SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:**

Under the direct supervision of the Field Coordinator and technically supervised by HR/Admin coordinator based ast Addis, HR/Admin Manager will be the responsible person of the field HR/Admin department with all functions carried out by the department including talent management, contracts management, staff development, THE IRC Way, performance management, on boarding, staff grievance handling, benefits administration, payroll and related payments, follow up on contract extension, Timesheet collection, filing, , Insurance and HRIS. He/She work closely with all departments in the field office and work closely with Addis HR/Admin unit.

The HR/Admin Manager participates in maintaining and reviewing all administrative and human resource systems and procedures. He/She will ensure uniform compliance with policies and procedures at the field site and provides technical support to the field office and the team.

The post holder supervises the field HR Officers and provides technical support for them.

DETAILED RESPONSIBILITIES AND TASKS:

HR Talent Strategy and Talent Architecture:

· Maintain a thorough knowledge of IRC personnel policies and Implement IRC’s new Global HR Operating Policies and Procedures in every site of the field office and ensure all HR/Admin activities are carried-out in adherence to these standards.

· Participate in reviewing national staff policies and Recommend changes/additions/deletions to the HR/Admin Coordinator

· Promote and uphold THE IRC Way: Standards for Professional Conduct.

· Ensure the provision of good quality, appropriate and clearly communicated advice to field line managers on all aspects of HR management, policy and practice, including work force planning, job design, employment law, employee relations issues, and communication and consultation strategies.

· In consultation with the Field coordinator and the HR/Admin coordinator, the HR/Admin Manager should consult line managers in succession planning and in strategic way of talent retention.

· Work with the Field coordinator and HR/admin coordinator on implementation of strategic planning of the department

· Provide advice and support to Field HR teams, all field employees and Managers in interpretation of HR policies and procedures and provide technical support on HR related matters, including but not limited to, recruitment, orientation, career development, performance evaluation, disciplinary action and separation

Talent Acquisition and management:

· Work with Field Coordinator to determine workforce needs, identify the field human resource and competency gaps, and devise a development and workforce plan to promote staff development and retention.

· Plan and respond to the recruitment needs in timely fashion.

· Review job descriptions and Personnel requisition and make recommendations for ensuring accuracy and consistency before sending to AA.

· Advice Supervisors with reviewing job descriptions, posting job advertisements, screening applicants, conducting job interviews/written tests, reference checks, extending job offers, and ensuring new employee’s paper work/hire pack is processed accurately.

· Participate in recruitment process of hire positions. Posting positions in appropriate media, CV review, interviewing, reference check, job offer, leading the orientation and travel arrangement.

· Ensure that recruitment process is fair and transparent and in line with IRC Global HR policies and procedures.

· Ensure proper orientation for all new staff with periodic follow up fields visits for additional support to field teams; collaborate and coordinate with other departments to provide an engaging and welcoming orientation

· Oversee exit management process to ensure unspoiled and positive transition for departing employee

· Ensure the field HR/ Admin staff to conduct exit interviews for exiting national staff and maintain its copies on the file and conduct the exit interview whenever necessary. The exit interviews are supported with monkey survey.

Supervision and Support

· Manage, train, coach HR Officers and Assistant; create detailed plan to build capacity including performance objectives and development in collaboration with Roving HR/Admin Manager, Field coordinator and other HR/Admin staff. Conduct performance evaluation of subordinates timely.

· Work on succession plan for field HR/Admin department staff.

· Ensure that the subordinators are working in a harmonized manner with consistency among application of policy throughout the field offices, and identify and implement mechanisms to ensure cooperation, communication and teamwork.

· Identify the gap the field HR/Admin department and create the solution in collaboration with the HR Coordinator, roving HR/Admin Manager and the Field Coordinator.

· Assess the skill and gap of field HR/Admin staff and recommend training.

