Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Since 1995, IOM has been collaborating closely with the Government of Ethiopia to implement a wide range of programmes and projects covering various programmatic areas, such as Migration Management, Refugee Resettlement and Repatriation, Emergency and Post-Crisis, Migration Health. IOM has a main office in Addis Ababa and seven sub-offices / field offices across the country. In 2005, the IOM Office in Ethiopia was designated as the IOM Special Liaison Office (SLO) with important functions of liaison to the African Union (AU), UN Economic Commission for Africa (UNECA) and Intergovernmental Authority on Development (IGAD), in addition to implementation of projects and program activities. The IOM/SLO therefore not only implements Ethiopia-specific projects in partnership with the Government and relevant projects with regional coverage, but also undertakes liaison and advocacy activities with various multilateral institutions at the continental and regional levels to enhance research, policy development and dialogue on migration-related matters.

The IOM/SLO’s Emergency and Post Crisis (EPC) Unit’s programmes provide humanitarian assistances to internally displaced persons (IDPs), refugees and hosting communities by working in close collaboration with the Government of Ethiopia (GoE) and humanitarian partners in the country. The Unit’s work in the area of IDPs includes Displacement Tracking and Monitoring (DTM), Provision of Emergency Shelter and Non-Food Items (ES/NFI), Dignity and Sanitary kits, ES/NFI Cluster Coordination and Durable Solutions, whereas refugee focused programmes by the Unit include Border evacuation and Relocation/Transportation, Transitional Shelter and Livelihood.

The EPC Unit envisions to scaling up its programming and operational capacities in the area of Transition, Recovery and Durable Solutions (TRD) to adequately respond to the increasing and recurring humanitarian crisis through strengthening its programming towards addressing underlying factors that continue to uproot more and more rural communities such as in area of resilience building, prevention and management of clan conflicts, community stabilization, livelihood recovery and restoration. This Peace-building JPO position is therefore designed to assist EPC in the process of scaling up its programming in the TRD through assuming the peace building, conflict management and prevention core functions.

The Emergency and Post Crisis (EPC) Unit of the IOM/SLO Addis Ababa is therefore currently seeking a highly competent and dynamic Peace-building Junior Professional Officer (P-JPO) to support its Transition, Recovery and Durable Solutions (TRD) portfolio.

Core Functions / Responsibilities:

The Peace-building Junior Professional Officer (P-JPO) will work under the overall supervision of IOM Ethiopia’s Head of Programs, the direct supervision of the Emergency and Post-Crisis Programme Coordinator and in close collaboration with the Transition, Recovery and Durable Solutions Manager (EPC). The P-JPO’s duties and responsibilities will include:

  1. Identify and map relevant stakeholders and develop potential partnership and collaboration forums and strategies to help the Units peace building and conflict management programming.

  2. Compile, review and document national, regional and international instruments, policies and strategies relevant for peacebuilding/ conflict management initiatives.

  3. Under the guidance of the Transition and Recovery Manager, with the support of DTM and IDP Database colleagues review and analyse studies, assessment reports and Displacement Tracking and Monitoring (DTM) reports and prepare IEC tools and reports on displacements related to inter/intra-clan, resource based and cross-border conflicts.

  4. Identify opportunities and prepare concept notes, information tools to support project planning and development needs of the EPC/TRD in close collaboration with the Unit’s Project Development team.

  5. Track/develop and modify documents tools, methodologies and approaches used and tested in the context of conflict management and peace building initiatives;

  6. Monitor deadlines and support the compilation and drafting of reports, including monthly, quarterly, interim and final narrative reports, as required by IOM, project donors, and other government and non-government partners and provide support to ongoing monitoring and evaluation work;

  7. Assist the planning, organizing, agenda setting and documenting of coordination forums that EPC team conduct with relevant government counterparts and humanitarian partners relevant to the TRD.

  8. Support EPC’s plan during joint assessment field missions to conflict related incidents and displacements and prepare highlights on major recommendations set by assessment team.

