1. Job Title: Procurement Coordinator

Major Tasks:-
  • To develop and implement standardized purchasing policies, procedures and guidelines and recommend buying limits

  • Prepare annual or periodic organizational purchasing plan based on inputs from various departments.

  • To conduct thorough vendor assessments, obtain competitive price quotes and maintain effective vendor base to procure required services, equipment, material and supplies.
2. Job Title: Senior Accountant

Education: BA degree in Accounting, Finance or Business Administration
Experience:
  • Six years or Diploma in Accounting and eight years of progressive work experience in various financial posts
  • Experience in budget preparation and reporting
  • NGO experience is highly desirable
  • Experience on Enterprise resource planning systems like Navision.

Essential Requirement: Knowledge of MS Office and Peachtree Accounting Software Good analytical, interpersonal and communications skills Good work imitation and flexibility
Major Tasks:
  • Verify that all supporting documents are attached with the payment vouchers/cash receipts/Journal vouchers, check the coding and post to the system
  • Post payroll journals transferred from payroll module in Navision system after being checked
  • Prepare bank reconciliation statements
  • Prepare invoices in Navision system for cash and in-kind donations
  • Periodically check odd account balances like receivables, payables, expenses and petty cash accounts
  • Periodically perform application of vendors and customers accounts in the Navision financial systems
  • Follow up that all financial records are entered and posted to the system on time
  • Prepare various adjusting entries when require

SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:**

Under the direct supervision of the Field Coordinator and technically supervised by HR/Admin coordinator based ast Addis, HR/Admin Manager will be the responsible person of the field HR/Admin department with all functions carried out by the department including talent management, contracts management, staff development, THE IRC Way, performance management, on boarding, staff grievance handling, benefits administration, payroll and related payments, follow up on contract extension, Timesheet collection, filing, , Insurance and HRIS. He/She work closely with all departments in the field office and work closely with Addis HR/Admin unit.

The HR/Admin Manager participates in maintaining and reviewing all administrative and human resource systems and procedures. He/She will ensure uniform compliance with policies and procedures at the field site and provides technical support to the field office and the team.

The post holder supervises the field HR Officers and provides technical support for them.

DETAILED RESPONSIBILITIES AND TASKS:

HR Talent Strategy and Talent Architecture:

· Maintain a thorough knowledge of IRC personnel policies and Implement IRC’s new Global HR Operating Policies and Procedures in every site of the field office and ensure all HR/Admin activities are carried-out in adherence to these standards.

· Participate in reviewing national staff policies and Recommend changes/additions/deletions to the HR/Admin Coordinator

· Promote and uphold THE IRC Way: Standards for Professional Conduct.

· Ensure the provision of good quality, appropriate and clearly communicated advice to field line managers on all aspects of HR management, policy and practice, including work force planning, job design, employment law, employee relations issues, and communication and consultation strategies.

· In consultation with the Field coordinator and the HR/Admin coordinator, the HR/Admin Manager should consult line managers in succession planning and in strategic way of talent retention.

· Work with the Field coordinator and HR/admin coordinator on implementation of strategic planning of the department

· Provide advice and support to Field HR teams, all field employees and Managers in interpretation of HR policies and procedures and provide technical support on HR related matters, including but not limited to, recruitment, orientation, career development, performance evaluation, disciplinary action and separation

Talent Acquisition and management:

· Work with Field Coordinator to determine workforce needs, identify the field human resource and competency gaps, and devise a development and workforce plan to promote staff development and retention.

· Plan and respond to the recruitment needs in timely fashion.

· Review job descriptions and Personnel requisition and make recommendations for ensuring accuracy and consistency before sending to AA.

· Advice Supervisors with reviewing job descriptions, posting job advertisements, screening applicants, conducting job interviews/written tests, reference checks, extending job offers, and ensuring new employee’s paper work/hire pack is processed accurately.

· Participate in recruitment process of hire positions. Posting positions in appropriate media, CV review, interviewing, reference check, job offer, leading the orientation and travel arrangement.

