People in Need (PIN) in Ethiopia – is a Czech NGO working on improving lives of the poor in Ethiopia through development and humanitarian projects. PIN is implementing development projects focused mainly on WASH, agriculture, livelihoods, nutrition, natural resource management, education and social development. PIN is also actively responding to current drought through its emergency operations.

Location: Addis Ababa or Hawassa (approx. 50-50) with frequent travels to SNNPR

Starting date: according to availability

Duration: 24 months with possibility of extension

Line-manager: Regional Coordinator for Africa at PIN HQ in Prague

Country Director (CD) is responsible for overall management and development of the mission and its employees (3 expatriates and over 100 nationals) and for PIN´s representation at the country level. CD supervises the mission’s programmes, finance and administration as well as human resources; at the same time the CD is ultimately responsible for the security management of the mission. Considerable part of CD’s responsibilities consists of medium and long-term tasks such as strategic planning, implementation of best practice and procedures, strengthening mission´s management and structure, employees capacity building.

Country Director is directly responsible for:

  • Management: CD is responsible for leading the whole mission team, for overall coordination of all its operations and its proper joint acting (synergy). At the same time CD plans the development of the mission in accordance with the needs identified in the country and priorities of PIN. All these tasks are undertaken in close cooperation with Desk Officer (DO).
  • Programmes: CD, in cooperation with HoP (Head of Programs), supports and supervises senior programme staff, follows all phases of the Project cycle management (PCM), and actively participates and leads the design of new programmes.
  • Finance & Administration: CD supervises the finance and administration unit of the mission. Together with Finance Manager and Compliance Director prepares and follows up mission budget and overall economic situation.
  • Human Resources: CD, in cooperation with DCD (Deputy Country Director, national) plans HR needs of the mission and takes part in the process of selection of new expatriate staff. CD is also responsible for capacity building, safety and security of all employees.
  • Fundraising: CD is responsible for fundraising from institutional donors and financial stability of the mission including preparation of project proposals in cooperation with the programme staff.
  • Security: CD is responsible for security management, including keeping security policy up to date and enforcing its implementation in cooperation with national Security Officer). S/he is also working towards maximum possible safety of the working conditions to minimize health risks and secure PIN’s assets.
  • External relations: CD represents mission in relation to media, public, authorities, donors and partners especially in the given country.
  • Logistics: CD supervises the operations and logistics department, approves all important purchases.
  • Communication with HQ: CD is responsible for regular communication with the HQ and timely channelling of all important information.

Key requirements:

  • Experience in management of team of 30+ employees in humanitarian and/or development context
  • Proven experience in programme management (needs assessments, proposal preparation, implementation, reporting, monitoring, evaluation)
  • Good knowledge of humanitarian and/or development aid systems, and ability to understand donor and governmental requirements
  • Fluency in written and spoken English
  • Mature, reliable personality with ability to make decisions and work independently
  • Strong team-building skills
  • Ability to organize and plan effectively
  • Excellent communication, negotiation and networking skills
  • Ability to work in difficult conditions and under pressure
  • Cultural sensitivity, working experience in developing countries (preferably in Africa)

Descriptif du projet :

Initié en janvier 2016, le projet régional Addressing Mixed Migration Flows in Eastern Africa (AMMi) a pour objectif d’assister les Etats d’Afrique de l’Est à répondre, de manière intégrée, aux défis de la migration dans la région.

Les pays couverts par le projet sont les suivants : Djibouti, Egypte, Erythrée, Ethiopie, Kenya, Ouganda, Somalie, Soudan, Sud Soudan et Yémen.

Financé par l’Union européenne à hauteur de 6 M€ et mis en œuvre par Expertise France pour une durée de 36 mois, ce projet régional s’inscrit dans le cadre du Processus de Khartoum, qui vise à renforcer la coopération entre les pays d’origine, de transit et de destination sur la route migratoire Corne de l’Afrique - UE.

Le projet s’articule sur trois axes de priorités :

· Renforcer les centres d’accueil et d’information destinés aux migrants, sur le corridor migratoire de l’Éthiopie / Somalie vers le Yémen (via le Somaliland, le Puntland et Djibouti) et sur la route vers l’Europe (via le Soudan, la Libye et l’Egypte).

• Renforcer les capacités nationales de collecte de données et d’enquêtes, en partenariat avec les comités nationaux de coordination et les principales organisations internationales, afin d’optimiser la lutte contre la traite et le trafic d’êtres humains.

• Soutenir les institutions publiques de la République de Djibouti dans la mise en place de mécanismes d’assistance et de protection pour les mineurs non accompagnés à Djibouti-Ville.

Descriptif de la mission :

Au sein de l’équipe-projet AMMi basée à Addis Abeba, et en lien étroit avec l’équipe du Pôle Migrations au Siège, le/la Chargé(e) de Capitalisation et Communication contribue à la gestion du savoir, à la capitalisation, à la présentation des résultats et au contrôle qualité des rapports et publications.