  9. Support the collection, preparation and dissemination of case stories, best practices and success stories to promote visibilities of the unit’s activities in close collaboration with the Mission’s Communication Groups.

  10. Follow up and support the Unit’s effort and contribution to joint initiatives including Cross-border programming, consortia and partnerships in close collaboration with the Programme Coordinator.

  11. Liaise with the IOM/SLO, Programme Support Unit (PSU), Regional Office in Nairobi and IOM HQ in Geneva, as well as other IOM missions to ensure timely drafting, compilation and submission of project concept notes and proposals (including work plans and logical frameworks) in compliance with donor requirements;

  12. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education:

• Advanced university degree from an accredited academic institution in Law, Political Science, Conflict Management, International Development, International Relations, or related social science fields.

Experience:

• Minimum of 2 years work experience in conflict resolution, peacebuilding and support to institutional development in the context of conflict prone rural, mobile or pastoralist communities.

• Ability to collect and analyse data on conflict induced disasters, forced displacements as well as capacity building and peace building.

• Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and

Photoshop.

• Experience of working in a multi-cultural setting.

• Advanced English writing, communication and negotiation skills.

Languages:

Fluency in English required. Working knowledge of Amharic and other IOM Official Language

• Gain experience in working with governmental, non-governmental and United Nations institutions in Ethiopia.

Project Summary:

The five-year READ II project, funded by USAID, will boost the quality of literacy instruction and student support, reaching out to children at risk of failure and dropout caused by cognitive, emotional and physical effects of hunger, violence, and displacement. READ II seeks to better equip teachers with effective early grade reading instruction techniques and materials in seven mother-tongue languages and English, while simultaneously building a culture of reading in the school, home and community.

Position Summary:

The Security Coordinator works with the HQ Security Manager to manage and coordinate all Creative security and safety programs, plans and policies relevant to the project including detailed security procedures that comply with Creative security policies. This will include emergency response drills and communication procedures for the project.

Reporting & Supervision:

The Security Coordinator will report to the Logistics Manager.

Primary Responsibilities:

  • Provide security, safety and risk mitigation and ensure that project staff complies with project security procedures.
  • Monitor and analyze the ongoing threat environment faced by the project and brief the leadership accordingly. Distribute threat warnings to all staff as appropriate. Ensure that appropriate risk migration measures are taken by the project to respond to the threats or changes in threats faced by the project. This is to include physical protection measures, safe working routines, movement restrictions, protection equipment and security staff provision, as required.
  • Oversee movement control and coordination for the project, including driver and vehicle deployment and staff whereabouts.
  • Oversee any security provider contracted by the project to ensure contractual compliance and performance of their duties, and act as the focal point of contact with the security provider.
  • Report security incidents, violations and recommended corrective actions, as appropriate, to the COP, the appointing authority and the HQ Security Department.
  • Ensure all new employee/contractor personnel receive appropriate security orientations and briefings.
  • Verify that all security devices such as locks, alarms, access systems and physical force protection measures are operational or reported for repair.
  • Ensure visitor access and vehicle control systems are effective and appropriate for the threat environment.
  • Work with the HQ Security Manager to maintain the project Crisis Response Plan in coordination with the COP and ensure that the contact information contained therein is always up-to-date.
  • Provide a weekly security report to project leadership and HQ Security Department.
  • Be able to assist with out-of-hours emergency response at the project, if needed.
  • Serve as the liaison with the U.S. Embassy Regional Security Officer and/or equivalent U.S. Government personnel for project security matters.
  • Assist the project with business continuity planning, as required.
  • Ensure that the Creative Sensitive Information (CSI) Plan is distributed to and is being followed by project staff.
  • In conjunction with program staff, oversee administration and logistical support to program activities, including program events and general program workshops
  • Manage project team in an open and respectful manner, working with local staff to build their competencies and capacity.
  • Perform other duties as assigned.