· Working with Staff development Manager in assessing training needs for the field office

HR Service and Administration

· Ensure and follow up daily HR-related administrative duties are executed as per the expected quality in a timely manner

· Assist and Review all HR/Admin documents such as payroll, Overtime pay, back pay, severance, adjustments, acting allowance, new employee Insurance list, Hiring recommendation and new contracts etc. … prepared by subordinators before it sends to Addis Ababa

· Review employment contracts purchase requests and payment requests made by other HR staff before it is submitted to Finance

· Ensure the field office organ gram is in line with workday organogram

· Maintain updated tracking of staff Performance Evaluations, different HR related staff data analysis

· Ensure all letters increment, promotion, transfer written in the field are correct and in a timely manner.

· Ensure all the field office full employees files maintained confidentially in a lockable cabinet.

· Maintain updated HRIS /Workday / database as well ensure all the field office HR/Admin staff trained on HRIS and update the database on time.

· Participate on the field office budget proposals.

Minimum Requirements

· University Degree/Masters in Management, Business Administration, Accounting or related

· 6 years experience for degree holders and 4 years of experience in office administration and human resource.

· At least 2 years senior level management experience.

· NGO experience in Human resource is preferable.

JOB PURPOSE

The International Rescue Committee (IRC) is seeking dynamic, analytical, and highly motivated individuals for the position of MEAL Officer in the IRC’s field offices. The ideal candidate has worked for an NGO in the programs department (e.g. design, management, monitoring) and has concrete experience with monitoring and evaluation, and tracking systems and processes. The MEAL Officer contributes to overall program quality through the coordination, and implementation of enhanced monitoring and evaluation, accountability, and learning strategies; the emphasis is on streamlining processes and tools for efficiency, effectiveness, and sustainability throughout the project cycle across the IRC’s various sectors and grants. This position is based in one of our field offices, but will require frequent travel to the sub-offices and intervention areas/refugee camps. The MEAL Officer will report to the Field Coordinator in the field offices and to the MEAL Manager in Addis Ababa.

RESPONSIBILITIES AND TASKS

Accountability and Monitoring Systems

· Develop and/or update M&E tools, databases and monthly reporting formats in close collaboration with the MEAL focal points/sectoral managers.

· Support the staff in mobile data collection; using Kobo Collect, CommCare and the IRC apps to collect and analyze data.

· Conduct data audits and analysis to ensure high quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send this to the Field Coordinator, MEAL Manager, and Technical Managers and Coordinators on a monthly basis.

· Beneficiary counting: a quarterly gender and age disaggregated overview per grant per sector should be provided.

· Advise staff on data management and storage to field staff, in collaboration with IT.

· Manage the development of effective and sustainable feedback mechanisms to IRC from program beneficiaries/stakeholders.

· Contribute to the rollout of IRC global strategic initiatives related to measurement and accountability, and enable reporting against IRC global standards and requirements.

Assessment, Learning, and Documentation

· Ensure relevant, timely, and quality support to the field office on assessments and evaluations; i.e. support in developing the survey tools, data analysis and report writing.

· Attend and participate in semi-annual meetings with other MEAL Officers, , the senior M&E officer, the MEAL Managers and the Accountability and Learning Coordinator on project monitoring and learning updates, achievements, challenges.

· Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities.

· Track and ensure organized, comprehensive electronic filing of documented findings/analyses.

· When appropriate/applicable, facilitate and participate in information sharing opportunities among IRC offices/partners/donors.

Capacity Building

· Facilitate capacity building for other IRC staff (especially the MEAL focal points/sector managers on skills and knowledge related to M&E and accountability and learning, including related IRC global initiatives. Relevant topics may include but are not limited to, designing monitoring tools, monitoring budgets, analyzing monitoring data, conducting assessment/ evaluation, and implementing feedback mechanisms.

· Conduct visits to sub-offices and intervention areas to provide training, technical assistance, and support, as well as to ensure that accountability and learning tools and strategies are understood and being implemented effectively.

POSITION REQUIREMENTS

Candidate selection will be based on the criteria described below.

