Ethiopia: Finance manager ERM (OFDA and ECHO) Job Vacancy in Ethiopia

Scope of Work

The Finance Manager –Sub-grant’s is in charge of the IRC Ethiopia Program sub grant management functions, including managing Budget Vs Actual, partnership capacity building and assisting FC on grant and sub grant management.

1) Emergency respond

Ø Manage the emergency finance team, providing clear objectives, performance management and technical support and capacity building / training. Provide technical supervision of field finance staff.

Ø Develop a financial and accounting training programme and provide support to budget holders, finance staff and local partners if applicable.

Ø Identify and address key financial risk areas in the planning phase as the nature of the emergency will have changed the operating environment.

Ø Review / develop, co-ordinate and administer the plan for the control, monitoring and reporting of financial operations to include controller, treasury, payroll and budget functions, & development of accounting systems and procedures.

Ø Update the budget holders list and authorization limits regularly and disseminate to the concerned staff. Ensure compliance to scheme of delegations and report any deviation to management.

Ø Review all PR and Payment according to the Authorization limit.

Ø Actively engage in the reconciliation exercises between financial, Grants, Supply Chain, t and CET/ERR Team as part of the assurance mechanism related to humanitarian outputs.

Ø Update Financial information, for respective sector as needed.

Ø Active participation for the preparation of the emergency programme master budget to show funding requirements and ensure it is communicated regularly.

Ø Assist in providing Financial Planning information by the specific deadline dates

Ø Manage the ERR cash flow to ensure timely and secure transfer of funds to meet programme needs

2) Partnership/Sub-grant Process:

a) Work with Partnership unit and technical staff to organize capacity and risk assessments for partners.

b) Help facilitate the sub-award proposal review process as needed

c) Further develop partnership templates and contracts in conjunction with the Partnership unit and finance controller /grants.

d) Work in collaboration with Operation, other IRC finance team, and program staff to manage sub-agreements.

e) Contribute to IRC Ethiopia partnership strategy development as needed/requested.

2) Partner Monitoring & financial report verification:

a) Support emergency response team in monitoring sub-grantee partner donor compliance and progress against objectives, developing monitoring tools as needed.

b) Liaise with partnership unit for timely submission of accurate financial reports.

c) Conduct monitoring trip to existing sub-grants

d) Carry out all Pre-Award Assessments – including the defining of capacity building issues – for prospective partners and feedback to CP staff and HQ, in a timely and comprehensive fashion

e) Review financial report submitted by partners and provides immediate feedback as necessary

f) Carry out subsequent visits to partners who are selected, in order to develop a Capacity Building Plan with specific action points, incorporating this into the negotiation phase for the Sub-Grant Agreement transfers

g) Conduct training to IRC partners finance staff

h) Assist in review of sub grant policy and roll-out of new policies.

i) Manage the sub award closeout process in compliance with donors and IRC regulations

j) Coordinate communication between IRC Finance, grants, program and sub grantees.

k) Ensuring that all partners submit their financial report on timely fashion and fund to be transferred to partners without delay

l) Assist on post-award monitoring and filed visits to ensure that IRC requirements are being followed by the sub grantees.

m)Ensure budget and other operational policy and producers are respected by partners.

3) Capacity Building:

a) Contribute to the development of capacity building strategy, particularly under the emergency response program.

b) Work with Partnership unit, and operations and technical teams to schedule and implement capacity building plans which may include formal training, mentoring, and experience sharing visits.

c) Work with Partnership manager to establish linkages with other organizations that have capacity building programmes, with the aim of experience sharing.

d) Track and document assessments of the impact of capacity building interventions, including regular reports/updates on partner capacity building activities.

4) Documentation and Reporting:

a) Maintain comprehensive electronic files for the emergency response program, including partner files. And hard copied in their respective sub-agreement box files and label them correctly.

b) Working with the emergency response team, review monthly internal reports, compile and submit partner reports into overall donor report, and support government reports/agreements for the emergency response program as needed/requested.

5) Donor Reports

a) Preparation of draft donor reports for review by the Finance Controller

b) Analysis of actual to budget results to identify problems in accounting or compliance

c) Identification of procedural or training issues to be addressed to improve the quality of report data.

d) Preparation of the creation of detail level budgets in IRC SUN format to ensure required donor reports can be produced form the accounting system

6) Budgets

a) Assisting in the preparation and maintenance of the country’s Operating Budget to ensure data is complete and maintained on a timely basis.

b) Preparation of monthly management reports analyzing the use of sub-grantee funding versus approved allocation as well as spending analysis.

c) Assisting in the development and preparation of cost allocation processes for overarching costs that comply with donor regulations on allowable costs.

d) Review of actual vs. budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.

