IWaSP programme                                                                       

IWaSP is an international water security programme which combines global best practices in water stewardship with local know-how. This innovative programme enables partners to adopt a comprehensive and cost-effective approach to managing water risks for people, businesses and the environment. In Ethiopia, IWaSP is currently co-leading the development of two multi-stakeholder partnerships in Hawassa and Sebeta.

Major duties and responsibilities 

The Senior Programme Officer will join a dynamic international team to support the development of the programmatic content and institutional set up of several multi-stakeholder partnerships. Major duties comprise:

·        To help establish and/or nurture constructive working relationships with and amongst numerous stakeholders from the private sector, the public sector and civil society;

·        To contribute to the design, planning, coordination and implementation of a series of partnership projects tackling water challenges on different dimensions (i.e. infrastructures and system, water management, water governance);

·        To produce technical reports and support the team’s M&E and knowledge management efforts;

·        To partake in learning, knowledge sharing, and advocacy events at regional, national, and international levels;

·        To help ensure high integrity standards in partnerships;

·        To support other related activities as assigned.

 

Job Requirements

Profile

Required skills and abilities

·        Higher degree in water and environment-related fields; development, international relations, policy, or law, or other relevant fields

·        Strong analytical skills;

·        Demonstrated strong project management skills;

·        Very good communications abilities;

·        High degree of autonomy, initiative, efficiency, punctuality, integrity and accountability;

·        Demonstrated teamwork experience;

·        Very good command of oral and written English;

·        Very good command of Microsoft Office;

·        Readiness to upgrade skills and continuous learning.

Desired skills and abilities

·        Demonstrated interest in water governance, natural resources management, or catchment-based approaches;

·        Presentation and facilitation skills;

·        Business mindset and entrepreneurship spirit.

Required Experience

·        At least 5 year experience in related work areas.

Desired Experience

·        Prior experience in multi-stakeholder collaborations;

·        Familiarity with GIS tools;

·        Experience in the development of business plans.

GIZ has been commissioned by the German Ministry of Economic Cooperation and Development to support the African Union on migration and displacement. The three-year project, running from January 2018 until December 2020, has the objective of strengthening the capacities of the African Union to realise its mandate in the area of migration, mobility, and displacement.

GIZ AU Office Ethiopia is recruiting a fulltime Programme Officer for the GIZ AU CFTA Programme.

Position:                                Programme Officer Trade, Support to the African Union on the CFTA

2.    RESPONSIBILITIES AND TASKS

The “Programme Officer Trade” will work under the overall guidance and direct supervision of the Programme Team Leader and hence being fully accountable to him/her. He/she will implement daily operational aspects of all issues related to the project. He/she will process technical aspects and further develop the area of responsibility in accordance with the specified quality standards of GIZ. He/she will maintain a good flow of communication and information between all involved institutions and counterparts and GIZ. He/she will be fully in charge of the technical and organisational preparation and implementation of project activities and events.

 

The duties and responsibilities will include the following:

 

1.      Management and coordination

The technical professional,

  • Coordinates, facilitates and/or contributes to preparing and conducting programme activities and carries out other activities required for implementing individual tasks and components of the programme
  • is responsible for approving and controlling expenses for project activities in accordance with the prevailing provisions
  • conducts studies and analyses on relevant aspects of the CFTA and related trade matters
  • contributes to further develop the programme according to developments in the context of the CFTA negotiations and the continental trade landscape and in GIZ’s Capacity Works standards
  • assists the partner institution AU in consultation with the GIZ officer responsible for contracts and finance with the settlement of financial contributions according to GIZ internal rules and regulations
  • assists the project with all organisational and management issues
  • participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts
  • is jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities

 

2.      Communication and networking
The technical professional,

  • develops and maintains contact with all important stakeholders
  • provides technical assistance to local and international experts

§  Takes charge of the knowledge management of the programme: keeps the knowledge management platform up-to-date; collects processes and distributes relevant information, monitors communication and interaction between the AU and other stakeholders through analyses of the media, direct dialogue, participation in meetings and seminars etc.

1.    QUALIFICATIONS, SKILLS AND EXPERIENCES REQUIRED

  • University degree (master’s degree) in an area that is related to the project/programme objectives, with a focus on a relevant field (equivalent to BA or MBA) preferably in economics, law, business management and/or administration, international cooperation or any other relevant subject

§  At least 5 years’ professional experience in a comparable position;

  • Experience in collaborating and/or working with international organizations and/or civil society organizations;
  • Experience in the area of trade, international trade, regional integration or a related topic will be an advantage;
  • Excellent communication skills both written and oral in English;
  • Willingness for travel within Africa;
  • High level of independency, commitment, self-initiative, integrity, and accountability;
  • Computer skills in office applications;
  • Good intercultural communication and capacity to work in inter-disciplinary environments; Strong team orientation and flexibility to assume new tasks.
