Palladium seeks a Data Demand and Use Technical Advisor to support an anticipated five-year, USAID-funded project in Ethiopia intended to strengthen national health information systems in Ethiopia. S/he will lead project activities related to building capacity for data demand and use among stakeholders for health planning, performance management, and delivery decisions across the health system. S/He will provide technical and strategic direction, leadership, and management oversight to support the process of ensuring use of health information for decision-making. S/He will coordinate and liaise with stakeholders, including government agencies, other donor-funded projects, implementing partners, USAID and other donors, and data consumers to build capacity in using information. The Data Demand and Use Technical Advisor reports directly to the DCOP in activity implementation and management and will be based in Ethiopia.

  • Master's degree in information science, data science, public health, statistics, health informatics, or a related field
  • At least 8 years of experience in working with information systems management and design in the health field for USG-funded projects or other donor funded programs
  • At least 4 years of experience at a managerial or advisor level, providing guidance and supervision in implementation of strategies or methods
  • At least 2 years of experience working in developing countries (preferably Africa), Ethiopian country national preferred
  • Thought leadership in the fields of data demand and use and/or technology for health data analysis, visualization, and interpretation preferred
  • Strong oral and written communication skills, including presentation experience to high-level audiences, and publication in peer reviewed journals, fluency in English and Amharic
  • Strong interpersonal and management skills
  • Proven ability to leverage and manage partnerships and cooperate with host country governments and international partners in implementing multi-intervention health information system projects preferred
  • Strong analytical and conceptual skills and the ability to think and plan strategically, ability to manage a culturally and linguistically diverse staff, consultants and counterparts.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities, often within a required timeframe.
  • Strong technical capacity in integration of information systems, data demand and use, information systems governance and architecture, mHealth required

  • At least 8 years of experience in working with information systems management and design in the health field for USG-funded projects or other donor funded programs

Addis Ababa/Various Locations Love in Action Ethiopia (LIAE)
Love In Action Ethiopia is not-for-profit, non-government charitable organization established and registered in 2001. LIAE was established with a view to exclusively serving the poorest, underserved, most vulnerable, most at risk, and marginalized segments of the population through focusing on the following strategic objectives: Deliver quality, safe and effective health and education services for all people; Promote and foster community based environmental protection and enhancement program; Improve community access to drinking water and adequate sanitation system; Establish community infrastructures; and Promote and implement quality programs/ services to people with disability, elderly, women/girls and other less empowered community groups.

LIAE has been working in four regional states of the country (SNNPR, Oromiya, Gambella and Addis Ababa)embracing more than 50 project sites. So far, since its establishment, LIAE has been putting conscientious effort to directly benefit 1,270,248 lives or people with quality, comprehensive, efficient and inclusive education and health programs and other responsive capacity building service provision strategies.

By support from USAID, Love In Action Ethiopia and PSI collaborate closely to implement USAID HIV Services for Key and Priority Population (USAID HS_KPP) through implementing the following stated key objectives: Increased availability and accessibility of high-quality comprehensive HIV prevention, care, and treatment services for KP/PP; Enhanced Enabling Environment to Facilitate Access to Comprehensive HIV Services for KP/PP; Improved Evidence-Based Decision Making through Planning, Monitoring and Evaluation.

Thus, LIAE is seeking to offer jobs to qualifying professionals who demonstrate the interests and the required technical capacity to Implement targeted HIV comprehensive activities In up to 30 sites and towns in three regions of the country (SNNPR, Oromiya and Gambella).

1. Job Title: Area Managers (3 Persons)
Responsibilities:
  • Coordinate the multi-disciplinary team working of the USAID HS_KPP project at coordination office level.
  • Primary key person for USAID HSKPP project at assigned coordination office.
  • To plan, implement, monitor and evaluate project activities using recommended MELR management guidelines and plans at coordination office level.
  • Support demand creation for clinical service using innovative case finding approach.
  • Support the provision of MARPs friendly Integrated clinical services including HTC, STI, ART and other SRH services In DIC and outreach.
  • Conduct HIV Testing and Counseling (HTC) maintaining all the required standards as per the national guideline.
  • Other duties, responsibilities and tasks as reasonably requested by the organization.
Qualifications and required experiences
  • BSc/MSC/MA in health related field, social science.
  • 8/6 years of experience in project management relevant work experience in community based projects
  • Recent comprehensive ART training
  • Computer application skill
  • Communications skills
  • Fluency in English and preferably also local languages
  • Knowledge of combination prevention and other trainings related to HIV, TB and nutrition will be a plus
Additional skill needed to succeeded
  • Fluency in spoken and written English
  • Strong working knowledge of MS Word, Excel, PowerPoint and other applications,
  • Outstanding communication and interpersonal skills — both verbal and written which will help to deliver message as needed during patient counseling.