Education:

· Bachelor’s degree in social sciences, systems science, and/or other relevant fields with at least three years of relevant professional work experience;

Work Experience:

· Minimum of two years’ experience, preferably in an international NGO, in similar role/with similar responsibilities.

· Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context.

· Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.

· Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.

· Demonstrated experience of implementing beneficiary complaint and feedback mechanisms.

· High proficiency in Microsoft Word and Microsoft Excel.

· Preferred knowledge of mobile data collection tools such as Kobo Collect or CommCare.

· Familiarity with information management systems and analysis software is a plus.

· Effective, high-quality communication, writing, and interpersonal skills are essential.

OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort.

Responsibilities

Within delegated authority, the Senior Humanitarian Affairs Officer/Head of Sub-Office will be responsible for the following duties:

• Provides authoritative technical and policy advice to senior management in OCHA and other agencies in the UN system, Member State officials, international and regional organizations on programmes, projects and issues of significant impact on humanitarian, emergency relief and disaster response/management efforts in the Somali Region.

A minimum of ten (10) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Five (5) years of relevant experience at the international level are required. Two (2) years of field experience in the coordination of a humanitarian response in a context of complex emergency or natural disaster are required. Management experience at a senior level is required. Experience in the UN Common System is desirable. Experience in the region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.Knowledge of another United Nations official language is desirable.

The International Livestock Research Institute (ILRI) seeks to recruit a dynamic project coordinator for the Livestock compact of the newly launched “Technologies for African Agricultural Transformation” (TAAT) project.

TAAT is a key priority of the African Development Bank’s agricultural transformation agenda also known as the Feed Africa Strategy. TAAT is essentially a knowledge- and innovation-based response to the recognized need for scaling up proven technologies across Africa aiming to boost productivity, and to make Africa self-sufficient in key commodities. ILRI leads the Livestock compact of TAAT.

ILRI works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centres dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

Responsibilities:

  • Oversee day-to-day management and implementation of the Livestock compact activities in close collaboration with country value chain implementation teams.
  • Development of all necessary submissions for livestock-based solutions (including technologies to be deployed and the resources required), and grow the portfolio of projects (both grant and loans) that take up those technologies.
  • Mobilize all actors across the value chain and designing and implementing wide-scale farmer extension models, including through innovative use of ICTs.
  • Facilitate the implementation of these value chain activities in all target countries and participate in the monitoring of progress made towards achieving value chain and TAAT set goals.
  • Provide support to all value chain public and private sector partners in each participating country and ensure that they are fully and actively engaged.
  • Establish good linkages with lead compact institution to ensure that administrative support is provided for fiduciary services such as procurement and financial management.

  • In close consultation and collaboration with the Forum for Agricultural Research in Africa (FARA) ensure that capacity is developed in all needed areas for various stakeholders within the value chain.

  • In close consultation and collaboration with the International Food Policy Research Institute (IFPRI), ensure that all policy related issues that can affect value chain transformation within target countries are effectively addressed.

  • Support the development of young Agripreneurs through demonstration and training in close collaboration with the ENABLE-TAAT Compact.

  • Ensure that quarterly and annual consolidated technical and financial reports for the compact are prepared and submitted to the program management office on schedule.

  • Present the activities, results, impacts and outcomes of the value chain at professional, donor and other stakeholders’ meetings

  • Carry out any other duties as may be assigned by the supervisor to meet the objectives of the value chain.

Qualification and Experience:

  • A PhD or Masters in an Agricultural related field; agricultural extension, agricultural sciences or any other relevant field
  • At least 10 years of professional work experience in agricultural extension or a related field, at least 5 of which should be in Africa
  • Experience in project management especially with African Development Bank projects will be an added advantage
  • Excellent communication and interpersonal skills;
  • Excellent written and verbal communication skills in English. Good working knowledge of French is a plus
  • Demonstrated ability to write, publish, and disseminate technical reports, success stories, and promotional materials; and
  • Ability to work in a multi-disciplinary, multi-institutional, and multi-cultural environment

Post location: The position will be based in Addis Ababa, Ethiopia.

