 Summary of Key Functions/Results Expected

 

v Will be responsible for designing, planning and overseeing the construction of road and bridges and will also be in charge of extensions or changes to existing structures;

To support FMoH in the review and consolidation of the Comprehensive, integrated Nutrition services (CINuS) package based on lessons learnt from the EU-share project for integration into government policy for scale up.

Duration of contract: 6 months

How can you make a difference?

Development of CINuS digital hub

The aim of this task is to pull together all relevant resources for the implementation of the CINuS package in order to make the resources available for FMoH and partners working in Nutrition.

  • Desk review of current available resources for the CINuS package
  • Review of CINuS implementation at the grass root level in the ECHO-DEVCO
  • Identification of gaps in CINuS package and development plan of action to address the gaps
  • Working with the section programme software consultant, the incumbent will develop a web-based digital hub pulling together and consolidating all available resources for CINuS package including relevant social and behavior change material. The SBCC material cataloguing will be completed by a consultancy firm by the end of February 2018.

Development of CINuS implementation guideline

The aim of this task is to create a clear guideline to support FMoH and other partners to scale up CINuS in all woredas in the country

  • In consultation with FMoH, the incumbent is expected to develop a draft guideline for the implementation of CINuS. The final guideline, incorporating comments from all relevant stakeholders should be uploaded in the CINuS digital hub.
  • In consultation with the section budget officer and programme officers develop the CINuS costing tool for the implementation of CINuS for use by FMoH and other partners. The final costing tool should be uploaded in the CINuS digital hub.

Development of Advocacy materials for CINuS

The aim of this task is to develop a range of advocacy materials for high level policy makers and stakeholders to continue/increase investment in nutrition with a focus on the scale up of the CINuS package.

  • Develop an advocacy plan for the promotion of CINuS concept to all relevant high level stakeholders.
  • Develop concept notes and power-point presentations to promote the CINuS concept including a review of the evidence base for each intervention and cost-effectiveness. The relevant documents will be uploaded to the CINuS digital hub

Methodology

  • The expert will be based in Addis Ababa with frequent field visits to the project sites.
  • The consultant will closely work with Federal Ministry of Health as well as with the UNICEF Nutrition Section and the WASH, Child protection and Education section.

To qualify as a/an [champion or advocate] for every child you will have…

  • An advanced university degree (Master’s or higher) in nutrition, public health, food security, international health and nutrition, and other related field of experience is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years professional experience in nutrition Specific and Sensitive programmes with UN, INGOs or other development agencies in developing countries, including experience within the Horn of Africa sub-region. Experience of working in Ethiopia is highly desirable. Proven track record of working on documentation of nutrition projects and publication of best achievements and lessons. Experience in developing nutrition policies, strategies and guidelines is required. T
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

QUALIFICATIONS

WHO YOU'LL WORK WITH

You will be part of an upcoming funded tax programme and will be based in Addis Ababa, Ethiopia. 

You will work in collaboration with the local government to support inclusive economic development and structural transformation by assisting the sustainable increase in tax revenues. The programme will be delivered in close collaboration with international donors and the government. The overall impact of the programme will be the government being capable of a self-financed exit from poverty.

WHAT YOU'LL DO

You will provide technical and managerial leadership in setting the programme direction and its implementation, including leading an internal full-time team as well as international and national advisors on a demand driven basis.

Purpose of Role

The Sustainability & Responsibility manager is responsible for providing leadership, consultancy, project management and support to the business on the implementation, development and delivery of responsible drinking and community involvement programmes and positively contributes to corporate reputation.

