Project description :

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action. Expertise France’s mission is to meet the demand of partner countries seeking to enhance the quality of their public policies in order to address the environmental, social, economic and security challenges they are facing.

Since January 2016 Expertise France is implementing the project “Addressing Mixed Migration Flows in Eastern Africa” (AMMi) intending to support East African countries to address the challenges posed by mixed migration flows. The current action is funded by the Development and Cooperation Instrument of the European Union and its duration is 36 months

This project, implemented by Expertise France in cooperation with other EU Member States, international organizations and NGOs, aims notably at :

  • assisting national authorities in setting up or strengthening safe and rights-respectful reception offices for migrants/asylum seekers/refugees ;

  • supporting and facilitating the fight against criminal networks involved in human trafficking and smuggling through capacity building and assistance to partner countries in developing evidence-based policies and conducting criminal investigations ;

  • supporting local authorities and civil society in Djibouti in the setting up of national legislation and protection mechanism for unaccompanied minors

Overall mission :

The Capitalization-AME Officer will be based in the Addis Abeba office and will be required to travel to our main areas of intervention in the Horn of Africa. The C-AME Officer will work closely with the project team in Ethiopia, Djibouti and Paris, and will coordinate with the project’s partners as well as with other EU-funded projects under the Khartoum Process in the area.

Under the supervision of the Project Director in Addis, the C-AME Officer will :

  • Lead the capitalization exercise of the AMMi project ;
  • Ensure that the results of this exercise are appropriately disseminated ;
  • Support the M&E process ;
  • Contribute to capacity building.

1 Capitalization / lessons learnt:

  • Design an internal methodology to assess strength and weaknesses of EF in each component of the AMMi project ;

  • Carry out the capitalization exercise in coordination with the project team ;

  • Conduct capacity building with the team on importance/methodology and tools of capitalization ;

  • Produce capitalization documents aiming at different targets (internal EF, donor, beneficiaries).

2 Enhance visibility of the project through adapted communication strategy:

  • Develop and implement a communication strategy & tools (newsletter, events and other initiatives) to promote project’s achievements ;

  • Develop and ensure dissemination of lessons learnt materials through appropriate means.

3 Support M&E process:

  • Review all internal and external reports and publications regarding the project ;

  • Provide technical support for monitoring and evaluation of the project in coordination with project team and external service provider in charge of M&E : lead monitoring visits, update & follow up indicators to capture quantitative and qualitative results

  • Identify and document success stories and lessons learnt ;

  • Draft ToR and participate in the selection of the service provider for the final evaluation of the project.

Profile :

  • Master degree in international cooperation/development, project management or any other related fields ;
  • Excellent analytical skills and knowledge of research, information management and analysis processes ;
  • Excellent English writing skills ;
  • Good level of French appreciated ;
  • Strong organizational skills and attention to detail with the ability to manage priorities, take initiative, meet multiple deadlines, and work without constant supervision ;
  • Demonstrate clear analytical thinking and problem-solving abilities.

Professional experience :

  • Minimum 3 years of professional experience, out of which minimum 2 years in M&E, capitalization, project management and/or capacity building
  • Previous experience abroad in the field of humanitarian/development work mandatory, and preferably in the Horn of Africa
  • Experience in dealing with EU donors preferable
  • Demonstrated experience/interest in the field of migration appreciated

The project is being implemented in three worst administrative zones (Doollo Zone by Oxfam, Shebele Zone by SCI and Afder Zones by IRE) of Somali region which is worst affected due to drought. The total project value is approximately 2.6 Million Euro

The Role

The Consortium Coordinator will be the key focal point to ensure coordination among the consortium members and regular communication with ECHO post in Ethiopia. Consortium Coordinator will ensure a proper work plan developed and followed, financial analysis done on a monthly basis, donor reporting (interim and final) done in a timely manner and quality of the implementation.

IRC provides emergency education, both formal and non-formal, psychosocial support and vocational training for youth, child protection, water supply improvement, sanitation promotion, HIV/AIDS awareness and prevention, reproductive health education and services, and community well-being initiative (CWI) prevention of and response to gender based violence.