7) Staff Performance and Management

a) As part of his/her supervision responsibility, set and agree with the Finance officer Key performance objectives for each financial year in line with the Department goals.

b) Provide the Finance Officer conducive work environment; business tools, support and relevant training necessary for them to perform their work.

c) Monitor the performance of the sub-grant Finance Officer through the year providing regular feedback on progress towards meeting agreed objectives and any improvement needed.

d) Conduct an annual performance appraisal.

8) Other Duties

§ Contribute to the overall proper functioning of the Finance department by taking on any other duties assigned by supervisor.

§ Contribute to the overall improvement of the financial and accounting system in ETHIOPIA by providing recommendation to supervisor for consideration on specific areas that could be improved.

§ Contribute to team work and team play.

o Ensure International Rescue Committee is in compliance with all local laws (e.g. Tax, 70/30 , etc).

o Facilitate any external audits and audits conducted by the Internal Auditor and other headquarters personnel

Requirements/Qualifications

· First Degree, Post Graduate Degree/MA and Msc.

· 6 years of relevant experience with first degree.

· 3 years relevant experience plus post graduate.

· NGO experience

· At least 2 years senior level management experience.

Skills required

· Proven management skills.

· Computer literate.

· Project management experience.

· Proposal and report writing skills.

· Excellent representational skills.

· Excellent communication and interpersonal skills.

CARE seeks a Deputy Chief of Party (DCOP) for an anticipated USAID-funded project to improve resilience of pastoralist areas in Ethiopia through market expansion. This procurement is expected to be a five-year cooperative agreement in the USD $40 Million + range.

International relocation and allowances may be available for this position.

The DCOP will work closely with the Chief of Party to guarantee quality, efficiency, integrity, and learning throughout project duration. S/he will provide strategic oversight and technical guidance to, and resolve challenges in implementation of, cross-sectoral activities reflective of the program’s theory of change, logical framework, monitoring and evaluation, and relevant work plans.

In addition to promoting quality, the DCOP will encourage efficiency in program delivery. This involves continually monitoring program tasks and activities against goals; minimizing duplication of personnel activities; and defining and using standard operating procedures.

The DCOP is accountable for establishing and maintaining strong positive partnerships and working relationships with relevant Federal and Regional Government offices. The aim of these partnerships is to establish joint planning, implementation and monitoring and evaluation and learning operations and systems.

Primary responsibilities:

· Oversee the coordinated planning (of activities and resources) and implementation of the program and program operations in line with state-of-the art strategies, technical standards, and applicable USAID rules and regulations.

· In collaboration with the Chief of Party, ensure the adequacy of planning, monitoring and reporting and competence for the effective scale up of program interventions to meet established programmatic and financial targets and timeframes.

· Develop and implement systems that address food insecurity and other pertinent sectoral issues. Resolve/facilitate the resolution of technical issues.

· Provide strategic oversight of program tasks and activities, including participating in budget discussions.

  • Promote learning and innovation. This includes adapting tools and systems; promoting data-driven, evidence-based actions; expanding successful activities’ breadth and depth; building capacity to work in new ways; and communicating best practices to relevant parties.

· Conduct monitoring visits to observe field activities.

· Serve on the program’s Senior Management Team.

· Promote quality, efficiency, integrity, and learning throughout program duration.

· Mentor and supervise direct report/s as may be required, including the program’s technical leads.

Required skills:

· Master’s degree in International Development, Agriculture/Agronomy, Nutrition, Water-and-Sanitation Engineering, Economics, and/or related field.

· Minimum of 8 years of recent and progressively-challenging experience working in two or more of the following areas: Food Security, Market Development, Resilience, Natural Resource Management, Gender and Social Transformation

· Prior management of USAID funded-programs required.

· Proven leadership skills. Demonstrated experience recruiting, developing, and managing staff.

· Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.

· Experience managing programmatic and financial reporting requirements.

· Previous experience in Ethiopia is required.

The three-year programme has the following expected outcomes: (1) Federal and regional normative frameworks and enforcement mechanisms to prevent and respond to VAWG developed and implemented in line with international human rights standards; (2) Protective services that provide immediate and comprehensive care are available for women and girls survivors of violence; and (3) women and girls enjoy greater freedoms and rights within their community. Since the first phase of the programme came to an end in 2017, UN Women ECO would like to conduct an evaluation of the programme. This evaluation is strategic in terms of realizing the contributions made by the programme towards ending violence against women and girls (EVAWG) in Ethiopia and identifying good practices and lessons learned to inform the next phase, including future programming and initiatives on EVAWG. The findings of the evaluation will also be used for strategic policy decisions, organizational learning and accountability. The office is thus seeking a team of consultants to conduct an end evaluation of the programme. The evaluation should be guided by guiding documents for evaluation at UN Women, including the Evaluation Policy, Evaluation Chapter of the POM, the GERAAS evaluation report quality checklist, the United Nations System-wide Action Plan Evaluation Performance Indicator (UN-SWAP EPI) and the UN Women Evaluation Handbook. These documents serve as the frame of reference for the Evaluation Manager and the evaluation consultant(s) for ensuring compliance with the various requirements and assuring the quality of the evaluation report.