Top Accountabilities
  • To support to the CRD and business on the development, implementation, and delivery of RD and CSR programmes and positively contribute to corporate reputation
  • To support the Meta extended leadership team and staff in understanding social responsibility and responsible drinking and its fit into the Meta’s corporate citizenship agenda.  Educate customers and consumers on Meta’s RD program.
  • Define and constantly reevaluate policies and processes to ensure the right controls are in place to drive the Sustainability and Responsibility agenda
  • Develop and implement a strategy that will create a step change in relevant key stakeholders’ awareness and understanding of Meta’s RD programs
  • Work to earn public recognition for Meta RD programmes by selected key government, community and media stakeholders
  • Stay abreast of emerging developments alcohol policy and other public polices locally and globally and track developing policy trends that affect Meta’s alcohol in society agenda; Identify threats and opportunities in market and legislation on regularly updated risk and opportunity footprint.
  • Work with marketing/commercial teams to ensure RD is embedded in all commercial activities and consistently track the company’s  performance on RD
  • Champion DMC for the department and business in liaison with marketing. Build internal (employee) awareness and capability on responsible drinking i.e., DrinkiQ
  • Work with relevant PR/Lobbying/issues management agencies to deliver a favorable agenda for RD
  • Promote Meta’s leadership of a responsible drinking culture, industry responsibility and company sustainability via government and community relations programmes
  • Develop a systematic, strategic approach, to deliver Meta’s Water of Life agenda; manage WOL partners and track progress.
  • Identify community related projects that are in line with business goals
  • Responsible for the development, preparation, design and evaluation of Meta’s enriched community initiatives in the areas of: water of life, health, education, skills for life and Environment.
  • Work with the various business locations to ensure minimal disruption to the business due to community related actions.

Qualifications and Experience Required

  • Business Degree and a post graduate qualification or equivalent experience in one or more than the following: Marketing, Consulting, Communication, Public Affairs, Issues Management
  • Interpersonal relationship building skills and exposure to stakeholder management, e.g., customer, government, media, and employee. Comfortable with public speaking and strong networking skills
  • Good industry and commercial understanding – able to translate regulatory threats into commercial impact
  • Proven track record in communications and communication strategy development
  • Superior written and verbal skills in Amharic and English; superb public speaking and interpersonal skills; effective communicator
  • Project management – highly organized with great attention to detail; well versed with Microsoft tools: Power point, Office, Word, Outlook. Other communication tools are a plus.
  • Ability to mobilize people and teams and exposure to influencing both internal and external senior management level
  • Minimum of 5 years’ experience in a related discipline (communications, or marketing or policy). Minimum 5 years’ experience working at a strategic level, developing and implementing community programs either in the corporate or voluntary sector.
  • Sustains a positive outlook across a range of situations and encourages this in others.

BACKGROUND INFORMATION - JOB-SPECIFIC

UNOPS strategy for Ethiopia is aimed at providing support to the Government and people of Ethiopia though the delivery of projects and services in line with the government’s own priorities and also under the UN Delivery as One initiative. The UNOPS Ethiopia Operational Hub (ETOH) has been established as an organizational mechanism to deliver a range of projects for which UNOPS has been appointed as the implementation agency. At present, UNOPS Ethiopia office is implementing and negotiating a number of projects in a range of sectors including infrastructure (UN Compound & Airstrips) development, Procurement Support to Government Ministries and other UN agencies and finally HR support to UN agencies.
The functional objective of UNOPS ETOH is to deliver projects in an efficient and effective manner, to achieve the development outcomes sought by the Government of Ethiopia and the donor community, where capacity building is always considered and encouraged.

