Job Title: Deputy Chief of Party II

Reports To: JEOP Chief of Party

Country/Location: EARO - Ethiopia

Job Summary:

As Deputy Chief of Party II you will provide overall management of and have responsibility for overseeing the program technical team, assuring program quality, as well as standing-in for the Chief of Party (CoP) when necessary, and act on behalf of the Chief of Party as needed, including global representation to the donor to serve the poor and vulnerable. Your management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in the Program Quality field. As a senior leader you will proactively manage security and mitigate security risks.

Education and Experience

  • Master's degree in International Development, International Relations or a relevant technical area.
  • 7 or more years' relevant management and technical experience.
  • 5 years experience managing donor funds, including multi country grants. Strong knowledge and experience in budget management.
  • Recognized technical experience and qualifications in sector as demonstrated by peer reviewed publications, conference presentations etc.
  • Demonstrated experience of successful management, including management of functions of complex, high-value, multi-activity projects, with complicated logistics.

  • Staff management experience and abilities that are conducive to a learning environment. Experience coaching.

  • Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.

  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems. Travel: Willingness to travel approximately 40-50% of the time to remote areas of the country.

BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Ministry of Agriculture and Natural Resources Development and is Secretary to the Transformation Council chaired by the Prime Minister.

The programmatic *focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars: Crops & Natural Resources which includes Inputs and Plant Protection, Livestock, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets, which includes Market Development, Rural Finance, ICT, and Private Sector. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the Agency. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models**.*

POSITION SUMMARY:

The Senior Director of Livestock Development is a senior executive level management position within the ATA administration with the Senior Director serving on the senior management team of the Agency. His/her role will primarily involve managing and supporting Program Directors within the Livestock Development areas of the Transformation Agenda which include Livestock Genetic Improvement, Livestock Feed and Feeding, Livestock Health and Livestock Markets.

The Senior Director will also work closely with other senior directorial staff within the ATA, in order to leverage and maximize on synergies across different program types. To this end, s/he will support and guide implementation plans and strategies along priority Agricultural Commercialization Clusters to enhance production and productivity as well as market access of key livestock commodities. To this effect, he/she must possess and be able to demonstrate strong verbal and written communication skills and relationship building abilities.

ESSENTIAL DUTIES:

  • Supervise and performance manage the Program Directors of the Livestock Development Vertical within the ATA which includes Livestock Genetic Improvement, Livestock Feed and Feeding, Livestock Health and Livestock Markets.
  • Provide direction, guidance and support to the Program Directors of the above programs in order to ensure that high quality deliverables and outputs are created within each program, in line with the ATA’s overall goals
  • Actively participate in diagnostic activities, solution design and development of policies, strategies and solutions developed by the Knowledge Centers in the Livestock Development Vertical
  • Support the Delivery Unit mechanism within the ATA and partner organizations to facilitate close and collaborative relationships with key stakeholders/partners across problem solving and implementation support areas of the Transformation Agenda
  • Ensure that the ATA’s Livestock Development Vertical programs provide sufficient support in the execution of the Agricultural Commercialization Cluster (ACC) Initiative
  • Support, enable and facilitate close and collaborative relationships between Program Directors and key stakeholders/partners across problem solving and implementation support areas
  • Critically assess capacity gaps that may hinder effective implementation of activities and develop solutions as required.
  • Coordinate and harmonize the design, implementation and monitoring and evaluation of programs and projects within the ATA’s Livestock Development Vertical
  • Assist in building capacity of key government, private and informal actors in the education, research, extension and production continuum associated with the sub sector.
  • Support the organization in other operations or roles as required by the CEO

Key functions

  • Member of the Senior Management Team, which is responsible for organizational strategy within the ATA.
  • Direct supervisor of Program Directors and Project teams within the ATA’s Livestock Development Vertical, spearheading solution development, implementation support to partners, implementation support of relevant internally managed projects, reporting and documentation of programs and projects.
  • Facilitator of the required financial, human and organizational resources for the successful implementation of programs and projects.
  • Supporter to the CEO in the creation and delivery of strategies and programs to enhance the ATA, and where appropriate obtain external expertise and counsel
  • Provide guidance to and manage output of the staff within the Livestock Development Vertical and contribute to performance reviews and planning for their continued professional development

REQUIRED QUALIFICATIONS:

  • MSc/PhD in Animal Science, Veterinary Science, Agriculture, Rural Development, Development or other relevant subject.
  • Minimum of 12 years’ (for Master’s) or 10 years (for PhD) of relevant experience in Livestock related role within government, an international agency and/or the private sector, of which at least 6 years worked in a senior, management or leadership role.
  • An understanding of livestock sector dynamics, with a preference for Ethiopian livestock sector knowledge (e.g. background in working with farmers, research institutions, regional agencies, and other partners)
  • Deep understanding of Ethiopia’s agricultural system, with a good perspective on how the system operates and how public, private and informal actors interact within the system
  • Practical experience in implementing solutions at a local level
  • Experience in developing and building relationships between the public and private sector
  • Demonstrable track record of success with program design, performance management, learning systems and monitoring & evaluation
  • Strong team player with outstanding management skills
  • Excellent communication skills
  • Ability to work under pressure and in a constantly evolving and challenging environment
  • Self-starter and self-motivated person
  • Fluency in Amharic and English is essential. Fluency in at least one additional Ethiopian language is a plus **