Overview of the workshop: The African Children’s Charter Project is jointly implemented by five Pan African child rights organizations namely Plan International, ACPF, Save the Children Sweden, the Dullah Omar Institute and the Institute of Human Rights and Development in Africa; with the purpose of improving the promotion and protection of children’s rights in Africa through the African Union (AU), the African Committee of Experts on the Rights and Welfare of the Child (ACERWC), and Civil Society Organisations (CSOs).

The African Children’s Charter Project will hold a 3 day Project review and planning workshop which will be held on from the 12th to 14th April 2018 in Addis Ababa – Ethiopia. This workshop will involve the project consortium partners and other stakeholders including the African Committee of Experts on the Rights and Welfare of the Child (‘ACERWC’) and representatives from the ACERWC secretariat in Addis Ababa, Ethiopia.

The workshop objectives include;

  1. A review of the Cost Extension period successes, lessons and areas needing improvement

  2. ACCP phase 2 kicked off with participation of all Consortium members and stakeholders

  3. Project roles reviewed and agreed to ensure successful delivery of ACCP 2

  4. Review and discussion on the annual implementation plan for 2018;

  5. Review and discussion on draft Project exit strategy

Expected outcome of the workshop

  1. Cost extension period lessons learned well documented

  2. Project implementation, coordination and monitoring mechanisms discussed and agreed

  3. The 2018 implementation plan developed

  4. Draft exit strategy document developed

On behalf of the ACCP consortium, Plan International would like to invite expressions of interest from qualified consultants to submit bids for this assignment under the ACCP that will be coordinated by the Plan Pan Africa office in Addis Ababa.

Facilitation of the workshop: A consultant will be hired to facilitate and manage a consultative process. The facilitator, in consultation with the Project Manager and key project team, will prepare the workshop programme, facilitate the workshop and produce workshop documentation.

Interested applicants should submit to Plan International their technical and financial proposals including: Confirmation of the requirements of the Terms of Reference; Curriculum vitae and statement of capability; Brief outline of consultant’s approach and methodology to achieve the assignment requirements; Work plan for the assignment.   • Prudence in Budgeting and Budget management for asset care, Utilities and CAPEX
  • Delivery of asset care KPIs
  • Dynamic Maintenance planning best practices for attainment of target plant availability, reliability and asset life cycle.
  • Monitor equipment life-cycle costs and advise appropriate modifications, upgrading or replacement.
  • Implement best engineering practices and provide input into asset care management, managing materials, components and spares required by the plant/equipment to achieve optimum cost.
  • Establish clear standards for all contractors in the area of engineering and ensure compliance to Permit To Work requirements.


Qualifications and Experience Required
A combination of functional expertise, operations/ beer credibility, track record of people management and development, change leadership and cultural sensitivity.
Minimum 10 years Manufacturing experience essentially in a senior role.

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in health-related projects’ implementation, either in humanitarian and development contexts.

CCM has been working in Ethiopia since 1982. It is present in several areas, namely in Tigray and Amhara (North Ethiopia), Bale Zone of Oromia (central Ethiopia) and Liben Zone of the Somali Region (South Ethiopia), collaborating with Regional, Zonal and woreda health authorities to implement the Ministry of Health policies and strategies and with Italian and international organizations, in order to promote integrated actions.

CCM initiatives are mostly meant at improving the delivery of primary and secondary health services, with main focus on sexual and reproductive health of youths and adolescents and mother-and-child health, and strengthening the Ethiopian health system mostly by supporting the training of health professionals.

CCM initiatives do target both local and – when present – IDP/refugee populations. Specific attention is given to pastoralists communities needs, through the One Health approach.

Duties and Responsibilities

External relations

  • The Country Representative (CR) officially represents CCM with local authorities and governmental institutions in the Country, with the Italian Embassy, the United Nation System, the Office for the Coordination of Humanitarian Affairs, the European Delegation and with the local offices of International and local Organizations..
  • CR represents CCM with partners, project stakeholders and donors. (S)he can be supported by the Health Advisor and Program coordinators, when it is requested.
  • CR protects and promotes CCM’s image and reputation
  • The CR is the legal representative of CCM, (s)he manages every legal aspects of the organization in the Country

Strategy of intervention and project design and formulation:

The CR:

