Job Purpose

To support Somali RHB in the technical analysis, evidence based advocacy and coordination of routine immunization program in the context of the new regional IIP 2017-2020 GC) including SIAs (Polio & Measles) and new vaccine introductions (HPV & MCV2) for improved coverage and quality of immunization service.

Justifications

Our Client in collaboration with WHO, as a member of immunization partners is given responsibilities to assist the Somali Regional Health Bureau in the planning, organizing, implementation, and monitoring social mobilization activities during Polio SIAs including routine EPI. Our Client contributes significant financial, material and technical support on advocacy and social mobilization activities during SIA focusing on special population such as refugees, migrant, mobile, hard-to-reach to address gaps (reaching missed and absent children) supports use of communication data for action.

However, based on lessons learned from field assessments Our Client has to work closely with RHB and WHO at field level to ensure that key pre- campaign activities (logistics, cold chain assessments, vaccine distribution, supervisors and team trainings, identification of hard to reach and boarder areas including social mobilization activities) are implemented according to the plan and the quality of campaign is maintained. These needs to be urgently addressed.

In previous years, Our Client has been played a significant role to improve the coverage of routine EPI in areas of capacity building, logistics and technical support. This support has to be continued to ensure that all children in the region equal have access to quality of immunization services without interruption.

As the main funding partner, Our Client one Regional Polio/EPI coordinator (NOC level) will be deployed to Somali RHB level to support zones and Health Bureau. This Polio/EPI coordinator  will support to boost the ongoing joint efforts to improve the quality of SIA and routine EPI coverage through using different planned strategies in collaboration with partners and ensure overall coordination and monitoring of Our Client supported polio/ RI activities.

 Overall, the coordinator is responsible to

  1. Ensure effective coordination for polio and RI communication activities with, Somali RHB, WHO and NGOs to ensure coherent, complementary planning and support for Polio SIA, routine EPI and social mobilization activities at the regional and sub-regional levels.
  2. Analyse bottlenecks and propose practical solutions to EPI performance improvement and Polio SIAs coverage within existing strategies and provide specific technical expertise on strategies and implementation modality including evidence-based advocacy and programme planning.
  3. Assist in the micro-plan preparation for polio/measles SIAs including for routine EPI and with particular emphasis on hard to reach, border and poorly performing zone to ensure all pastoralist settlements are identified and targeted
  4. Ensure timely compilation and analysis of social mobilization data within the overall polio and RI monitoring and evaluation framework
  5. Support the RHB for programme review and follow up on implementation of recommendations and agreements.
  6. Analyse SIA and Routine immunization performance data to identify gaps and corrective actions in collaboration with RHB, WHO and partners.
  7. Support measles and Polio vaccination in IDP sites through routine EPI programme and as emergency response.
  8. Support preparation, implementation and monitoring of new vaccine introduction (MCV2 and HPV) in coordination with RHB, WHO and partners.
  9. Monitor and account for multiple support from Our Client and partner-supported social mobilization inputs and outcomes to improve polio SIA and routine immunization performance.
  10. Submit transparent and timely reports to supervisor, and provide feedback to counterparts
  11. Maintain close working relationships within complementary sectors with our client, particularly with emergency health, nutrition, WASH, education, and admin sectors.
  12. Undertake field visits to monitor EPI activities including SIAs, review implementation and make recommendations for doable improvements.
  13. Other work as assigned to advance immunization and polio eradication efforts.
  14. Provide weekly reports to Jijiga based regional Polio/EPI coordinator and the health section PO at Our Client’s Ethiopian Somali region field office.
  15. Assess the risk of polio importation and support preparedness and response when required

 Expected Deliverables  – Some of the expected deliverables are: –

1st Month

  • Regional level polio SIA, routine EPI improvement and communication plan targeting different regional priority areas and population groups
  • Revise and or align the regional IIP to the new national pastoralist HEP policy strategies including coordinating a consultative workshop to prepare woreda based annual operational plan for 2011 EFY
  • One technical support and field program monitoring trip report for vaccination SIAs not limited but with focus on Polio and RI – five days after end of the SIAs completion date
  • Two (Bi-weekly) Polio/EPI report capturing all relevant issues, actions and technical recommendations that can affect quality of SIA and EPI improvement efforts (to supervisor/delegated FP at Jijiga)
  • One monthly routine EPI regional ICC meeting minutes/EPI taskforce meeting