2. Job Title: Private-Public-Networks or Facilities (PPN) Health Services Coordinator
Responsibilities
  • Coordinate the multi-disciplinary team working in the PPN for clinical service provision.
  • Support demand creation for clinical service using innovative case finding approach.
  • Provide MARPs friendly integrated clinical services including HTC, STI, ART and other SRH services in DIC and outreach.
  • Conduct HIV Testing and Counseling(HTC) maintaining all the required standards as per the national guideline.
  • Coordinate referral linkage of HIV positive client identified at private clinic, outreach and DIC.
  • Work-up HIV positives clients to enroll to chronic care and start treatment immediately. Provide routine clinical care for PLWHA’s during the Pro-ART and ART statuses.
  • Provide referral, ensuring arrival at receiving facility, and receive referral feedbacks for those clients who need higher level care.
  • Patient evaluation and follow up including counseling on adherence and assist In tracing lost from follow up.
  • Work with government clinical mentors network in the catchment area as and when need arises.
  • Attend regular catchment area meeting and implement action points received during the meeting for better client outcomes.
  • Documentation and reporting of all integrated clinical services activities.
  • Attend LIA’s and PSI’s follow over all activities of the ART team, conduct monthly meeting in performance of the clinic.
  • Facilitate information sharing during regular joint integrated supportive supervision from regional and headquarter team and as well as SIM’s visit by USAID.
  • Ensure patient confidentiality at the highest standard level and follow SOPs to prevent stigma and discrimination triggering patient care approaches.
  • Establish a good working relationship with the public-private-NGO network facilities for better success in referral and inter-network communication.
  • Work as focal person for town level quality assurance/ improvement team, lead regular meeting and follow implementation of QI activities.
Qualifications and required experiences
  • BSc in Clinical Nursing or public health officer.
  • 4 years of experience in relevant work with especial attention to hands-on experience on chronic care and treatment program at least for two years
  • Recent comprehensive ART training is mandatory
  • Computer application skill
  • Communications skills
  • Fluency in English and local languages
  • Knowledge of combination prevention and other trainings related to HIV, TB and nutrition will be a plus

  • Fluency in spoken and written English.

1. Job Title: Program Manager

Responsibilities:
  • Coordinate the multi-disciplinary team working of the USAID HS_KPP project and provide leadership.
  • Primary key person tor USAID HS_KPP project.
  • To plan, implement, monitor and evaluate project activities using recommended MELR management guidelines and plans.
  • Support demand creation for clinical service using innovative case finding approach.
  • Control the provision of MARPs friendly Integrated clinical services including HTC, STI, ART and other SRH services le DIC and outreach.
  • Support the conduction of HIV Testing and Counseling (HTC) maintaining all the required standards as per the national guideline.
  • Other duties, responsibilities and tasks as reasonably requested by the organization.
Qualifications and required experience:
  • BSc/MSC/MA in health related field, social science.
  • 10/8 years of experience in project management relevant work experience in community based projects
  • Recent comprehensive ART training
  • Computer application skill
  • Communications skills
  • Fluency in English and preferably also local languages
  • Knowledge of combination prevention and other trainings related to HIV, TB and nutrition will be a plus
Additional skill needed to succeeded
  • Fluency In spoken and written English.
  • Strong working knowledge of MS Word, Excel, PowerPoint and other applications,
  • Outstanding communication and interpersonal skills — both verbal and written which will help to deliver message as needed during patient counseling.

2. Job Title: Integrated Clinical Service Lead (Biomedical Coordinator)

Responsibilities:
  • Coordinate the multi-disciplinary team working in the DIC for clinical service provision.
  • Support demand creation for clinical services and MARPs friendly integrated clinical services including HTC, STI, ART and other SRH services in DIC and outreach: maintain service standards and confidentialities; coordinate referral linkage, care and treatment programs using innovative case finding approaches and lead, follow and support the quality assurance process of the clinical services.
Qualifications and required experience
  • BSc/MSC in Clinical Nursing or Health officer or Public Health.
  • 8/6 years of experience in relevant work with especial attention to hands-on experience on chronic care and treatment program at least for two years
  • Computer application skill
  • Communications skills
  • Fluency in English and local languages
  • Knowledge of combination prevention and other trainings related to HIV, TB and nutrition will be a plus