Position level: The position level is 5A

Duration: 3 years with the possibility of renewal, contingent upon individual performance and continued funding.

Job  Accountabilities

  • To lead and support the development and sustainable delivery of the Safety, Quality, Perfect Plant (Manufacturing Excellence), Engineering support and functional capability plans for Project Walia and Major Capex.
  • Implement asset care and perfect plant agenda to achieve manufacturing excellence through the execution of effective planned maintenance activities (e.g. shutdowns, overhauls) and providing technical input into the engineering teams in collaboration with the maintenance planners.
  • Provide great leadership to asset care team and expected to step change asset care culture in the business. One team mind set.
  • Roll out of a Meta site asset care strategic plans & drive their full implementation
  • Standards (GRMS) and procedures – Manage DWOB implementation and complete GRMS for the department and the site appropriates
  • Implement EISC to the department and site. Adhere to all EISC requirement as a HoD
  • Own Department SAP standards adherence
  • Own your team development, performance management and reward.  Handle and address employee related issues in team and ensure the sustainability of the team by building succession for all roles.
  • Prudence in Budgeting and Budget management for asset care, Utilities and CAPEX
  • Delivery of asset care KPIs
  • Dynamic Maintenance planning best practices for attainment of target plant availability, reliability and asset life cycle.
  • Monitor equipment life-cycle costs and advise appropriate modifications, upgrading or replacement.
  • Implement best engineering practices and provide input into asset care management, managing materials, components and spares required by the plant/equipment to achieve optimum cost.
  • Establish clear standards for all contractors in the area of engineering and ensure compliance to Permit To Work requirements.

Job Requirements

Minimum 10 years Manufacturing experience essentially in a senior role.

Program Manager

The International Livestock Research Institute (ILRI) seeks to recruit a Program Manager to provide leadership in the management of Feed and Forage Development Program and ensure that the goals and objectives of the program are met. The Program Manager will also support the Program Leader in managing the program, including supporting development of program strategies, development and monitoring multi-year operational plans and monitoring and collating program outputs and outcomes. He/she will be responsible for ensuring the deployment of the institute’s Program Management Framework within the program covering all aspects of proposal development and project planning, execution, monitoring & evaluation, and closure.

Key Responsibilities:

Program Management

  • Work with the Program Leader to develop and implement the program level strategy and continually review as required;
  • Support development of a multi-year operational plan and monitor its implementation;
  • Monitor and collate program outputs and outcomes;
  • Develop multi-year program budgets, including ensuring consistency across programs;
  • Effectively manage the program budget, ensuring proper allocation of expenditure, monitoring expenditures and highlighting any variances, and providing suggestions for corrective action to Project Leaders and Project Managers, including working with the Finance Unit for resolution;
  • Lead the program management and administrative team (which could include Assistant Program Managers, Assistant Project Managers, Program Accountants, Communications Staff, Administrative Assistants, Office Assistants) and build their capacity on the ILRI Program Management Framework to enhance their performance;
  • Work closely with the Program Leader and the People and Organizational Development (P&OD) Directorate to determine the staffing needs for the program and HR matters;
  • Review requests for recruiting staff and consultants prior to approval and follow up with P&OD for execution;
  • Liaise with the Finance Unit on budget and financial matters;
  • Ensure the implementation of the institute’s Program Management Framework (PMF) across the program and contribute to its continued development. Specifically:

Proposal Development

  • Coordinate and participate in the development of concept notes and/or proposal components including completing the relevant documentation on risk assessment, project budget and project work plan, drafting agreements;
  • Support the Program Leader/Project Leaders to undertake due diligence activities related to suitability and capability of Program partners/sub-contractors such as identifying the resource skills of ILRI team, checking past experience with the partner, compliance with ILRI and donor guidelines, ensuring the strategy and plans align with Program Management Framework;
  • Manage the program opportunity pipeline to ensure timely delivery, compliance and adherence to the Program Management Framework process.