2nd Month

  • Regional EPI supply plan including distribution schedule for zones and woredas
  • Situational analysis of the EPI supply chain management in the region and key recommendations to improve in close collaboration with regional PFSA and RHB
  • Regional level polio SIA, routine EPI improvement, NVI (MCV2 ND HPV) and communication plan targeting different areas and population group
  • One monthly comprehensive, transparent and timely performance report of Regional Polio/EPI C4D and supply/logistic efforts.

3rd Month

  • Regional level polio SIA, routine EPI improvement, NVI (MCV2 ND HPV) and communication plan targeting different areas and population group
  • Situational analysis of the EPI supply chain management in the region and key recommendations to improve in close collaboration with regional PFSA and RHB
  • Provide analyzed and disaggregated (by woreda and facility) report of actual health facilities providing immunization including mobile and outreaches of government and partners supported sites
  • Create a workable cold chain inventory and monitoring system that captures cold chain facility distribution and functionality status (at least on a quarterly basis)

4th Month

  • Regional level polio SIA, routine EPI improvement, NVI (MCV2 ND HPV) and communication plan targeting different areas and population group
  • One monthly comprehensive, transparent and timely performance report of Regional Polio/EPI C4D and supply/logistic efforts.
  • The report should capture at least the following areas as;-

The Regional EPI/Polio coordinator will be supervised by Health specialist in Jijiga FO with the all issues related with Polio, EPI and social mobilization including the performance reports will be reported and managed by Jjigjiga FO.

  2. Regular progress reports -, cc: National OUR CLIENT polio coordination team
  3. Evaluation report on the performance of the Polio SIA, RI and social mobilization

Quarterly report on Routine immunization with clear areas of support provided including plan for next quarter

  1. Final Report detailing activities undertaken, achievements, post campaign rapid convince survey results including constraints and recommendations for future undertakings.

Amref Health Africa in Ethiopia has been working in Ethiopia since 2002 in close collaboration with the Federal Ministry of Health implementing a range of projects in maternal, neonatal and child health, reproductive health, health systems strengthening, health workforce development, water and sanitation, HIV/AIDS and non-communicable diseases across the country, supported by a wide range of multilateral and bilateral donors, corporates and foundations. 

 

Amref Health Africa would like to recruit Knowledge Management Officer based at Addis Ababa (Country Office) and will report to M & E Director.

 

Purpose of the Job

Under the direct supervision of the M&E Director, the Knowledge Management Officer is responsible for developing a knowledge management system, supporting Transform HDR in harnessing, developing, sharing and effectivly using data, learning and knowledge to improve project activities.  The incumbent is expected to create a platform that makes information easily available to staff and users on Transform: Health in Developing Regions project.

 RESPONSIBILITIES AND TASKS: 

-  Develop project-wide knowledge management systems for capturing, organizing and developing information, knowledge and stories from implementation regions, Transform partners and other stakeholders the project works with.

-  Collect  project information from, launchings, disseminations workshops, review meetings, reports, field visits and by communicating with project staffs as well as beneficiaries who want to share their experience and insights. The KM Officer collects the information and structures it in a specific format that can easily be stored and accessed in physical as well as digital.

-  Interrogate existing datasets and M&E systems to identify and collate existing trends in the data Transform HDR holds.

-  Create and implement knowledge sharing tools to communicate the impact of Transform HDR work and the difference it makes to a wider development community.

-  Develop systems and processes which help Transform HDR staff to easily access and use data, learning, knowledge (internal and external) and evidence of impact to improve existing practice and to inform decision making, planning, project wide activities.

-  Share good practice from staff and elsewhere with colleagues and other Transform program sister projects.