Required Skills & Qualifications:

  • Bachelor’s Degree in a related field is required.
  • A minimum of 5 years of general work experience with at least 3 in security management experience in the context of international development.
  • Experience implementing security policies, procedures and protocols.
  • Previous experience with USAID-funded projects preferred.
  • Demonstrated ability to work well in teams and in a collaborative environment.
  • Excellent organizational skills, detail-oriented and flexible work style.
  • Strong written and oral communication skills.
  • Proficiency in the use of computers and Microsoft Office software.
  • Ability to multitask highly desired.
  • Demonstrated ability to handle confidential and/or sensitive information.
  • Appreciation of and ability to work effectively in, diverse work environments.
  • Field-based security and crisis management experience.
  • Advanced knowledge of Spoken and Written English highly desired, Medium level required.

The Procurement Manager is responsible for assisting with all facets of the day-to-day procurement requirements for a busy international development office. The scope of the position includes but is not limited to completing procurement-related paperwork, collecting quotations for goods and services, entering procurement information into the project database, managing inventory and conducting spot checks, completing inventory receipts and preparing payment requests.

Reporting & Supervision:

The Procurement Manager will report to the Operations Director and may supervise a team of Procurement Officers.

Primary Responsibilities:

  • Ensure the procurement process strictly follows Creative and USAID rules and regulations.
  • Maintain a file system for procurements to allow for efficient documentation and process audits and maintain the privacy of grantees and vendors.
  • Maintain files, including: proposal, evaluation, award documents, official contracts and correspondence of all procurements, following policy and local law.
  • Assist with preparation of Terms of Reference and/or technical specifications for materials, goods, and services, for contracts, acquisitions, and procurements, in collaboration with the program team. Ensure presentation of sufficient selection that meets requirements of quality assurance, delivery, and transparency.
  • Prepare requests for quotations, negotiate, conduct analysis, and recommend vendors for delivery of goods and materials to grantees.
  • Work with vendors of goods and services to ensure quality.
  • Assist with invitations to potential vendors to compete offers for the purchase of goods or services including under grants, either through direct, bid invitation, or other mechanism that ensures high standards of transparency.
  • Participate in evaluation committees for proposals submitted by the various vendors, according to the solicited terms of reference and regulations.
  • Process procurements according to rules and regulations.
  • Maintain strict control of budgets, and financial expenditures.
  • Coordinate delivery logistics with program team and/or grantees to obtain the required permits including, such as delivery receipts.
  • Coordinate transportation, permits, authorizations, insurance, loading and unloading of goods/materials, and financial allocation of related expenses under grants.
  • Communicate all delivery schedules corresponding to grant and operations procurements, including the projection of related expenses and verify deliveries are complete and timely.
  • Other duties as assigned by supervisor.

Required Skills & Qualifications:

  • Bachelor's degree in related field is required
  • Minimum of six years of relevant work experience with at least four years of procurement management experience.
  • Experience working on USAID or similar internationally-funded programs.
  • Strong knowledge of donor procurement rules and regulations.
  • Demonstrated ability to solve challenging and complicated logistical issues.

1.      Social Program Coordinator

Duties &  Responsibilities:

undertake monitoring  and evaluation of  programmes.

Qualification and Experience: BA Degree in Sociology and Social Work,

  • Knowledge of issue about domestic workers and returnees

Duty station: Addis Ababa, 20% of the time on filed

 

2.      Logistic Officer

Main Duties &  Responsibilities:

  • Receive purchase request from different project office and follow up purchasing of the requested items
  • Coordinate Vehicle maintenance and fuel Expenditures
  • follow up insurance cases
  • Liaison with suppliers, and different governmental offices.
  • lnsure transportation and on time supply of the items requested from project offices.

Qualification and Experience:   BA degree in Purchasing and Supply Chain

Management, Logistics Management and Related with at least 4 years experience in total and 1 years as Logistics officer in NGO

Duty station:      Addis Ababa, 40% of the time on  filed

1. Job Title:  Coffee Quality Assurance Lab supervisor

JOB PURPOSE

Inspect, analyze, grade and certify quality standards for incoming washed, natural/ sundried and local coffee as per quality  standards.