Assurer la capitalisation interne et mettre en valeur les savoir-faire techniques et méthodologiques d’Expertise France dans la cadre du projet AMMi

• Sensibiliser l’équipe à la démarche de capitalisation dans une optique d’amélioration des pratiques

• Concevoir une méthodologie de capitalisation interne pour répondre aux résultats attendus

• Piloter et conduire l’exercice de capitalisation, en coordination avec l’équipe et les partenaires du projet

• Produire des documents de capitalisation

• Assurer la diffusion de ces documents en vue de favoriser une démarche d'apprentissage

Renforcer les actions de communication en vue d’accroître la visibilité du projet

• Contribuer à la mise en œuvre des actions de communication (production et actualisation des outils de communication, communications périodiques formelles aux Ambassades et partenaires, suivi et documentation de la couverture médiatique des activités du projet, etc.), sur la base des dispositions prévues par le Plan de communication et de visibilité

• Elaborer et piloter une stratégie pour renforcer les actions de communication et ainsi promouvoir les réalisations du projet

Fournir un appui technique pour le suivi, évaluation et contrôle qualité

• Assurer la consolidation des rapports internes et externes et des publications

• Mettre à jour le cadre logique du projet et conduire une analyse centrée sur l’atteinte des résultats et l’accompagnement des processus de changement, en lien étroit avec l’équipe et avec le prestataire en charge du suivi-évaluation

• Participer à la rédaction des termes de référence de l’évaluation finale

Qualifications :

• Diplôme en coopération internationale, développement, ou gestion de projets.

• Très bonnes qualités de rédaction, d’analyse et de synthèse

• Capacité à rédiger des rapports clairs et concis

• Excellente maîtrise de l’anglais (lu, parlé et écrit)

• Capacité d’adaptation et sens de l’organisation, anticipation

• Bonne capacité en modération de processus et planification participative

• Dynamique, indépendant et autonome

• Esprit d’initiative et créativité

• Disposition à travailler en équipe et sous pressions, fiabilité, flexibilité

Expérience professionnelle :

• Expérience professionnelle de 5 ans minimum en gestion de projets

• Expérience préalable de 3 ans minimum sur les problématiques de suivi, évaluation, capitalisation, apprentissages collectifs et communication

• Expérience de terrain à des postes similaires

• Expérience préalable dans le suivi de projets financés par l’Union Européenne appréciée

  Salary: 14,131.00 to 15,579.00 ETB /month, plus 40% of hard ship allowance and PF/Pension contribution from IRC and it will be based on the candidate’s qualification and earning history.    

RESPONSIBILITIES AND TASKS

 

Accountability and Monitoring Systems

  • Develop and/or update M&E tools, databases and monthly reporting formats in close collaboration with the MEAL focal points/sectoral managers.

  • Support the staff in mobile data collection; using Kobo Collect, CommCare and the IRC apps to collect and analyze data.

  • Conduct data audits and analysis to ensure high quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send this to the Field Coordinator, MEAL Manager, and Technical Managers and Coordinators on a monthly basis. 

  • Beneficiary counting: a quarterly gender and age disaggregated overview per grant per sector should be provided.

  • Advise staff on data management and storage to field staff, in collaboration with IT.

  • Manage the development of effective and sustainable feedback mechanisms to IRC from program beneficiaries/stakeholders.  

  • Contribute to the rollout of IRC global strategic initiatives related to measurement and accountability, and enable reporting against IRC global standards and requirements. 

     

    Assessment, Learning, and Documentation

  • Ensure relevant, timely, and quality support to the field office on assessments and evaluations; i.e. support in developing the survey tools, data analysis and report writing.

  • Attend and participate in semi-annual meetings with other MEAL Officers, , the senior M&E officer,  the MEAL Managers and the Accountability and Learning Coordinator on project monitoring and learning updates, achievements, challenges.

  • Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities.

  • Track and ensure organized, comprehensive electronic filing of documented findings/analyses.

  • When appropriate/applicable, facilitate and participate in information sharing opportunities among IRC offices/partners/donors. 

     

    Capacity Building

  • Facilitate capacity building for other IRC staff (especially the MEAL focal points/sector managers on skills and knowledge related to M&E and accountability and learning, including related IRC global initiatives. Relevant topics may include but are not limited to, designing monitoring tools, monitoring budgets, analyzing monitoring data, conducting assessment/ evaluation, and implementing feedback mechanisms.  

  • Conduct visits to sub-offices and intervention areas to provide training, technical assistance, and support, as well as to ensure that accountability and learning tools and strategies are understood and being implemented effectively.

 

Job Requirements

POSITION REQUIREMENTS     

Candidate selection will be based on the criteria described below.

 

Education:

  • Bachelor’s degree in social sciences, systems science, and/or other related fields with at least four years of relevant professional work experience; 

     

Work Experience:

  • Minimum of two years’ experience, preferable in an international NGO, in similar role/with similar responsibilities.

  • Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context.

  • Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.

  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.

  • Demonstrated experience of implementing beneficiary complaint and feedback mechanisms.

  • High proficiency in Microsoft Word and Microsoft Excel.

  • Preferred knowledge of mobile data collection tools such as Kobo Collect or CommCare.

  • Familiarity with information management systems and analysis software is a plus.

  • Effective, high-quality communication, writing, and interpersonal skills are essential.