-  Bring efficiency and consistency in the performance of the project by utilizing the insights gathered and shared with the audience.

-  Ensure Transform HDR stakeholders have access to the latest project implementation status/information and apply that to improve similar programs and practices

-  Work with Transform HDR Technical teams to develop program briefs and fact sheets and update regularly.

-  Contribute to articles and lessons learned for Transform HDR and donors e-newsletters, websites, and other electronic or print media outlets.

-  Work with project technical and the communications team on events such as launchings, disseminations workshops, review meetings, field visits by developing the messages, press release and brochures appropriate for each event

-  Develop project success stories and learning’s to USAID’s Development Experience Clearinghouse, other global health repositories, as appropriate, to disseminate program learning.

-  Write and distribute announcements of major project reports, study findings, and technical events using global health related information sharing platforms and relevant contact information.

-  Distribute print copies of major project reports to the GOE and other stakeholders

-  Work with the project staff to maintain content on Transform HDR of the Amref Health Africa and consortium members’ intranet.

Job Requirements

PERSON SPECIFICATION

  1. A)  EDUCATION/TRAINING
  • MSc/MA or BSc/BA degree in Literature or equivalent education and work experience
  1. B) EXPERIENCE:

-  4 years of relevant work experience for MSc/MBA and 6 years of relevant experience for BSc/BA

  1. C) TECHNICAL AND OTHER SKILLS

Required:

-  Excellent analytical, writing, communication, presentation and editorial skills, including desktop publishing

-  Experience in working with national/international NGOs and public sector institutions in Ethiopia health sector

-  Strong written and communication skill in English and Amharic;

  • Unprecedented computer skills
  • Attentive to details
  • Demonstrated experience with USAID funded Reproductive, Maternal, Neonatal and Child Health (RMNCH)  projects

JOB OVERVIEW

The International Rescue Committee (IRC) in Ethiopia is seeking a dynamic, analytical, and highly motivated individual for the position of Economic Recovery and Development (ERD) Coordinator. To date, IRC Ethiopia’s ERD work has been managed by multiple technical units; the candidate will establish and lead the IRC Ethiopia’s new ERD department.

The ideal candidate has worked in the humanitarian and development sector in a program leadership role (e.g. design, management, monitoring) within the economic sector, including: entrepreneurship development, emergency cash and voucher programming, vocational and business skill training, establishing VSLAs, value chain strengthening, and wage employment promotion. The candidate will manage a series of ongoing ERD programs and be in charge of designing and fundraising for future ERD programs.

This position is based in Addis Ababa but will require frequent travel to the field. The ERD Coordinator will report to the Deputy Director of Programs. At present, he or she will directly supervise the Addis-based Assistant Livelihoods Coordinator and technically supervise the IRC’s field-based livelihoods staff. Additional supervisory responsibility is expected to come in the future as the sector expands.

RESPONSIBILITIES AND TASKS

Program Development

  • Identify opportunities for growth of ERD programming portfolio by regularly assessing refugee and local community needs, designing short- and long-term interventions to meet those needs, and working with internal colleagues and external stakeholders (clusters, donors, GoE, etc.) to identify and seize funding opportunities to launch new ERD programs.
  • Draft narrative proposals, budget, log frames, work plans, and other funding application documents in collaboration with the IRC’s Grants Unit.
  • Lead the shaping and drafting of the country office’s ERD strategy in collaboration with the Deputy Director of Programs and ERD Technical Advisors in IRC headquarters.

  • Lead all start-up activities for new ERD grants and activities, including recruitment, SOPs, assessments, and project kick-off meetings, in collaboration with Field Coordinators and other internal colleagues.

Technical Program Leadership

  • Oversee the design and implementation of current and future ERD programs in: entrepreneurship development, emergency cash and voucher programming, vocational and business skill training, establishing VSLAs, value chain strengthening, and wage employment promotion.