FUNCTIONAL RESPONSIBILITIES

Established in 2009, UNOPS Ethiopia Office has been providing services to various partners, including the government of Ethiopia, UN agencies such as UNECA, UNICEF, UNEP, WHO, UNHCR and WFP, and other international organizations. In 2014, the UNOPS Executive Director decided to establish the UNOPS Ethiopia Operational Hub (ETOH), which manages and coordinates the UNOPS activities in Ethiopia, Sudan and Djibouti.
UNOPS ETOH activities range from tailor-made administration, operations, human resources, and logistics support for implementation of development and humanitarian projects; infrastructure and procurement management services; and advisory services to partners to facilitate effective procurement, supply, and financial management.
This position is located in the United Nations Economic Commission for Africa (UNECA) Strategic Advisory Unit (SAU), Information Technology & Umoja Support Section (ITUSS) of the Public Information and Knowledge Management Division (PIKMD).  The incumbent works under the direct supervision of the Chief of the Strategic Advisory Unit (SAU).
  • Performs plan and specifications analysis in order to provide clear, traceable and coordinated interpretations of requirements to design and implementation
  • Contribute actively in developing, documenting and executing detailed project work plans and schedule
  • Assist in the evaluation and solution of potential project risks
  • Provide technical guidance to development team, in accordance with pre-determined guidelines and standards, to ensure project compliance with specifications and design instructions
  • Research and recommend solutions to design issues and assist in the preparation of change requests to resolve design issues
  • Conduct quality control activities in accordance with quality management plan, using specified control measures and tests
  • Attend project coordination and Stakeholders meetings as required
  • Assist in monitoring and measurement of project progress and in project documentation as required by project methodology and process
  • Participate in customer sessions to collect, analyze, validate and document business requirements, processes, business rules and workflows
  • Translate business to technical know-how and visual models defining technical solution in collaboration with technical teams
  • Conduct options analysis and recommend optimal solutions to address stakeholder requirements
  • Recommend business solutions, including viability of usage of existing IT systems and/or infrastructure and industry IT standards/solutions relevant to business requirements
  • Plan, design and execute application testing, change management and release management
  • Interface between business units, technology teams and support teams and effectively coordinate communication to deliver functional requirements like GUI, screen and interface designs and enable the translation of business requirements into functional and technical specifications
  • Work closely with cross-functional teams and technical staff to manage the design of documentation in support of enterprise systems projects and service delivery;
Operational functionaries
  • Creates and Analyzes Business Requirements Documents (BRD) to capture the business’s functional and non-functional requirements, business rules as well as document use cases for both business and system aspects for the unit’s main projects
  • Develops and document process workflows diagrams and workflow narrations
  • Develops application screen mockups and screen flows; translate screen design and workflows into Wireframes and/or prototypes
  • Manages the full project life cycle for assigned projects including clear definition of work scope, deliverables, schedule, resource requirements, and establishment of cost baselines
  • Assists with developing project status reports to communicate project performance to senior management and project governance boards on a regular basis for all projects within the unit
  • Anticipates and evaluates potential risk areas throughout the duration of the project and proposes/pursues mitigation, avoidance, and corrective action plans to management as necessary, escalates issues to Unit Head’s attention for guidance and assistance in reaching a resolution
  • Assists in scheduling planning, status, design review, and issue management meetings for key unit projects
  • Creates Quality Assurance plans and develops/participates in documenting test strategies, test plan and test scenarios to facilitate user acceptance testing.
  • Develops and documents traceability (matrix) assurance [the link between requirements, technical design, code and system configurations]
  • Perform any other tasks as assigned by the unit head

EDUCATION/EXPERIENCE/LANGUAGE REQUIREMENTS

Education
  • Advanced University degree (Master’s degree or equivalent) in information technology or related field.
  • A first level university degree with a combination of relevant academic qualifications and experience in information and communications technology may be accepted in lieu of advanced university degree.
  • PRINCE2 foundation and practitioner certification is highly desirable.
Work Experience
  • A minimum of 2 years of professional experience for Masters Degree and 4 years experience for Bachelors Degree  in application design, project management and/or business analysis, preferably in an international environment and on cross functional projects with diverse personnel.  
  • Proven ability to assist coordination of enterprise application deployments.
  • Advance knowledge of Project Management tools and methodologies, Visual modelling and other business analysis tools, and application development life cycle. Strong understanding of Microsoft server technologies and Microsoft SharePoint. Knowledge of other IT domains such as virtualization and network infrastructure would be an asset.
Language
Fluency in English is required. Knowledge of another UN official language is an advantage.