· Ensure that recruitment process is fair and transparent and in line with IRC Global HR policies and procedures.

· Ensure proper orientation for all new staff with periodic follow up fields visits for additional support to field teams; collaborate and coordinate with other departments to provide an engaging and welcoming orientation

· Oversee exit management process to ensure unspoiled and positive transition for departing employee

· Ensure the field HR/ Admin staff to conduct exit interviews for exiting national staff and maintain its copies on the file and conduct the exit interview whenever necessary. The exit interviews are supported with monkey survey.

Supervision and Support

· Manage, train, coach HR Officers and Assistant; create detailed plan to build capacity including performance objectives and development in collaboration with Roving HR/Admin Manager, Field coordinator and other HR/Admin staff. Conduct performance evaluation of subordinates timely.

· Work on succession plan for field HR/Admin department staff.

· Ensure that the subordinators are working in a harmonized manner with consistency among application of policy throughout the field offices, and identify and implement mechanisms to ensure cooperation, communication and teamwork.

· Identify the gap the field HR/Admin department and create the solution in collaboration with the HR Coordinator, roving HR/Admin Manager and the Field Coordinator.

· Assess the skill and gap of field HR/Admin staff and recommend training.

· Working with Staff development Manager in assessing training needs for the field office

HR Service and Administration

· Ensure and follow up daily HR-related administrative duties are executed as per the expected quality in a timely manner

· Assist and Review all HR/Admin documents such as payroll, Overtime pay, back pay, severance, adjustments, acting allowance, new employee Insurance list, Hiring recommendation and new contracts etc. … prepared by subordinators before it sends to Addis Ababa

· Review employment contracts purchase requests and payment requests made by other HR staff before it is submitted to Finance

· Ensure the field office organ gram is in line with workday organogram

· Maintain updated tracking of staff Performance Evaluations, different HR related staff data analysis

· Ensure all letters increment, promotion, transfer written in the field are correct and in a timely manner.

· Ensure all the field office full employees files maintained confidentially in a lockable cabinet.

· Maintain updated HRIS /Workday / database as well ensure all the field office HR/Admin staff trained on HRIS and update the database on time.

· Participate on the field office budget proposals.

KEY WORKING RELATIONSHIPS:**

Minimum Requirements

· University Degree/Masters in Management, Business Administration, Accounting or related

· 6 years experience for degree holders and 4 years of experience in office administration and human resource.

· At least 2 years senior level management experience.

· NGO experience in Human resource is preferable.

· Computer literate especially word and excel.

· Excellent in English and Amharic both speaking & writing.

The Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement.

​**Background**

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Yemen (EAY) operation focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrants in Djibouti, DR Congo, Ethiopia, Kenya, Somalia, South Sudan, Tanzania, Uganda, and Yemen. The EAY Regional office also supports non-operational initiatives, focusing on mixed migration issues, civil society engagement, and advocacy and policy initiatives related to displacement.

​The Ethiopia/Djibouti operation falls under the EAY Regional Office based in Nairobi. There are currently over 200 national and 13 international staff working in 12 programme offices across both countries. Current programme sectors include protection, food security, WASH, shelter and NFI, livelihoods, and resilience.

​**Purpose**

DRC strives to be the leading displacement focused INGO in Ethiopia and Djibouti in terms of relevance, impact and quality. Current focus is both emergency programming to address critical needs resulting from conflict, as well as an increased pursuance for recovery programming, durable solutions and sustainable livelihood strategies for the displaced population while building better strategic, programmatic and operational coherence and synergy across Ethiopia and Djibouti. DRC Ethiopia also hosts the newly established Regional Durable Solutions Secretariate (ReDSS) unit and plays a key role in the INGO coordination of the refugee response in the country.