DUTIES &RESPONSIBILITIES

1.     Performs inspection, analysis and sets grade to all coffee samples that come through coding room and submits the results as per the grading procedures;

2.     Prepares accurate grading sheet in three copies and distributes to the appropriate section;

3.     Ensures proper handling and placement of quality  equipment;

4.     Prepares and submits report on daily inspection and grading to immediate supervisor;

5.     Responsible and accountable for all grading result given by him/her ;

6.     Ensures all coffee samples are inspected in panel and co-signed by the second

cupper participating in the panel;

7.     In case of suspicion on samples, requests re-sampling before the quality assessment

is carried out and informs the immediate  supervisor;

8.     Presents   report   on   commonly   observed   quality   problems   while   conducting

inspection.;

9.     Maintains the neatness of coffee laboratories as well as equipment and avoids any contact with contaminant/artificial odor;

10.   Performs other related tasks as assigned by the immediate supervisor.

EDUCATION REQUIREMENTS: BSc Degree in any field

EXPERIENCE: 3 yearsˇ work experience in coffee processing, coffee agronomy and quality control or related field.

JOB KNOWLEDGE

■ Completed  special  training  and  knowledge  on  coffee  cupping,  quality  control/

inspection;

■ Knowledge on agricultural commodity quality management, standards and specification;

■ Knowledge on the Rules and Quality Operation  manual.

2. Job Title:  Coffee Quality Assurance Lab Assistant

Scope:

The Water Technician Officer will based at May-Ayni Refugee Camp to provide technical supports and cascaded trainings to for plumbers generator operators and incentive workers

Responsibilities:

Major/key responsibilities of the Water Technical Officer, among others are:

1. Operation and maintenance works

· Collaborate with Senior Water Technical officer in preparing overall water related works (planning, implementation and monitoring) of the camp

· Lead operation and maintenance and troubleshooting of electro mechanical parts of the water system

· Install generators and pumps in the camp and for local communities where there is demand and approved budget

· Raise procurement requests for necessary material and equipment required to carry out water related operational and maintenance activities

· Prepare and put log sheet schedule for service and pumping time at each bore hole in visible place

· Ensure availability of fuel and lubricants for running of pumps at pumping stations for daily operations and ensure reasonable contingency at generator house

· Conduct draw down test once per month at each BH to monitor performance of wells

· Ensure all generators have enough buck up for fast moving items

· Mobilize water system care takers/generator operators/plumbers to avert problems encountered in relation to generators, pumps and pipelines

2. Supervision of water system guards/generator operators/plumbers

· Serve as main technical focal person for May-Ayni Camp on electro-mechanical equipment handling, equipment specification and data base handling in the water system.

· Provide technical guidance and support to plumbers, water system guards and operators on operation and maintenances of generators for the camp on need base.

· Ensures neat records of water system equipment and tools along with clear specifications (Serial No, models, make and capacity) are available in the camp both in soft and hard copy.

· Raise Personnel Requests for vacant post under his supervision

· Develop and share clear work schedules with water system guards/generator operators/plumbers that work at boreholes/boosting stations and distribution lines

· Collect and follow attendance sheets for all staff under his supervision

· Provide clear and non-overlapping tasks for water system guards/generator operators/plumbers

· Assist generator operators/plumbers/guards set their Key Performance Objectives (KPOs)

· Conduct quarterly assessment and evaluation sessions with water system guards/generator operators/plumbers

· Make close follow up on accomplishment of generator operators/plumbers/water system care takers/guards and give feed backs

· Conduct bi-annual and annual Performance Evaluation (PE) for water system guards/generator operators/plumbers under his direct supervision

· Develop fair and equally serving time schedule for generator operators/plumbers/water system care takers/guards

5. Capacity Building Trainings

· In collaboration with Senior Water Technical Officer Senior water technical officer develop standard training manuals for quarterly refreshment training for water system care takers/Plumber and generator operators