SCOPE

IRC Ethiopia seeks an experienced training and staff development manager who will be responsible for staff training and development in HR/Admin department in retention contract. The training and development manager is responsible to drive the organization staff development strategy, oversee its implementation and assess its outcomes. The position holder will also responsible to identify employees training and developmental needs which will in turn help to improve employee’s performance and career path as well help the organization to retain its competent staffs.

As a member of HR team, the training manager works with all departments to enhance employees’ skills, performance, productivity and quality of work.

RESPONSIBILITY

· Identify and assess future and current training needs through analysis, development plans, annual performance appraisals and in consultation with managers

· Prepare various training materials and deploy wide variety of training methods

· Propose, facilitate and conduct different training and development programs

· Assess and evaluate the proper delivery of induction and orientation sessions and prepare TOT programs for the focal persons.

· Facilitate in-house tailored training in collaboration with different selected employees and their supervisors

· Trains, coaches and advise managers and supervisors who are involved on employees learning and development

· Monitor and evaluate ongoing or completed staff development/training program’s effectiveness and success and produce report.

· Modifies programs as needed

· Maintain a keen training trends, best practices and put lesson learned for future use

· Work effectively as an HR team member and other staff.

EXPECTED HOURS TO WORK

· The candidate should dedicate 10 working days per month or 80 hours/per month.

· The position requires up to 50% travel to different field offices

REQUIRED QUALIFICATION

· MA or BA degree in Management, leadership, Business Administration, HR or relevant field

· A minimum of 6 years of related experience

· Excellent communication skill

· Experience in training needs assessment and leadership/management training facilitation is mandatory

Background

The International Rescue Committee (IRC) is an international NGO that responds to humanitarian crises and helps people to survive, recover, and rebuild their lives. The IRC has been working in Ethiopia for over 17 years implementing emergency and resilience programming in the areas of WASH, education, livelihoods, reproductive health, women and girls programming, and child and youth protection and development.

IRC Ethiopia is part of the Creative Associates-led and USAID-funded READ II program, which launched in early 2018. The goal of this five-year program is to improve the reading proficiency and educational attainment of 15 million children in Ethiopia so they can lead productive lives and drive Ethiopia’s economic, social, and political development. READ II will provide students in six target regions – Addis Ababa, Amhara, Oromia, Somali, SNNPR, and Tigray – with a learning-supportive environment in schools, communities, and homes.

One of READ II’s objectives is to assist students who are chronically or unexpectedly confronted by the effects of dire poverty, conflict, or emergency events. Supporting this objective is a Crisis Modifier (CM) fund that will be accessible by humanitarian agencies to deliver emergency responses that improve education outcomes and protect educational development investments. The IRC will operate the CM for READ II.

The IRC seeks a dynamic Crisis Response Coordinator to manage and direct the CM. The ideal candidate will have a strong background in education programming, emergency preparedness and response, humanitarian coordination, partnerships, grant management (proposal review and reporting), and external representation. She/he will supervise three staff: a Crisis Response Program Manager, a Crisis Response Partnerships Manager, and Crisis Response Partnerships Officer.

The CRC will be based in Addis Ababa with frequent travel to the field (40-50%). She/he will be based at the READ II office in Bole, with 10% of her/his time spent at the IRC Ethiopia office in Bole for consultations with IRC colleagues from Education, Grants and Partnerships, Emergency Response, and Finance. She/he will report to the IRC’s Child and Youth Protection and Development (CYPD) Coordinator on technical matters and to the READ II Senior At-Risk, Vulnerable & Refugee Specialist on a day-to-day project management and implementation.

Specific Responsibilities

Crisis Modifier Design and Capacity Building

  • Lead the design of CM eligibility criteria and intervention triggers.
  • Develop EiE rapid assessment tools, train READ II staff and partners on the tools, and organize assessments in the event of an emergency.
  • Develop and oversee a crisis monitoring/early warning system to ensure the CM can rapidly respond to emergencies that impact education outcomes.
  • Support partners in the planning and implementation of EiE responses.
  • Develop an M&E system of the CM to track beneficiary numbers and measure the impact of interventions.