​In close collaboration with the Regional Director; along with DRC and DDG regional staff; CD colleagues and senior programme staff and technical experts, the incumbent’s prime objectives will be to provide leadership and strategic management to maintain DRCs position as a leading INGO in Ethiopia and Djibouti on protection of displaced populations, promotion of durable solutions, oversee the strengthening of DRC’s programme development, quality and accountability framework and be a pro-active partner in the wider regional strategic and programme development process.

​The CD supervises the senior management team for Ethiopia and Djibouti including the DRC Head of Programmes, the Head of Support Services, and Area Managers. A close working relationship will be maintained with the regional senior management team. The CD Ethiopia-Djibouti reports to the Regional Director.

​**Key Responsibilities**

​***Direct managerial oversight and support:***

Ensure that the SMT and PMs have clear and realistic performance based management goals. Tasks include:

  • Direct line management of SMT, Consortium Managers, and country wide programme support team;
  • Support PMs to establish good management support for their teams;
  • Provide on-going support and coaching, and ensure that staff has the necessary capacity to fulfil their responsibilities.

​***Programme Strategy:***

To develop and update the Ethiopia and Djibouti programme strategy, within DRC/DDG’s overall regional and global strategic frameworks. Tasks include:

  • Keeping abreast key conflict and displacement trends in the region impacting the two countries;
  • Identifying key developments and trends in refugee response in countries and position the organisation to best deal with these
  • Ensure that the key regional and global frameworks are contextualised and applied in the country program context and ensure that staff understand these,
  • Leading a consultative process for local strategy development,
  • Leading the Ethiopia and Djibouti annual programme portfolio analyses,
  • Playing a key role in fundraising and donor contract management.

​***Quality and Accountability:***

To be responsible for ensuring that programmes comply with the organisational quality and accountability commitments. Tasks include:

  • Ensure that the Operations and Programme Handbooks are utilized throughout all offices,
  • Lead process of developing and updating the local Humanitarian Accountability Framework and Quality Management System,
  • Promote accountability concepts and practices.

​***Safety and Security:***

To hold overall responsibility for ensuring that DRC’s Ethiopia and Djibouti programme is delivered in a safe and secure manner. Tasks include:

  • Working with DRC’s Regional Security Advisor and country safety specialists to ensure that all EAY security management protocols and procedures are updated, made locally relevant and applied consistently,
  • To be overall responsible for ensuring security analyses is being done collectively and regularly,
  • Ensuring compliance with risk mitigation against corruption, fraud and diversion.

​***Representation, Coordination and Stakeholder management:***

To ensure that DRC/DDG maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors. Tasks include:

  • Representing DRC/DDG at relevant and senior forums/ meetings,
  • Ensuring other staff are appropriately representing DRC/DDG at relevant forums/ meetings,
  • Maintaining agreed profile of DRC/DDG at country level,
  • Conducting regular stakeholder analyses to ensure that DRC/DDG has good understanding of dynamics/ relationships,
  • Engaging in, and where effective, leading coordination processes amongst key stakeholders.

​***Advocacy and communication:***

To lead the Ethiopia and Djibouti team’s advocacy in all DRC/DDG key messages. Tasks include:

  • With Regional Office to prepare and implement an advocacy and communication strategy,
  • Guiding staff to advocate clearly, appropriately and strategically.

​***Financial accountability:***

Ensure that the different programmes deliver financial accountability. Tasks include:

  • Playing an active and coordinating role in linking finance teams with the Regional finance teams, and financial management itself,
  • Ensuring that financial systems are followed by FOs and that financial reports submitted are accurate,
  • Ensuring the finance and programme teams have a productive engagement.

  • A Master’s degree in a relevant field
  • Five years management experience, as head or senior member of humanitarian or development programme/organisation

  • Proven commitment to accountable practices and knowledgeable of quality assurance systems
  • Hands on experience in managing staff in insecure locations and strong human resource management skills in general.
  • Experience of managing budgets and multiple donor contracts
  • Experience in donor contact, fundraising and networking.
  • Fluency in spoken and written English required; proficiency in French is an advantage
