposal submission and a few days for selection of partner.

Once a partner is selected preliminary assessment and inception meetings need to start within a week period of time. This allows for the validation workshop to take place Mid-July to End-July, 2018. These and other deliverables need to be detailed in a work plan to be submitted as part of the technical proposal.

The Institute for Security Studies (ISS) is seeking an Office Director to head its Addis Ababa office. This is a unique and challenging opportunity for a leader with strategic vision, energy, passion and a sound knowledge of human security in Africa. The Office Director will proactively shape the ISS’ work in the region and with key stakeholders in Addis Ababa.

The position involves three main areas of work and requires competency in all three areas: the day-to-day management of the office and its staff; strategic positioning and profiling of the ISS in Addis Ababa vis-à-vis the African Union and diplomatic community; and contributing to the overall effectiveness of the policy research, technical support and training conducted by the ISS.

This is a senior management position and the successful candidate will be a member of the ISS’ management committee and will report to the Executive Director.

Overview of duties

§ Manage the office on a day-to-day basis, including staff, workplans, budgets and M&E systems as required by ISS procedure

§ Ensure that ISS is strategically well positioned and profiled in Addis Ababa through active and ongoing networking and relationship building with various structures in the AU, regional economic communities, local diplomatic community, government officials, partner organisations and civil society

§ Identify and pursue fundraising opportunities for the office, including writing proposals, regular and ongoing liaison with donors, and writing donor reports

§ Provide strategic and proactive leadership and guidance on key human security developments in the region and on the continent to staff in the Addis Ababa office and ISS as a whole

§ Provide guidance and quality control of relevant research, training and capacity building activities

§ Work closely with ISS Programme Heads and other office directors to ensure communication and collaboration in the planning, implementation and reporting of activities that intersect with the mandate of the Addis Ababa office

§ Contribute actively to ISS strategic planning, management meetings, and other organisational processes

Key competencies required

§ Well developed understanding of human security in Africa and the thematic areas of ISS work

§ Advanced interpersonal, management, leadership and diplomatic skills across all levels of the organisation and with external stakeholders

§ Understanding of the requirements for high quality policy research, practical technical support and training

§ Excellent communication skills, both written and verbal

Qualifications, experience and skills required

§ A postgraduate qualification in social sciences, law, international relations, public policy, or related field

§ Strong management skills with at least seven years in a senior management position

§ Experience with fund raising, donor liaison and donor reporting

§ Business administration or financial qualification will be advantageous

§ Experience in budget planning, efficient monitoring of expenditure and financial reporting

§ Experience working in a policy research environment, or in policy making, government, or an intergovernmental organisation

§ Experience in research, policy advice, training and/or technical assistance

§ Experience in using Results Based Management

§ Willingness to travel extensively in Africa and internationally

POSITION SUMMARY
The office manager is responsible for organizing and coordination of administrative duties and office procedures. The selected candidate is expected to create and maintain a pleasant work environment, ensuring high levels or organizational effectiveness, communication and safety. 
Ultimately, the Office manager should be able to ensure the smooth running of the office and help to improve company procedures and day-to-day operation.

Main Duties & Responsibilities:
  • Maintains office services by organizing and improving office operations, administrative system and procedures; Deployment of attendance system; preparing payroll; controlling correspondence; designing filing systems; reviewing and approving supply requisitions; assigning and monitoring clerical and administrative functions and oversee adherence to office policies and procedures
  • Provides historical reference by defining procedures for retention, protection, retrieval, transfer and disposal of records.
  • Maintains office efficiency by planning and implementing office systems, layouts, and equipment procurement.
  • Designs and implements office policies by establishing standards and procedures; measuring results against standards; making necessary adjustments.
  • Completes operational requirements by scheduling and assigning employees; following up staff performance and work results
  • Keeps management informed by reviewing internal operations, analyzing special reports; summarizing information and identifying current trends.
  • Execute the organization HR function through recruiting, selecting, orienting, and training employees besides keeping personnel records up to date. 
  • Organize induction programs for new employees besides assisting in the onboarding process for new hires
  • Maintains office staff job results to ensure maximum efficiency by coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results.
  • Allocate available resources to enable successful task performance
  • Achieves financial objectives by preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions
  • Manage office G&A budget, ensure accurate and timely reporting
  • Manage contract and price negotiations with office vendors, service providers and office lease Ensure that all items are invoiced and paid on time
  • Organize, schedule and mange top level management meetings and appointments
  • Maintain the office condition and arrange the necessary repairs
  • Point person for mailing, shipping, supplies, equipment, bills and errands
  • Coordinate with IT department for the proper function, preventive maintenance and repair of all office equipment and networks.
  • Provide general support to visitors
  • Effectively deal with correspondence, complaints and queries
  • Address employees queries regarding office management issues (e.g. stationery, Hardware and travel arrangements)
  • Ensure cleanliness of the office and provision of catering service
  • Plan and organize company events, like parties, celebrations and conferences
  • prepare letters, presentations and reports
  • Manage database and ensure security, integrity and confidentiality of data
  • Monitor and maintain office supplies inventory
  • Manage internal staff relations
  • Processing visa and work permits for the company clients and employees
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Maintain a safe and secure working environment with up to date health and safety policies
  • Keep precise records of conversations with all vendors / clients / colleagues / partners and ensure that all records are kept up-to-date and accurate.
  • Submit periodical (Weekly, Monthly, Quarter, Bi-Annual and Annual) plan and report about office activities.
  • Comply professional dress code and maintain a smart, business-like appearance at all times.
  • Present a supportive, positive and enthusiastic attitude towards the job, the company and your colleagues at all times.