· Identify major gaps and training demands of water system guards/generator operators/plumbers under his direct supervision

6. Reporting

· Report progress of activities and achievements on monthly basis using necessary formats to supervisor (Camp Manager and Senior Water Technical officer) before deadline

· Collect and compile log sheets from each generator at May-Ayni and report them to next supervisor (Camp Manager and Senior Water Technical Officer) as per the designed formats on monthly basis

· Check monthly balance of stocks from monthly ware house report and ensure availability of reasonable stocks of spares of critical and fast moving items

7. Requirements

· BSC/Diploma in Electro-Mechanical/Electrical/Mechanical Engineering from recognized university/college/TVET

· A minimum of six years for diploma holder,4 years for first degree holder of proven experience in areas of generator installation, generator servicing and maintenance, pump installation and servicing, plumbing and related water works and NGO experience is a plus

· Very good communication skills (verbal and written) in English language. Knowledge of local language is an advantage.

· Working under stressful conditions and ability to prioritize among urgent tasks

· Creative, pro-active, flexible and candidates with high caliber squarely fit this position

  1. General Statement of Purpose of the Contract

 

  1. Background of the Project

As a member of USAID/Ethiopia’s Assets and Livelihoods Transition Office (ALT), the incumbent will serve as the Food Security Coordinator (FSC) to the Mission. The FSC will coordinate USAID programs supporting the Government of the Federal Democratic Republic of Ethiopia (GFDRE)’s programs in food security and ensure that USAID activities support the Mission’s strategic development objectives and the overall Mission strategy, the Global Food Security Strategy, the Feed the Future Initiative, and USAID objectives in Ethiopia to build the resilience of vulnerable populations.  The FSC will be the primary point of contact for food security matters on the ALT team, serve as the Food Security Team Leader, and will represent USAID/Ethiopia in broader donor and government fora covering food security issues, with a particular focus on, but not limited to, the Productive Safety Net Program (PNSP).

Safety Net and Food Security Programming in Ethiopia

USAID has supported the evolution of the Ethiopian Productive Safety Net Program (PSNP) since its beginning in 2005.  Currently in its fourth phase – PSNP4 – the safety net is implemented by the Government pooling resources from 11 donors and development partners along with an increasing amount of resources from the Ethiopian government. The PSNP provides regular cash or food transfers to 8 million chronically food insecure people across Ethiopia. The food/cash-for-work component supports public works programs related to landscape restoration, irrigation, and agro-forestry. The PSNP has demonstrated that safety nets – when provided in a predictable, regular manner – can protect households from the negative impacts of shocks.

The objective of the Productive Safety Net Program (PSNP4) is: Resilience to shocks and livelihoods enhanced and food security and nutrition improved for rural households vulnerable to food insecurity.Originally, the PSNP was not designed to graduate households on its own.  In addition to a safety net that smooths consumption and prevents backsliding, other measures are also needed to help people build their assets and escape from poverty. Previously, these other measures were provided through the Government’s Household Asset Building program (HABP).  With strong USAID advocacy to improve coordination and link livelihoods support more directly to PSNP beneficiaries, this livelihoods support work is now supported under the Livelihoods Component of PSNP4 which includes three livelihoods pathways: on-farm, off-farm and employment. USAID livelihoods investments are aligned with these efforts.  In 2017 PSNP4 underwent a reform under the Rural Productive Safety Net Program that addressed gaps in financing for PSNP4 and set out an agenda to improve and achieve a more predictable safety net system seeking to better integrate PSNP and humanitarian assistance programing under a common operational framework to better manage the selection, administration, and payments to beneficiaries.