Grant Planning & Monitoring

  • Prepare high quality IRC and donor reports as per agreed-upon schedules (monthly, quarterly and/or annually) on grant activities, indicators and achievements.
  • Work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in procurement, supply chain, grant and other meetings. The ERD Coordinator will have budget authority to pre-approved limits and responsibility for budget development and compliance.
  • Together with IRC Ethiopia’s Accountability and Learning department, develop and implement a full monitoring and evaluation framework for all ERD grants and activities as well as learning strategies.

Human Resources Management

  • Lead the recruitment of new ERD staff as the team expands
  • Provide technical direction and managerial oversight of ERD staff and provide advice and guidance to staff across other sectors (e.g., health, WASH, emergency response, etc.) on integrated programming inclusive of ERD activities
  • Set specific goals and expectations and provide regular and constructive feedback to direct reports
  • Build the technical capacity of the ERD team, as well as management capacity, both individually and through conducting/coordinating staff training exercises
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
  • Ensure timely completion and submission of interim and annual employee performance reviews

Coordination & Representation

  • Develop and maintain relationships with external stakeholders including fellow agencies/NGOs, government departments and ministries, community-based organizations and partners, donors, and others in accurately and professionally representing IRC positions, promoting long-term strategies and resolving problems/conflicts
  • Actively advance IRC’s connections to economic actors/private sector at a local, regional and national level, seeking avenues for partnership, collaboration and coordination of activities to ensure sustainability of interventions

  • Regularly engage with the ERD Technical Advisors and other Technical Unit Advisors and Specialists to benchmark programming to IRC standards and ensure application of best practices

  • Participate in IRC and external working groups around ERD to advance program strategies, disseminate research findings, discuss implementation challenges, and share best practices

  • Support the sharing of information and learning across ERD-related programs based in Ethiopia and throughout the Horn and East Africa region

Other

  • Other duties as assigned by the DDP to enable and develop ERD programs

POSITION REQUIREMENTS

Education

  • Master’s degree in relevant field with at least five years of relevant professional work experience; or bachelor’s degree with more than eight years of relevant experience.

Work Experience

  • Minimum of five years’ experience in an international NGO or UN agency in similar role/with similar responsibilities.
  • Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context.
  • At least four years of senior level management experience
  • Knowledge of major donor requirements, e.g. US Government, DFID, UN, EU
  • Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.
  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
  • Demonstrated experience of implementing beneficiary complaint and feedback mechanisms.
  • High proficiency in Microsoft Word and Microsoft Excel.
  • Familiarity with information management systems and analysis software is a plus.
  • Effective, high-quality communication, writing, and interpersonal skills are essential.

Active Selling

  • Create orders and build order sales value via active selling
  • Responsible for generating sales orders in each of the designated accounts to meet daily targets and ensure all taken orders are delivered in full and as per communicated service / delivery days / times..
  • Each designated account will have a daily/monthly/annual targets by brand and category
  • Work with designated key distributors / van salesperson Driver to ensure that service frequency is adhered to and any changes are agreed and communicated to the customer in advance at least 2 weeks prior to effecting the change
  • Consistently deliver the monthly/quarterly and yearly depletion targets

 Account Targeting

  • Each designated account will have a daily/monthly/annual targets set by brand and category.
  • Daily targets for planned calls by brands/category per each outlet to be called on that particular day and the same is discussed and agreed on a weekly basis but reviewed on daily basis with the Line Manager.
  • Responsible to penetrate new accounts and market areas
  • Responsible to protect exclusive houses
  • SKUs should be available in respective accounts as per the new outlet segmentation

Account Management & Activation

  • Responsible and accountable for all aspects of account management and activation in each of the designated accounts.
  • Activate execution standards in priority accounts identified in RtC design.
  • Activation of QDVPPP standards to meet the desired target/standards.
  • Responsible to have the full territory profile of the market and updated on monthly base
  • Fully engaged and take accountability on timely completion (100%) of all promotional activities and submission of documents
  • Protect Company’s POSM, strictly follow Company’s assets movements, prepare on time asset transfer and ensure quarterly physical inventory/count
  • Ensure Good Inventory management is in place at outlet level (FIFO)
