Ethiopia: HIV/AIDS Mid-term Evaluation Consultant Job Vacancy in Ethiopia

Chemonics seeks a consultant to assess the overall midterm performance of the national HIV/AIDS Multi-Sectoral Response Strategic Plan (2015-2020). The consultant will evaluate the plan in terms of achievements, challenges/gaps, opportunities, and best practices to help determine a way to achieve the plan’s global and national targets. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Assess the governance, coordination, and management of the HIV/AIDS Multi-Sectoral Response Strategic Plan
  • Assess the epidemiology of HIV in Ethiopia to understand progress, gaps, and focus areas as well as the capacity of national surveillance systems to directly measure the level and trends of HIV burden of disease
  • Review progress toward and capacity requirements related to achieving national HIV response goals and targets; assess the implementation status of the HIV/AIDS Multi-Sectoral Response Strategic Plan (2015-2020), identifying challenges and best practices as well as proposing options for improvement
  • Review the extent of existing interventions and look for additional evidence-based and priority interventions
  • Assess existing capacities and make recommendations to further strengthen supply chains, information systems, laboratory systems, and health workforces
  • Review HIV program financing, assess funding trends, and map funding resources and gaps to achieve the strategic plan’s objectives and targets
  • Recommend next steps based on the plan’s review

Qualifications:

  • High-level technical expertise in evaluating the implementation of clinical and non-clinical components of HIV/AIDS programs; in-depth knowledge of current global strategies
  • High-level technical expertise in reviewing and evaluating the supply chain management systems of national HIV/AIDS programs in terms of forecasting and supply planning, procurement, warehousing and distribution, and health systems strengthening
  • Experience designing strategies for supply chain management systems that are part of national programs
  • Expertise in HIV prevention, care, and treatment, including prevention of mother-to-child transmission and collaborative activities related to tuberculosis and HIV
  • Expertise in HIV/AIDS epidemiology as well as monitoring and evaluation
  • Expertise in designing HIV policy recommendations
  • Expertise in HIV laboratory systems and HIV/AIDS-related commodities and supply management
  • Excellent report-writing and presentation skills; willingness to work with a team of experts within a defined timeline
  • Demonstrated leadership, versatility, and integrity

Background

The International Labour Organization (ILO) partnered with the Swedish International Development Cooperation Agency (Sida) and H&M to implement a three year project entitled “*Improving Industrial Relations for Decent Work and Sustainable Development of Textile and Garment Industry in Ethiopia*”. The project aims to contribute to national development by supporting the development of socially sustainable textile and garment industry through improved labour relations, productivity, wages and working conditions. For this purpose, the project employs a multi-pronged approach to assist the government, social partners, selected factories and major stakeholders of the industry at national, regional and enterprise levels. The project is implemented by ILO in collaboration with the tripartite constituents.

The textile and garment industry is one of the priority sector in Ethiopia. It is generating a new dynamism in the development of the manufacturing sector by attracting foreign direct investment and creating jobs. The sector however is facing many challenges. The study conducted by the ILO shows that absenteeism, high staff turnover and low productivity some of the bottlenecks confronting the sector. In many of the factories, production system requires significant changes in the organization of production, management of data and upgrading the skill of operators, supervisors and managers to improve productivity.

Purpose of the assignment

The objectives of the assignment are to identify challenges of productivity and competitiveness of the selected factories and propose comprehensive strategy including training to improve the productivity and competitiveness of the factories

Eligibility Criteria

Applicant should meet the following minimum requirements;

· Extensive local and international experience on productivity improvement support to Garment and Textile Factories

· Prior experience of conducting production management capacity assessment and skill matrix

· Extensive experience on training, coaching and manual development

· Demonstrated ability to support textile and garment industries on improving and developing productivity management system

·

Duration

· Duration of the assignment will be 6 months, starting from signing of the contract.

ChildFund Ethiopia, an international non-profit humanitarian organization working in different regions of Ethiopia for the well- being of children, is seeking to recruit an experienced and qualified Procurement Officer for Emergency Program.