Purpose of the Job

Ø  Coordinate, in close coordination with other consortium staff, activities related to baseline, Mid-term and end-line surveys; ensure that data are properly analyzed and results compiled and reported in a timely and accurate manner;

Ø  Prepare presentation of  data related to project  activities;

Ø  Participate in Operational Researches;

Ø  Routinely perform quality control checks of monitoring and evaluation work, overseeing that planned monitoring and evaluation activities are taking place,

Ø  Take part in monitoring and evaluation networks with other NGOs implementing in RESET II and RESET Plus clusters, as well as with EC M&E focal points, partners and beneficiaries to coordinate field monitoring and evaluation activities, stay current on best monitoring and evaluation practice and support quality programming and accountability standards.

Ø  As part of the learning function, seek to identify learning points across the range of work carried out by Amref and consortium partners, and identify opportunities to share this learning throughout the clusters network through meetings, workshops, reports, shared documents etc

Ø  Ensure that the programme collaborates and networks with other stakeholders such Reset II implementing NGOs, EC departments and private sector organisations,

Ø  In coordination with the Head of Programme and Project Programme Coordinator, represent Amref Health Africa at national levels; to donors, local and national government authorities, other NGOs, and any other parties as required;

Ø  Perform other duties as may be assigned from time to time.

Job Requirements

  • Master degree in M&E, public health or health care management with good knowledge of global and national health.
  • 3 years’ experience in project and M&E in NGO setting
  • Good interpersonal communication skills, partner’s management skill,
  • Good M&E and report writing skills.
  • Communication & writing skills in both Amharic & English
  • Demonstrated skills in liaising with partner agencies;  
  • Ability to seek, provide and accept constructive criticism and to promote personal and organization growth through lessons learnt

·         Experience using theories of change to advise programming in rapidly changing contexts is an asset.

  • Excellent computer skills: MS Windows, MS Word and Excel
  • In addition the ideal candidate must have strong analytical, problem solving and networking skills
  • Be a team player and communicator and work under minimal supervision

 Terms of employment: One year with possible extension. 

Duty Station: Addis Abeba head office, with possible ad hoc field visits.

About the Organization:

 

VisionFund Micro Finance Institution (S.C) is an Institution established according to proclamation No. 40/96 to provide financial services to the productive poor in the rural and urban areas of Ethiopia. VisionFund is currently operating in four of the Regional States of the country.

VisionFund MFI is currently looking for candidates for Junior Accountant role. The successful candidates will have skills and experience that meet the following requirements:

 

  1. Major Responsibilities

Budget and operating plan preparations

  • Assists the branch manager in the preparation and consolidation of fiscal year budget and operating plan and follow up proper implementation
  • Ensure the maintenance of an updated and well-kept accounting books and records
  • Summarizes the cash needs of branch its monthly cash flow statement and transfer the request to Head Office as per the recommendation of branch manager.
  • Prepares payment vouchers and checks for authorized payments after verifying the correctness of the pertinent source documents.
  • Prepares payroll for the braches and reviews the document after payments and effected to ascertain whether deductions of income tax and provident fund are paid to Inland Revenue and deposited to respective saving bank account of employees.
  • Reviews the accounts so that all transactions are journalized and posted.
  • Prepares bank reconciliation statements for Branch on monthly bases.
  • Maintains fixed assets records in appropriate registers showing sufficient details of assets.
  • Ensures regular taking up of data back up and filing of it in a safe and secured manner.
  • Maintains appropriate records of loan disbursement, incomes, repayments, arrears, bad debts and alert the management on major issues related.
  • Work on G-one to expected standards.

Prepare and assist for both internal and external audits

  • Provides assistance in any audit or examination to be conducted by the external or internal auditor, government regulatory agencies as well as other parties duly authorized by the Board of Directors or the General Manager to conduct such activity

Maintain sufficient control systems

  • Maintains all fixed assets of the Branch in appropriate register and facilitates conducting of physical inventory every year to verify the existence of the assets;
  • Work with the treasurer to ensure adequate control of cash and other assets according to laid down policies in the Branches he/she is assigned to.

Reporting

  • Produce for review monthly income, balance sheet and cash flow statement of his/her area of operation
  • Produces and submits accurate, complete and timely financial reports of the branch, including cash flow, balance sheet, etc. at the end of each month;
  • Produces timely, detailed MIS reports needed for the constant, on-going review, monitoring and management of the branch’s performance

Job Requirements

  • College diploma in accounting is required
  • Zero years of experience in related positions.
  • Determined personality with initiative, perseverance and the ability to motivate and manage a team
  • Capability and willingness to take responsibility and highly developed sense of integrity
  • Ready to comply and live up to and in accordance with the organization Ideals and Core Values
  • Be proficient in Microsoft office, and excellent use of Excel spreadsheets
  • Highly developed sense of reliability and accuracy
  • Very good communication skills