Project Planning

  • Assess and plan future procurement needs and work with the Supply Chain Unit to create detailed procurement plans;
  • Liaise with the Legal Unit to draft partner and donor agreements and incorporate the necessary changes;
  • Work with the Project Leaders/Project Managers in the development of an exit strategy/sustainability plan for all projects;
  • Work closely with the Project Leaders/Project Managers to define research compliance requirements, undertake risk assessment and contribute to the development of mitigation strategies;
  • Lead the development of project work plans by assessing alignment, establishing timelines and obtaining the necessary approvals;
  • Work with the Communication Knowledge Management team to develop the communication plan, monitor and guide the communications outputs from the program to ensure their relevance and appropriateness.

Project Execution

  • Maintain effective working relationships with partners, beneficiaries, and stakeholders and facilitate effective flow of information between all partners, team members and relevant stakeholders in program activities;
  • Work closely with the Monitoring and Evaluation Specialists to ensure program level monitoring, data analysis and reporting to support effective program management;
  • Oversee Program reporting, identify any areas of and recommend solutions;
  • Ensure that CGIAR and ILRI policies relating to Intellectual Property, Open Access, P&OD and others are being followed at the Program level

 

 

Project Closing

  • Oversee the closure activities for the projects which includes the disposal of physical assets, research materials and staff separation/ reassignment, archiving of documentation, impact assessment in line with the PMF process;
  • Work with the Project Leader and Communications Staff to ensure knowledge dissemination and capacity development to all relevant stakeholders by mobilizing participation from as many project stakeholders as possible, including project team members, partners, donors, and other key stakeholders.

Project Management

  • The Program manager will be expected to act as the Project Manager for a number of projects, depending on the size and complexity of the program

Job Requirements

Academic and professional qualifications:

Education:

  •   Masters/ Advanced Degree in Business Management, Business Administration or related field.
  • Program Management Certification

Experience:

  •   At least 7 years’ program management experience with 3 years' at managerial level

Minimum Monthly Base Salary:  Birr 57,880 (Negotiable depending on experience, skill and salary history of the candidate)

Terms of appointment:  This is a Nationally Recruited Staff (NRS) position, initial appointment is for three years with the possibility of renewal, contingent upon individual performance and the availability of funding. Key Responsibilities:     

  • Registration of incoming invoice (Accounts Payable and advance) in ABW-OCS as per the guideline and chart of account;
  • Record the details Petty Cash Fund transactions and currency conversion transactions in the General Ledger;
  • Ensure that payments have proper authorization and supporting documents;
  • Prepare remittance of payment proposal for each incoming invoice registered in close coordination with HQ senior accountants;
  • Ensure that payments are made in line with remittance proposal confirmation;
  • Follow up the supplier open items to check the registered invoices are approved;
  • Prepare weekly cash position report including forecasted project and other expenditure;
  • Ensure the availability of enough cash at the bank and liaise with HQ for transfer of operating cash to ICARDA Addis office;
  • Ensure that payments are made on time;
  • Prepare monthly bank reconciliation and pass the necessary adjusting entries;
  • Check the accuracy and compliance of petty cash expenditure and its timely replenishment;
  • Participate in the closing of monthly and annual books of accounts;
  • Review monthly charges from ILRI, assign proper budget codes, prepare monthly Journal Voucher and ensure that all charges recorded in ABW;
  • Check and verify business advances and register in OCS and follow up outstanding advances regularly;
  • Register Partnership advance liquidation per the financial reports and prevailing guideline;
  • Registering Vehicle Mileage recharges in OCS on timely manner;
  • Liaise with ICARDA HQ and ILRI regarding financial and accounting related matters;
  • Assist with the facilitation of annual/external audits;
  • Perform other duties as requested.

Job Requirements

Minimum Requirements

Education:

  • BA degree in Accounting or Finance.

 Skills:

  • Must be an IT literate in use of Microsoft packages and conversant with ERP application software such as Agresso Business World used for financial management

Experience:

  • Five years’ relevant experience
  • Work experience at least in part in an international Non-Governmental Organization or an international organization