  1. Organizational Location of Position:

The position title is the Food Security Coordinator (FSC).  The FSC will be a part of the USAID/Ethiopia’s ALT team and will work with all appropriate Mission development objectives (DO) teams to better serve vulnerable food insecure populations with food security and resilience oriented strategies and programming.  The FSC will contribute to related crosscutting activities such as nutrition, gender, and youth.  Within ALT, across USAID, and in conjunction with USAID implementing partners and other partners such as other donors and the Government of Ethiopia, the FSC will support ALT’s agenda for Collaboration, Learning and Adapting.  The FSC will directly support senior Mission management as well as relevant offices in the Embassy in formulating and articulating appropriate food security strategy policy and activities to address vulnerability among the chronically food insecure, including the coordination of USAID’s support to the PSNP and support for an improved continuum of response across safety net and humanitarian beneficiaries.

The FSC will contribute to the Mission’s work under the U.S. Global Food Security Strategy for Ethiopia; including Feed the Future and Food for Peace Title II supported programming targeted at chronically food insecure populations.  The FSC will have an important role in supporting the operationalization of the PSNP4 livelihoods component of PSNP4 supported by USAID and other donors in collaboration with the Food Security Coordination Directorate at the Ministry of Agriculture and Natural Resources.

  1. Statement of Duties to be Performed

Specific responsibilities will include but are not limited to the following:

Technical Expertise (30%)

  1. Stay abreast of current GFDRE and donor thinking with regard to chronic and transitory food insecurity and social protection in Ethiopia, including overall policy, strategy and programs.
  2. Lead the ALT Office Food Security Team and provide technical guidance on activities managed by the Team to ensure strategic coherence and programmatic coordination with important USG initiatives and requirements, including the Global Food Security Strategy and Feed the Future, Food for Peace Guidance, and Mission strategies around resilience and nutrition.
  3. The FSC is expected to remain generally informed of the latest research and trends in food security, social protection, and resilience literature, specifically as in regards to safety nets. Familiarity with policy and program discussions on Disaster Risk Management, Social Protection and Climate Change, and the relationship between the three agendas and the ability to program these agendas is essential.
  4. Support the design and procurement of USAID food security and resilience oriented programming to reduce chronic poverty and address the needs of food insecure populations.
  5. As required, the FSC will analyze and draft briefing documents, program descriptions, scopes of work, reports, speeches, responses to queries, inputs for annual reporting and progress updates etc. on USAID programs and progress in the sector.

Coordination and Representation (50%)

  1. Serve as the primary technical USAID representative to the PSNP Donor Working Group and fully participate and represent USAID in technical working groups and other coordination meetings. During the U.S. Chair of the Donor Working Group, undertake chairing and leadership responsibilities, as needed. The FSC will keep the ALT Office Chief and Deputy Chief apprised of all developments within the donor community and GFDRE.
  2. As required, lead discussions and negotiations with the host nation, on behalf of the entire PSNP Donor Working Group to ensure common approaches, identify issues, set the policy agenda, and propose recommended solutions acceptable to key stakeholders. These tasks will require senior-level relationships with both the GFDRE and donor community, and demand from the incumbent, a willingness to be flexible and to act in the best interests of the program and other donors.
  3. Represent USAID at workshops, forums and meetings advocating for USAID food security related objectives and programming. The incumbent will represent USAID/Ethiopia at food security forums, including but not limited to the PSNP Donor Working Group, technical working groups, and in Joint Review and Implementation Support (JRIS) and other assessments. The FSC will take a lead role in supporting the implementation of PSNP through regular coordination meetings and participation in dialogue, decision-making, and follow-up with the GFDRE and other donors.
  4. The FSC will participate fully in and, as necessary, provide guidance to USAID projects that contribute to Ethiopia’s Safety Net, and associated programs and activities programmed under USAID/Ethiopia’s CDCS. This will include providing strategic guidance to the Mission’s Title II development food assistance programs and Mission-funded livelihood support activities.
  5. The FSC will identify, support, and provide technical support to learning and programming opportunities across the ALT Office and broader Mission including support for ALT’s joint learning agenda. The FSC is expected to liaise with other ALT teams, including the Program and Resource Management Team, The DREMR Team, and the Program Management and Monitoring Team, to support ALT’s and the broader Mission’s efforts in collaboration, learning and adaptation as they relate to the food security portfolio. The FSC will seek to share USAID lessons learned and assimilate lessons from other donors through engaging with partners under the PSNP Donor Working Group.