The Procurement Officer is responsible for providing procurement and logistics services to ChildFund Ethiopia emergency response projects include, procurement, delivery, and maintains suppliers’ data base, documentation and reporting of all procurement activities of the organization.

Principal Duties
  • Compile emergency projects procurement plans and emergency procurement justification approvals as applied.
  • Establishes and update an approved pre-qualification of suppliers of goods and services list (PQVL) for emergency procurements.
  • Responsible to ensure that materials purchased are of appropriate quality, price and timely in accordance with the applicable policies and procedures.
  • Solicits Performa Invoices, receives sealed bids and presents to the procurement committee for evaluation.
  • Obtains approval from the ND, RO and IO as appropriate before issuing purchase order Or signing contracts for purchasing emergency projects goods and services.
  • Support the emergency team in cost estimation during project proposal.
  • Maintains and updates standard specifications for major emergency procurement items.
  • Liaises with all departments to prepare emergency projects procurement schedules for effective cash flow projections.
  • Prepares purchase orders for the pre-qualified suppliers/vendors based on properly approved requests and get them signed by the authorized officers.
  • Solicits technical assistance and support of departments and the compliance officer in matters requiring technical competency and decision related to procurement of goods and services as required.
  • Liaises with the Finance Department to ensure that contracted suppliers are paid for the services/goods offered to ChildFund.
  • Performs other duties as directed by line manager.
Required Knowledge, Skills and Personal Attributes
  • Outstanding written and oral communication skills in English Good understanding of office administration practices and contact negotiation

We are seeking to fill the vacant position of Head of IFRC Delegation and Permanent Representative to Africa Union & International Organisations in Africa

The Head of Delegation and the Permanent Representative to the African Union and International Organisations (HoD) advocates for heightened Red Cross Red Crescent influence and support for our work.

Based in Addis Ababa, the HoD focus will be to :

  • Strengthen relations with external and public partners including the African Union, inter-governmental organisations, governments, international organisations, and other network and institutions to help position African National Societies and the International Federation as the leading humanitarian development organisation;
  • Lead in the strengthening relations with Africa Union (AU) and the United Nations Economic Commission for Africa (UNECA) on a permanent representation and observer status accorded to IFRC by these institutions. Engagement with these institutions provides expanded opportunities for the development and implementation of strategies for diversifying and increasing resource mobilisation for African National Societies and the International Federation.

The HoD supports the efforts to advocate and promote S2020 in Africa Region by working with the national societies and Movement Partners; specifically to ensure effective advocacy, communication and promotion of S2020. support in the , advocacy with African governments through the African Union and other inter-governmental organizations on, disaster laws legislation, external relations and public affairs, resource mobilisation and strategic partnerships within the Red Cross/Red Crescent Movement and externally.

The HoD reports to the Director of Africa Region and is a member of the Strategic partnerships global team.

The HoD plays a key role in assisting the Director of Africa Region in co-ordinating the organisation of Pan Africa Conference (PAC), in addition to supporting the functions of strategic partnerships, humanitarian diplomacy, external relations and Africa Union /international organisations representation in Africa.

  • Report the VAT every month (1x per month)

  • Collect bank statements at the end of the month (1x per month)
  • Present import declarations and commercial invoices at the National Bank (2x per month)
  • Deal with all immigaration issues for ex-patriat employees i.e. obtaining, renewing work permits
  • Submit and collect docuemnts from various government agencies
  • Buy and manage office supplies
  • Prepare a bi-weekly report on foreign currency application submissions and approvals.

Experience and qualification

  • Past experience working in import or manufacturing firms as a liaison officer or import office would be ideal

Specific tasks are to manage and coordinate the implementation of the project on the ground,

i.e. in the refugee camps of Hitsats and Shimelba and the neighboring communities; prepare plans and budgets of operations and follow up the respective implementation; represent the project towards national and local authorities, international agencies, local stakeholders, communities, etc.; ensure the use of correct procedures as laid down by HELVETAS and the donor agency; ensure compliance to the established policies and procedures for the procurement of goods and services; monitor the project in all its components, including the projectˇs administrative and financial management; contribute to the preparation of the required operational and financial reports; guide, advise and supervise the work of the project team; inform about variations and/or suggest revisions concerning the original project document and budget, as well as annual plan of operation and corresponding budget; ensure the visibility of the donor and the implementing partner NGOs.