  • Supported by the Health Advisor, Searches and/or elaborates documents relevant to the country and the Health sector in order to identify new actions and axes of intervention;
  • According to the Country Strategy and Plan shared with the Head of Projects Sector and the Desk Officer, CR identifies and develops new project proposals to be submitted to local or international donors
  • Supported by the country administration, defines yearly plans and evaluates CCM performances in the country both economically, qualitatively and quantitatively always taking into consideration the sustainability of the organization.
  • Ensures the formulations of new projects, planning and coordinating the activities with the Head Office (CCM Project Department and Ethiopia Desk Officer), Regional and Country Health Advisor. He/She requests to contract external consultants when needed

Supervision and evaluation of the projects’ implementation

  • Assures the compliance with CCM Head Office and Donors’ guidelines and requirements about visibility, documentation, monitoring and evaluation.
  • Monitors ongoing projects, ensuring regular implementation, respect of objectives and plans (operative, economic and financial), and results’ evaluation. (S)he is supported by the Health Advisor regarding the monitoring and evaluation of every health issues.
  • Ensures the preparation, revises and submits all sort of reports (narrative and financial) to the Head Office or to the Donors, according to the established deadlines and the processes and the International Project Department procedures.
  • Manages the office where (s)he is based and ensures the correct organization of all CCM basis and offices in the country, in accordance with the CCM guidelines
  • Organizes head office missions, including feasibility studies and project evaluations
  • Ensures efficient logistics in the Country
  • Ensures and facilitates a smooth and effective working relations among volunteers, project managers, Health Advisor and with the HQs

Human Resources

  • According to the HQ guidelines about HR management, the CR identifies, constantly updates and enacts the HR internal procedures approved by the HQ.
  • (S)he is responsible of all personnel in the country (including consultants and volunteers). The CR identifies local and international staff roles to be recruited for projects or offices, fully collaborating with his/her Program coordinators and direct supervisors at the HQ.
  • Supported by the Head Office (Desk Officer, Regional Health Advisor, Head of Projects Sector and HR function) agrees about recruitment process’ stages, identifying also the staff members involved in it based on their roles and specific competences, and also the evaluation of personnel based on regular procedures (specific ones still to be defined).
  • Ensures trainings and skills updating for local and international staff members
  • Following internal procedures and UN instruction and guidelines protects the security of the staff members. S(he) ensures continue communication and exchange with the Italian Embassy on security.

He/she reports to the Desk Officer for Ethiopia at CCM HQ.

Job profile

Requirements

  • Relevant academic background

· Postgraduate studies in International Humanitarian Development or equivalent studies is an asset

  • Minimum 5 years of experience in implementing and monitoring of development and emergency projects. Previous experience in the role of Country Representative is an asset.
  • Excellent experience in identifying and elaborating new project proposals
  • Good administrative skills (budget formulation and management, contracts understanding, reporting)
  • Excellent HR managerial skills in very complex and multicultural teams
  • Outstanding negotiations and communications capacities both with local and international partners
  • Excellent interpersonal skills and ability to deliver promptly feedbacks
  • Strong capacity to organize his/her workload and meet deadlines even under pressure
  • High capacity to cope with stress also in volatile and highly insecure contexts.
  • Goal mind oriented
  • High ability to adapt to very rural contexts where there are poor living conditions
  • Proficiency in Microsoft Office
  • Fluency of both written and spoken English
  • Fluency of both written and spoken Italian is an asset

As a Marketing Specialist, you will be part of the Marketing & Sales Division based out of Addis Ababa, Ethiopia. Tasks

Your main responsibilities in this role will include:
Creating, planning and implementing sales strategy, and strategic sales and business development initiatives, in Alignment with global sales strategy. Achieving sales targets in respect of both budget and sales efficiency.

Establishing sales targets and ensuring sales achievement through regular oversight and definition and implementation of improvement plans as needed.

Identifying opportunities at existing and potential new customers within defined geographical area, and determining plans for acquisition and allocating resources.

Coordinating the flow of information for sales activities and transactions, including leads, billings, orders, contracts, etc. and evaluating data to ensure achievement of goals. Monitoring and providing reports to the Marketing and Sales organization on market intelligence

Supporting the development of strong relationships with key customers. Building and maintaining strong relationships with key decision makers. Ensuring efficient marketing communications.

Ensuring achievement of sales volume and product mix targets by setting appropriate price and margin for sales. Participating on negotiations of key contracts. Manages ongoing costs.

Monitoring client financial status and reports any changes regarding risk to relevant internal partner teams. Identifying and managing potential risks relating to contract agreements across customers/channels.

Taking ownership of the sales processes, and all relevant training and development plans, actions and programs

Ensuring (with HR Manager Support) that the area of responsibility is properly organized, staffed, skilled and directed. Coaches, motivates and develops direct and indirect subordinates within HR policies. Drives and ensures know-how sharing and cross-collaboration.