Emergency Partnerships and Sub-Grant Management

  • Create a map of potential partners for EiE responses.
  • Create a detailed database of past and current EiE responses and electronic and hardcopy files of sub-award documents.
  • Ensure pre-award due diligence processes are executed for new sub-grantees, including thorough appropriate vetting, analysis of risks associated with the award, and the identification and implementation of appropriate measures to manage those risks, working with other departments as appropriate.
  • Conduct technical review of sub-award proposals and lead the final approval process.
  • Ensure the effective startup of sub-awards, including sub-award opening meetings with partners;

· Ensure sub-grantees/partners are being monitored for donor compliance and progress against objectives, develop monitoring tools as needed, and ensure key monitoring information and learning are documented;

· Participate in regular partner monitoring visits to ensure that partners operate in compliance with IRC and donor sub-grantee regulations;

· As needed, enforce timely submission of financial and activity reports from sub-grantees.

· Facilitate internal and external evaluation of emergency responses.

Representation, Coordination and Networking

  • Participate in Cluster, Taskforce, and other coordination meetings related to emergency preparedness and response, including those focused on education; prepare meeting notes as required and share these with all concerned.
  • As requested by the READ II Senior At-Risk, Vulnerable & Refugee Specialist, represent READ II and the CM at high-level donor meetings.
  • Execute any other tasks as directed by the Senior At-Risk, Vulnerable & Refugee Specialist.

Qualifications

  • Undergraduate university degree in Education or related field from a recognized university with at least 8 years of relevant work experience or a Master’s Degree with a minimum of 5 years of relevant work experience.
  • Experience with Education in Emergencies (EiE) programming in Ethiopia.
  • Experience in emergency preparedness and response in Ethiopia.
  • Experience working with an NGO required; experience working within an NGO consortium is desired.
  • Strong project management skills and demonstrated ability to plan, organize, and supervise implementation of programs.
  • Demonstrated experience with grant management, reporting, and budget management.
  • Thorough knowledge of current disaster management issues in Ethiopia and understanding of roles of different stakeholders.
  • Ability to work under pressure, long work hours and high workload.
  • Excellent representation and interpersonal skills.
  • Excellent communication in Amharic and English is mandatory (verbal and written).
  • Self-motivated, honest, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Proficiency with computers, email and and Microsoft Office (Word, Excel, Power Point, Outlook) applications.
  • Demonstrated experience with staff supervision, mentoring, and team building.

1. Fulltime Consultants

Qualification: Second or advanced degree in management, business administration, strategic management, economics, marketing management, leadership, public administration, development studies, monitoring and evaluation, and educational research, with CGPA of 3.5 or above (of a possible 4.0) at both at graduate and undergraduate levels from a reputable and an accredited university.
Experience: Exceptional and highly talented graduates with or without consultancy and research experience

2. Fulltime Trainee Consultants

Qualification: First degree in business administration, public administration, leadership, development studies, marketing management, economics or monitoring and evaluation with CGPA of 3.5 or above (of a possible 4) or comparable grade on other standards from a reputable and an accredited university.
Experience: Exceptional and highly talented graduates with or without any work experience

3. Accountant

Qualification: TVET Level 4 and Above Graduate or Diploma or bachelors Degree in Accounting
Experience: Highly talented graduate with or without experience in accounting and secretarial science
Required competencies and personal characteristics for all positions
Candidates who can demonstrate:
  • Independent thinking, creativity and entrepreneurialism
  • Ability to work under pressure and put ideas into actions
  • An aptitude for learning rapidly from new experiences
  • Ability to lead and motivate others
  • Strong quantitative skills
  • Fluency in written and spoken English
  • Strong computer skills with more than average typewriting skills
Salary and other benefits will be negotiable, and all positions are based in Addis Ababa but will involve travel to the regions and even outside Ethiopia.