Qualification, Experience, and Skills: M.Sc. in development  cooperation

and/or emergency/aid work or related fields; at least

Position-2: Project Officer WASH, reporting to the Project Manager

Main tasks: Plan and follow up implementation of work in the field of WASH (installation/rehabilitation of wells and roof water harvesting systems; construction/rehabilitation of latrines); responsible for  the  installation  and testing of WASH related infrastructure; plan and coordinate the procurement of required materials; identify and select suitable suppliers for WASH services and equipment, and supervise the work assigned to them; mobilize persons from the refugee camps and the neighbouring communities for WASH related activities; liaise with local authorities in the camps and nearby communities.

Qualification, Experience, and Skills: B.Sc. or M.Sc. in water engineering, sanitation, public health, or related disciplines; at least 5 years of experience in WASH in rural settings; ability to work in remote, harsh environments/areas; computer literate; knowledge of English (written and spoken).

Position-3: Project Officer Livelihood (and business training & promotion),

reporting to the Project Manager

Main tasks: Facilitate the organization and implementation of capacity building activities related to livelihood and business development; liaise with local TVET providers for the development of new training modules and subsequent training  provision;  arrange  for  staff  training  (training of trainers); organize and coordinate the training in the camps and the nearby communities; design and distribute start-up kits for trained youths and community members; facilitate connection with the local labour market and micro-finance institutions; select, shape and insert trainers and instructors; and develop mentoring services and networking for micro/small businesses.

Qualification, Experience, and Skills: B.Sc. or M.Sc. in rural development or business development or skill development or related disciplines; at least

 

5 years of experience in livelihood development or business development or TVET with focus on rural settings; practical experience in training related to livelihood and/or business development; ability to work in remote, harsh environments/areas; computer literate; knowledge of English (written and spoken).

Position-4: Administration and Finance Officer, Reporting to the Project

Manager

Main tasks: Provide administrative and financial management services  to the project; keep the required books of accounts for proper financial management; support the Project Manager in financial and administrative matters with special focus on procurement procedures for services and goods; ensure the correct application of financial tools and procedures as provided by HELVETAS and as required by the donor agency; ensure adequate and timely communication with the Project Manager on financial matters; prepare regular financial reports which are to be submitted to the HELVETAS Programme Office in Addis Ababa; interact with the Head of Administration and Finance at HELVETAS Ethiopia with regard to financial planning, fund transfer, and financial reporting.

NRC assists refugees within the sector of shelter, education, livelihood and food security, WASH and ICLA in five regions in Ethiopia. NRC is also supporting Urban refugees in Addis Ababa city by providing livelihoods opportunities, information and access to education for the most vulnerable community members.

The Hope and Opportunities for People in Ethiopia Programme is an initiative being implemented by a consortium of four INGOs – NRC, ZOA, IMC and Plan International, with funding from the Netherlands’ Ministry of Foreign Affairs as part of the wider Addressing Root Causes (ARC) programme in Ethiopia. HOPE focuses on addressing root causes of risky irregular migration in Ethiopia and entrenched vulnerability for many of the youth living in the country. HOPE’s ultimate goal remains to reduce some of the root causes that can pressure vulnerable people to take dangerous and risky migration routes that present a significant protection risk to them and a threat to their safety and wellbeing. The primary focus of this consultancy relates to the objective;

“Youth at risk of migration have an increased awareness of potential risks of migration, and have access to trustworthy sources of information on opportunities in Ethiopia and possible destination countries – enabling them to make informed decisions.’’

The purpose of this consultancy is to further this objective by developing messages, or ‘scripts’, that can be delivered by facilitators in small group sessions lasting 20 to 30 minutes, as well as by designing short (one page) leaflets that can be disseminated during these group sessions. Primary target audiences include Ethiopian youth, Somali refugee youth, and Eritrean refugee youth, while secondary target audiences include the families, peer groups, and religious/cultural leaders of each of these primary audiences.