Administrative Management and Supervision (20%)

  1. The FSC is responsible for supervising the Food Security Team of three senior Foreign Service Nationals (FSN) and oversees all related administrative processes for the members of FS Team. This includes day to day management of the staff and completion of annual performance reviews, reviews of position descriptions, professional development plans and leave requests.  The incumbent will also advise, consult, and notify ALT Office management on personnel matters relevant to the team that require action.
  2. The FSC is responsible for monitoring Food Security Team budgets. This includes reviewing budget requests for appropriateness, monitoring use of funds and burn rates to ensure timely spending, reviewing quarterly pipeline reviews/budget status reports, following up on irregular audit findings, providing advice for realignments of budgets, and reviewing accruals.
  3. As necessary, the incumbent prepares progress reports on Food Security Team activities. These include the annual USAID Operational Plan and the Annual Performance Report.
  4. The FSC will be responsible for understanding and incorporating USAID core values and USAID Ethiopia’s Leadership Behavior Charter in all aspects of his/her work.  

 

  1. Supervision Received 

The FSC will report to the Deputy Chief of the ALT Office at USAID/Ethiopia.  As required, s/he will provide in-depth briefings on food security issues including the PSNP, aspects of Feed the Future and resilience programming for the Mission Director and Ambassador, as well as Mission staff.  S/he may receive guidance from senior Mission management as the situation warrants.  The FSC will be expected to show strong independent initiative and work with minimal supervision.

The FSC will directly manage a team of at least three FSNs.

  1. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

This position requires a combination of high-level technical, analytical, communication and managerial skills combined with senior-level public diplomacy skills.  The following specific qualifications are necessary:

EDUCATION: REQUIRED: A master’s degree in international development assistance, public administration, business administration, agriculture, social protection, food security and nutrition or another related field is required.  A master’s degree can be substituted with an additional three years of relevant development experience.

WORK EXPERIENCE: REQUIRED: A minimum of seven years related development experience including social protection, rural development, agricultural development, food aid assistance, poverty reduction or other resilience related development activities is required.  Experience in the support of donor-government relations will be given extra weight, as will experience working with USAID.  Experience designing and implementing safety net food security, poverty reduction, livelihoods diversification, or resilience related programming is a considered a plus.

LANGUAGE: Fluent English speaking, reading and writing are required. Amharic language skill at the conversational level is considered an advantage.

  • EVALUATION AND SELECTION FACTORS
  1. SELECTION PROCESS AND INSTRUCTIONS

After the closing date for receipt of applications, a committee will convene to review applications that meet the minimum requirements and evaluate them in accordance with the evaluation criteria. FACTOR #1: TECHNICAL EXPERTISE (20 points)

Demonstrated knowledge of and experience working on strategy, policy and programs related to food security, resilience, poverty reduction, livelihoods support, linking the poor to markets, social protection, and/or safety nets in a developing country context.

FACTOR #2: PROGRAM COORDINATION (20 points)

Demonstrated experience in operating effectively in cross-cultural environments and working with host country government officials and other donors and development partners. This includes experience in donor coordination, and/or ability to design, develop and manage programs, coordinate the work of multiple implementing partners, align programs with host country policies and programs, and/or support collaboration, learning and adapting among staff, implementing partners and host government officials.

FACTOR #3: COMMUNICATION AND OUTREACH (20 points)

Demonstrated experience in chairing and facilitating meetings and/or public speaking and presentation experience.  Highlight relationship development, negotiation, advocacy, and consensus building experience with donors, development partners, and host government officials.

The Evaluation Factors listed will be the basis for evaluating and ranking applicants for the position. Applicants will be scored based on the documentation submitted within the application. Only the highest-ranked applicants will be interviewed.

USPSCs are required to pay Federal income taxes, FICA, Medicare and applicable State Income taxes.
